PARAร‘AQUE CITY โ€” The Overseas Workers Welfare Administration (OWWA) and the National Maritime Polytechnic (NMP) ink a Memorandum of Agreement (MOA) to facilitate the implementation of the free Updating Course on Basic Training โ€“ Personal Safety and Social Responsibilities (UBT-PSSR) for Filipino seafarers on Tuesday at the OWWA Seafarer Welfare Center in Paraรฑaque City

OWWA Administrator Atty. Patricia Yvonne M. Caunan signed the agreement on behalf of OWWA, while NMP Executive Director Victor A. Del Rosario represented the National Maritime Polytechnic. Also serving as signatories to the agreement were OWWA NCR Regional Director Ma. Teresa B. Capa and NMP Deputy Executive Director Mayla Macadawan.

The partnership marks a significant milestone in advancing the professional development, safety, and welfare of Overseas Filipino Workers (OFWs) in the maritime sector. Through the agreement, OWWA and NMP reaffirm their shared commitment to providing accessible, quality, and industry-compliant maritime training programs that will equip Filipino seafarers with the competencies required by international standards and evolving industry demands.

Under the program, participating seafarers will undergo the UBT-PSSR course, which aims to enhance their knowledge and skills in personal safety, social responsibilities, safety awareness, and professional conduct on board vessels. The training is designed to help maritime workers maintain compliance with global maritime regulations while strengthening their preparedness to perform their duties safely and effectively.

The collaboration also seeks to expand support services for Filipino seafarers by delivering relevant, high-quality, and cost-free training interventions that contribute to their employability, career advancement, and overall well-being.

Through this initiative, OWWA and NMP continue to uphold their commitment to empowering Filipino seafarers and ensuring that they remain globally competitive, highly skilled, and responsive to the demands of the international maritime industry.

MANILA โ€“ The Overseas Workers Welfare Administration Regional Welfare Office โ€“ National Capital Region (OWWA RWO NCR) gathered OWWA NCR scholars for a seminar on โ€œYouth Empowerment and Social Responsibilityโ€ on Thursday, 28 May 2026.

A total of 80 OWWA scholars, mostly third and fourth-year college students, participated in the activity aimed at strengthening their awareness of their role as members of the youth and empowering them to become socially responsible individuals and future nation-builders.

In her welcome remarks, OWWA NCR Regional Director Ma. Teresa B. Capa emphasized the vital role of the scholars in community development and nation-building.

โ€œThrough your education, talents, and actions, you also carry the responsibility to give back to your families, communities, and fellow Filipinos. Continue building friendships, sharing ideas, and developing yourselves not only as students but also as responsible citizens and future leaders of our country,โ€ Director Capa shared. โ€œWe at OWWA are proud of each one of you. You represent hope, resilience, and excellence,โ€ she added.

The training was facilitated by Caroline Langcay Balmes, Assistant Professor from the University of the Philippines Diliman College of Social Work and Community Development, who imparted valuable insights on youth empowerment, social awareness, and responsible citizenship.

According to Balmes, youth empowerment goes beyond simply finding oneโ€™s voiceโ€”it is about learning how to use that voice responsibly and meaningfully in society. She underscored the importance of developing empathy, critical thinking, and taking action in addressing social issues and contributing positively to communities.

She also recognized the unique strengths developed by many children of Overseas Filipino Workers (OFWs) as a result of labor migration experiences, including resilience, independence, adaptability, emotional maturity, and responsibility. These lived experiences, she noted, help shape young individuals into compassionate and determined members of society capable of overcoming challenges and creating meaningful impact.

In her closing remarks, OWWA NCR Officer-in-Charge of the Program Services Division Anna Liza M. Estrada encouraged the scholars to carry with them the lessons and values they gained from the seminar and continue being an inspiration to others. She also assured them that OWWA will always stand behind them through its โ€œAlagang OWWA, Serbisyong May Puso,โ€ supporting their aspirations and helping them achieve their goals.

The activity forms part of OWWAโ€™s continuing commitment to nurturing the potential of OFW scholars by providing opportunities for leadership development, personal growth, and social engagement. Beyond educational assistance, OWWA remains steadfast in its mission to help shape the nationโ€™s future through empowered youth and scholars who are equipped not only with academic excellence but also with strong values, social consciousness, and a deep sense of service to the Filipino people.

Through initiatives such as this, OWWA continues to support the next generation of leaders, recognizing that empowered and socially responsible youth play a vital role in building stronger communities and a more progressive nation.

VALENZUELA CITY, 25 May 2026 - Matagumpay na nakiisa ang Overseas Workers Welfare Administration (OWWA) sa isinagawang โ€œBayanihan Para sa Balikbayang Manggagawa National Reintegration Network (NRN) Job Fairโ€ katuwang ang ibaโ€™t ibang ahensya ng pamahalaan sa Valenzuela City bilang bahagi ng patuloy na pagpapaigting ng suporta para sa mga Overseas Filipino Workers (OFWs) at kanilang mga pamilya.

Layunin ng aktibidad na matulungan ang mga OFWsโ€”partikular ang mga umuwi mula sa Gitnang Silangan dulot ng umiiral na kaguluhan sa rehiyonโ€”na muling makabangon at makapagsimula sa pamamagitan ng reintegration support, employment opportunities, at ibaโ€™t ibang programang magpapalakas sa kanilang pagbabalik-bansa.

Bilang bahagi ng convergence ng mga programa at serbisyo para sa ating mga OFWs, pormal na nilagdaan ng Department of Migrant Workers, OWWA, at ibaโ€™t ibang katuwang na ahensya ng pamahalaan ang Memorandum of Agreement (MOA) kasama ang Pamahalaang Lungsod ng Valenzuela. Layunin ng kasunduang ito na palakasin at gawing mas abot-kamay ang paghahatid ng serbisyo at mga programang tutugon sa pangangailangan ng mga OFWs at kanilang mga pamilya.

Pinagbubuklod ng nasabing kasunduan ang koordinasyon ng DMW, OWWA, Department of Labor and Employment (DOLE), Technical Education and Skills Development Authority (TESDA), at ng Pamahalaang Lungsod ng Valenzuela sa pagpapatupad ng mga programa para sa ating mga OFWs.

Ang kasunduan ay nilagdaan nina DMW Undersecretary Felicitas Q. Bay; DMWโ€“NCR Regional Director Atty. Falconi V. Millar; OWWAโ€“NCR OIC Program Services Division Anna Liza M. Osea; at Punong Lungsod Weslie T. Gatchalian bilang kinatawan ng Pamahalaang Lungsod ng Valenzuela.

Kasabay ng aktibidad, nagkaroon rin ng OWWA Helpdesk na pinangunahan ng ating mga kawani mula sa OWWA Regional Welfare Office NCR upang magbigay ng agarang impormasyon hinggil sa mga programa at serbisyo ng ahensya. Nakiisa rin ang Migrantโ€™s Brew: Alagang OWWA Kapihan at Kabuhayan Center sa pagbibigay ng impormasyon tungkol sa mga programang nakatuon sa kabuhayan, skills development, financial literacy, at medical at psychosocial support para sa mga OFWs at kanilang mga pamilya bilang bahagi ng kanilang reintegration.

Sa pamamagitan ng sama-samang pagkilos ng ibaโ€™t ibang ahensya ng pamahalaan at lokal na pamahalaan, patuloy na pinagtitibay ng OWWA ang pangako nitong maghatid ng proteksyon, suporta, at oportunidad para sa mga OFWs at kanilang mga pamilyaโ€”isang malinaw na pagpapamalas ng tunay na .

OWWA NCR convened children of Overseas Filipino Workers (OFWs) from Quezon City for an orientation on the OFW Children Circle (OCC), an initiative of the Overseas Workers Welfare Administration designed to nurture the skills, psychosocial development, and overall well-being of OFW children.

The program was established to help address the effects and impacts of labor migration on children left behind by their OFW parents. Through meaningful engagement and developmental activities, the initiative aims to guide and empower participants to become confident, resilient, responsible, and values-driven individuals.

The OCC also serves as a support platform where children of OFWs can connect, learn, and grow in a safe and encouraging environment that promotes their holistic development.

This initiative further supports the marching orders of President Ferdinand R. Marcos Jr. to strengthen and expand government programs and services not only for OFWs but also for their families and children.

PASAY CITY, 20 May 2026 โ€“ The Overseas Workers Welfare Administration โ€“ National Capital Region (OWWA NCR) partner with Small Business Corporation (SB Corp) to further support Overseas Filipino Workers (OFWs) in Metro Manila through livelihood and entrepreneurship opportunities.

As part of the initiative under Migrants Brew Alagang OWWA: Kapihan at Kabuhayan Center, which aims to equip OFWs with valuable information and skills for sustainable livelihood opportunities, OWWA NCR convened OFWs from across Metro Manila for an orientation on the various programs and services offered by SB Corp.

SB Corp, a government financial institution under the Department of Trade and Industry (DTI), provides financial assistance programs for aspiring entrepreneurs, including OFWs, through initiatives such as the OFW Negosyo Fund and HEROES (Helping the Economy Recover through OFW Enterprise Start-ups).

In her message, OWWA NCR Regional Director Ma. Teresa B. Capa emphasized OWWAโ€™s continuing commitment to expanding its efforts in empowering OFWs and uplifting their livelihoods through accessible programs and strategic partnerships. Furthermore, she stressed that OWWAโ€™s support does not end with repatriation, but continues as OFWs reintegrate and rebuild their lives back home.

Department of Trade and Industry Assistant Secretary Dominic Tolentino also graced the event and encouraged the participants to become innovative and creative in pursuing their business ventures.

OWWA continues to strengthen its collaboration with various government agencies to deliver programs and services that provide livelihood opportunities, knowledge, and support for the welfare and brighter future of our OFWs and their families.
