๐‹๐ฎ๐ฑ๐ž๐ง๐ญ ๐‡๐จ๐ญ๐ž๐ฅ, ๐๐ฎ๐ž๐ณ๐จ๐ง ๐‚๐ข๐ญ๐ฒ-The Department of Labor and Employment-Regional Office IV-Aโ€™s (DOLE CALABARZON) IT Unit (under the Internal Management and Services Division-IMSD) was hailed as the Innovator of the Year during the Agencyโ€™s 2026 Pagkilala at Pagpaparangal sa mga Huwarang Kawani ng Kagawaran, October 2.

The recognition highlights the teamโ€™s work in developing digital solutions that have helped improve and streamline processes across DOLE CALABARZON.

The team includes:

Among the systems developed for the Region are the Records Management System,IMSD SharePoint, No Pending Case Online Application, PESO Reportorial Online System, and the Online Client Satisfaction Measurement.

Through these systems, the team has helped make processes more organized, accessible, and efficient for both DOLE personnel and clients.

The team was accompanied by former DOLE CALABARZON Regional Director Atty. Erwin N. Aquino, and recently appointed OIC-Regional Director Atty. Nepomuceno A. Leaรฑo II, CPA, and Chief Administrative Officer Alvin G. Landicho.

With his 36 years of experience working in the Department, OIC-RD Leaรฑo II brings his expertise in labor relations and strategic leadership in managing regional operations. DOLE CALABARZON has its fare share of experience of OIC-RD Leaรฑo IIโ€™s leadership back in 2018-2023 wherein he served as the Assistant Regional Director of the Region. Back then, he focused in boosting labor laws compliance amongst private establishments, and fostered collaboration with other government agencies on the implementation of its welfare programs.

Now heโ€™s back in CALABARZON, OIC-RD Leaรฑo II is expected to bring fresh perspectives and strategies at the grass roots level that could further enhance the convergence-driven program implementation in the Region.

Through his guidance and leadership, DOLE CALABARZON is also expected to boost its campaign in championing decent, productive, safe and remunerative employment for all workers in CALABARZON.

Erwin N. Aquino as he moves to his next work assignment, September 28.

DOLE CALABARZON employees, members of the Regional Coordinating Committee and the Regional Tripartite Wages and Productivity Board extends their heartfelt appreciation to RD Erwinโ€™s unwavering commitment, invaluable contributions to the region.

Under his guidance and leadership, RD Erwin gave premium to the welfare of its personnel across the region. He also served as a champion in protecting workersโ€™ rights, heard the positions of employers, and other stakeholders who also have a crucial part in attaining industrial peace. His visionary style of leadership enabled the Department to efficiently implement and deliver its flagship programs, projects and services across CALABARZON.

RD Erwin also highlights the importance of strong collaboration and convergence strategies amongst government agencies and other stakeholders. Through these partnerships, DOLE and its partners can exponentially achieve its missionโ€”to provide holistic intervention to the vulnerable sectors and other workers in need.

The leadership of RD Erwin was truly an inspiration for its DOLE CALABARZON family. As he assumes on his new work assignment, DOLE CALABARZON expresses its sincere gratitude for the lessons, values and strategies he inculcated throughout his service in CALABARZON.

Pursuant to Proclamation No. 60 (s. 1992) which declared the last week of September of every year as Family Week, Proclamation No. 326 (s. 2012) which declared the fourth Monday of September of every year as Kainang Pamilya Mahalaga Day, and Memorandum Circular No. 136 (s. 2026) which declares that work in all agencies and instrumentalities in the National Government, including government-owned or -controlled corporations, and state universities and colleges shall be SUSPENDED on September 28, 2026 starting 1:00PM, please be informed that the DOLE Regional Office IV-A including its provincial offices in Cavite, Laguna, Batangas, Rizal, and Quezon shall adhere to the said suspension.

Today, the DOLE Laguna Provincial Office, in collaboration with the DOLE Regional Office IV-A Mediation-Arbitration and Legal Service Unit (MALSU) and National Labor Relations Commission Regional Arbitration Branch No. IV (NLRC RAB IV), successfully conducted a Plant-Level Orientation on Freedom of Association (FOA) under the Labor and Employment Education Services (LEES) framework at TF Logistics Philippines, Inc. (TFLPI) located at Daystar Industrial Park, Brgy. Pulong Santa Cruz, City of Santa Rosa, Laguna.

During the orientation, NLRC RAB IV Executive Labor Arbiter Atty. Melchisedek A. Guan enlightened the participants on the distinctions between compulsory and voluntary arbitration. ELA Atty. Guan also discussed the Post-Employment regulations, providing better understanding of procedural due process in resolving labor-related concerns. Following this, Atty. Joseph Rosal, Senior Labor and Employment Officer of the DOLE IV-A MALSU, discussed the Omnibus Guidelines on the Exercise of Freedom of Association and Civil Liberties, providing clear guidance on the principles and provisions governing workersโ€™ rights to organize and engage in lawful union activities.

The orientation was attended by TFLPI management, union officers and members of both supervisory and rank-and-file employees. The activity provided an opportunity for meaningful discussion and exchange of insights among participants, further promoting awareness of labor rights and responsibilities and fostering constructive labor-management relations.

The Department of Labor and Employment (DOLE) Laguna Provincial Office conducted a Government Internship Program (GIP) Orientation on September 22, 2026, at the Sta. Rosa Elementary School Central 2, Gabaldon Building, with a total of 292 GIP interns' participants.

The activity served as an important first step for the interns as they began their government internship journey. It provided them with an opportunity to understand their roles and responsibilities, while preparing them for a professional and meaningful workplace experience.

As part of the activity, the interns signed their GIP contracts and submitted the required documentary requirements. They also participated in an orientation covering the GIP Overview, Work Ethics, and the proper accomplishment of the Daily Time Record (DTR).

The orientation also emphasized the importance of professionalism, responsibility, punctuality, integrity, and respect in the workplace. More than simply completing internship requirements, the activity encouraged the interns to view their GIP experience as an opportunity to learn, develop their skills, and gain practical knowledge that could help prepare them for future employment.

The activity was conducted in partnership with the City Government of Sta. Rosa, reflecting the continued collaboration between DOLE and local government partners in providing young people with opportunities to gain workplace exposure and develop valuable work competencies.

The activity was facilitated by the DOLE Laguna Provincial Office team, led by Ms. Daisy G. Ramos, Senior Labor and Employment Officer and Employment Focal Person, together with Ms. Kriselle R. Cansicio, Employment Coordinator; Ms. Aliyah Danise D. Mendigo, GIP Coordinator; Ms. Lovely C. Dela Paz, Community Facilitator; Mr. Orlino B. Gaoat Jr., TUPAD Coordinator; and Ms. Joyce Ann Y. Dela Cruz, TUPAD Coordinator.

The conduct of the GIP Orientation was aligned with the vision and labor and employment priorities of DOLE Secretary Francis N. Tolentino, particularly in providing young Filipinos with meaningful opportunities to develop their skills, strengthen their work values, and become better prepared for the world of work.

For the 292 interns, the orientation marked more than the beginning of an internship. It marked the start of an experience where they could learn, contribute, and grow as young professionalsโ€”bringing with them the values and lessons that could guide them as they pursued their future careers.

Through the continued partnership between DOLE and the City Government of Sta. Rosa, the GIP provided young individuals with an avenue to experience the workplace, develop practical skills, and gain a deeper appreciation of public service.

In accordance with Republic Act No. 7851, the 24th day of September of every year is declared a Special Non-Working Holiday in Calamba City, Laguna. This holiday is in commemoration of the birth anniversary of the late Speaker Jose Yulo, Sr.

In observance of this Special Non-Working Holiday, please be advised that the Department of Labor and Employment Regional Office IV-A (DOLE CALABARZON) and the DOLE Laguna Provincial Office (DOLE LPO) will be CLOSED on September 24, 2026 (Thursday)
