REGIONAL EOD AND CANINE UNIT 1 ENSURE ZERO INCIDENTS IN ILOCOS SUR

In absolute adherence to the PNP Focused Agenda, the Regional Explosive Ordnance Disposal and Canine Unit 1 (RECU 1) – Ilocos Sur PECU successfully translated the directives of PBGEN ROGELIO Z RAYMUNDO, JR, Director, PNP-EOD/K9 Group, into a swift and tactical intervention.

Ilocos Sur PECU 2nd District Explosive Incident Response Team (EIRT) received a distress call from San Esteban Municipal Police Station (MPS), requesting immediate EOD assistance regarding a discovered military ordnance at a construction site in Barangay Apatot, San Esteban, Ilocos Sur.

Demonstrating exceptional operational readiness and a rapid 32-minute response time, the EIRT led by PCMS Dexter B Batnag, immediately dispatched and arrived. Upon arrival and subsequent tactical coordination, EOD Technician conducted a rigorous assessment of the ordnance, which had been accidentally unearthed by Mr. Jissy dela Cruz, a 49-year-old construction worker, while digging for an excavation project.

The item was identified as one (1) corroded unit of a 25 lbs General Purpose (GP) Bomb, presenting an immediate hazard with an estimated casualty radius of 20 to 25 meters if mishandled. Exercising strict adherence to standard safety protocols, the technician safely performed a Render Safe Procedure (RSP) by applying a specialized tourniquet and sand stabilization to secure the volatile vintage ordnance.

This proactive threat mitigation directly reinforces the PNP's intensive Campaign Against Terrorism and Lawlessness by neutralizing hidden explosive hazards within public spaces. The critical operation successfully concluded with no untoward incidents reported, and the stabilized bomb was safely transported to the custody of the unit for safekeeping prior to final disposal.
