Mandaluyong City - The Commission on Filipinos Overseas (CFO), represented by its Executive Director, Undersecretary Ma. Arlene S. Borja and Unilab Education, Inc. (UniED), represented by its President, Atty. Jose Maria A. Ochave, formalized their partnership during a ceremonial signing held on May 21, 2026 at the Unilab Corporate Center.
The partnership aims to strengthen education, workforce development, and diaspora engagement by harnessing the expertise of Non-Resident Filipinos (NRFs), particularly Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) awardees in the Science, Technology, Engineering, and Mathematics (STEM) and healthcare sectors.
Following the MOU signing, CFO and UniED discussed the next steps to operationalize the partnership. During the meeting, Policy, Planning, and Research Division (PPRD) Supervising Emigrant Services Officer Michael A. Apattad presented the PAFIOO and the various award categories, especially the Pamana ng Pilipino award.

Dr. Ang served as Chairperson from 2005 to 2010 under the administration of former President Gloria Macapagal-Arroyo. He also served as Special Envoy for International Public Relations from 2017 to 2020.
Under his stewardship, the CFO took on the challenge of establishing a secure and accessible overseas licensure for Filipino Nurses through the National Council Licensure Examination (NCLEX) testing center in the Philippines. Through tireless negotiation with the U.S. National Council of State Boards of Nursing, coordination with Philippine agencies, and unwavering advocacy, Executive Order 550 was signed and Manila became an official NCLEX testing site in 2007, significantly lowering costs, improving access, and enhancing the global competitiveness of Filipino nurses.
He was also the chairman emeritus of The Manila Times, the oldest English-language newspaper and one of the most-trusted news sources in the Philippines.
DAA, as he is called by friends and colleagues, will be remembered for his excellence, spirit, and dedication to uplifting the lives of Filipinos across the globe.

With 30 days remaining, the Commission on Filipinos Overseas (CFO) is reminding the public that the deadline for nominating candidates for the 2026 Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) is May 29, 2026.
Nominating parties must submit nominations to the Philippine diplomatic missions and must ensure they submit original copies of nomination documents.
Established as the highest honor bestowed by the Philippine government, the PAFIOO recognizes exceptional individuals and organizations overseas for their contributions to national development. This aligns with the CFOโs mandate to continuously engage the Filipino diaspora in various political, economic, and cultural affairs of the country.
Nominations are accepted under the following four categories:

The Commission on Filipinos Overseas (CFO) โ Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) Secretariat met with members of Filipino diaspora communities in United Arab Emirates (UAE) on April 14, 2026 for an online information session about the 2026 PAFIOO.
The information session started with a brief kumustahan with the members of Filipino diaspora communities. Consul General Ambrosio Brian Enciso III of the Philippine Consulate General (PCG) in Dubai also graced the session and expressed gratitude for the CFOโs efforts to recognize the outstanding contributions of Filipinos overseas through the Presidential awards.
The Secretariat presented before the members of Filipino diaspora communities the Presidential awards, specifically highlighting the various award categories that the latter may be nominated into. The qualifications, requirements, timeline, and deadlines were also discussed.
Several concerns were raised by the constituents and addressed by the Secretariat. These include the review and realignment of nominees to the appropriate award categories, necessity of Board resolutions for individual nominees whose accomplishments spill over with those of the organizations they are affiliated with, alternative means of verification, and other matters pertaining to age restriction, educational attainment, work or professional experience, and submission of nomination packages.
Vice Consul Jim Jimeno of the PCG in Dubai assured the members of Filipino diaspora communities in UAE that the Post is doing their best to help out potential nominees in accomplishing their nominations and reviewing those submitted prior to sending to the CFO.
The Secretariat expressed gratitude to the members of Filipino diaspora communities in UAE for participating in the information session about the 2026 PAFIOO. The latter were encouraged to help spread the information it, submit nominations on or before the May 29, 2026 deadline, and continue their impact-driven engagements.

The Embassy is pleased to inform the public that nominations for the 2026 Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) are ongoing and will be accepted until 29 May 2026.
Community members are encouraged to nominate groups or individuals who have rendered exemplary service to the Filipino-Dutch community. Let us celebrate and honor the culture of pagtutulungan at pagbabayanihan among Filipinos around the world.
