ICYMI: The Regional Development Council for the National Capital Region (RDC-NCR) conducted the RDC-NCR Sectoral Committee Meeting for the Finance and Development Administration Committee on 24 June 2024
The meeting aims to present the Regional Development Report 2023, Regional Development Investment Program-NCR (RDIP-NCR) 2023-2028, and relevant issues and concerns of the said committee.
Said meeting is led by Atty. Victor Pablo C. Trinidad, OIC AGM for Planning and RDC-NCR Head Technical Secretariat and Atty. Voltaire C. Dela Cruz, City Administrator of Paranaque City representing Paranaque City Mayor Eric Olivarez as chairperson of Finance and Development Administration Committee.
This was also facilitated by Regional Director Maria Lourdes L. Agustin, CESO III of the Department of the Interior and Local Government-NCR as co-chairperson of the said Committee.
Said event was attended by several regional line agencies, local government units, and the private sector.

The MMDA, through the Office of the Assistant General Manager for Planning (OAGMP), participated in the Joint Programming Workshop of the United Nations Development Programme (UNDP) Strengthening Institutions and Empowering Localities Against Disasters and Climate Change in the Philippines (SHIELD) Program on 20 May 2024 at the Rockwell Business Center, Mandaluyong City.
The workshop was attended by representatives from UNDP, MMDA, and the Department of the Interior and Local Government-NCR (DILG-NCR), with the objective of identifying priority programs, projects, and activities (PPAs) to achieve the overall SHIELD framework for Metro Manila: “Towards a Safer and Resilient Metro Manila Communities.”
Likewise, the team discussed the following outcomes which the PPAs will gear towards:
a. Strengthened institutional capacities particularly the 17 local government units (LGUs) in Metro Manila in risk governance;
b. Multistakeholder partnerships as catalysts for resilience;
c. Investments in climate and disaster resilient plans, programs, and activities (PPAs); and
d. Systematic monitoring and evaluation including learnings developed to measure the resilience of the respective localities.

The Metro Manila Planning and Development Officers’ Association, Inc. (METROPLANADO) conducted the Oath Taking Ceremony and First Quarter Meeting on 08 March 2024 at the New MMDA Head Office Building, Pasig City. The officers are Ms. Merlina Panganiban as the President, Ms. Priscella B. Mejillano as the Vice President, Ms. Nerlisa Palomar as the Secretary, and Ms. Angelus Ponce as the Treasurer.
The members discussed the work plan of the organization for 2024, the general membership guidelines, financial report, updates on the participation to different committees, and presentation and approval of METROPLANADO Resolutions, among others.
The participants included the City and Municipal Planning and Development Coordinators of the Metro Manila local government units, together with representatives from MMDA led by Acting Chairman, Atty. Romando S. Artes, together with Officer-in-Charge of the Office of the Assistant General Manager for Planning, Atty. Victor Pablo C. Trinidad.

ICYMI: The Regional Development Council for the National Capital Region (RDC-NCR) conducted the Technical Budget Consultation for Fiscal Year (FY) 2025 last 13, 15, and 16 February 2024 at the New MMDA Head Office Building, Pasig City.
RDC-NCR conducts this budget consultation annually to ensure that the proposed programs and projects of the regional line agencies (RLAs) and state universities and colleges (SUCs) in the region are aligned with the development priorities integrated in the Regional Development Plan for the NCR, as well as the Philippine Development Plan.
The budget proposals for fiscal year 2025 of concerned RLAs and SUCs under the Committees on Infrastructure Development, Social Development, Economic and Environment Development, and Finance and Development Administration were reviewed for endorsement to the Department of Budget and Management (DBM) and agency central offices.
The respective chairpersons and co-chairpersons of the said committees attended the activities, together with panel members from the National Economic and Development Authority (NEDA), DBM-NCR, private sector, non-government organizations, as well as officials and representatives from MMDA and Metro Manila local government units.

The Office of the Assistant General Manager for Planning (OAGMP) participated in the seminar workshop on the formulation of the City of Caloocan’s Comprehensive Land Use Plan (CLUP) for 2026 to 2035 and Zoning Ordinance last 28 February 2024 at Breeza Montagne Hotel, Tanay, Rizal.
The OAGMP presented the regional development thrust and priorities for Metro Manila, including the linkages of development plans, long-term visions for the region and the country, and an overview of the Philippine Development Plan (PDP), Regional Development Plan of the National Capital Region (RDP-NCR) and Regional Development Investment Program - NCR (RDIP-NCR), and MMDA programs and projects. The Office also discussed key programs and projects of MMDA that may aid the city.
The activity was also attended by representatives from key national stakeholders such as the Department of Human Settlements and Urban Development (DHSUD), Department of the Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG) as well as representatives from the different offices and barangays of the City of Caloocan.

The Metro Manila Geographic Information System (GIS) Team conducted a two-day Year-End Meeting and Geospatial Data Workshop last 29-30 November 2023 at Shercon Resort and Ecology Park, Mataas Na Kahoy, Batangas.
The year-end accomplishment of the Metro Manila GIS projects, as well as activities to strengthen its implementation, were discussed during the event. This included the conduct of the workshop on the preparation and submission of data by the local government units (LGUs) via the MMDA Portal, and the discovery workshop for MMDA offices.
This was led by the MMDA Office of the Assistant General Manager for Planning (OAGMP) together with Geodata Systems Technologies, Inc., and participated by the Metro Manila LGUs and various MMDA units/offices.

ICYMI: The Regional Development Council-National Capital Region (RDC-NCR), through the Office of the Assistant General Manager for Planning (OAGMP), conducted the briefing on the preparation of the budget proposals for FY 2025 last 26 January 2024, at the MMDA New Head Office Building.
The briefing aimed to present the Department of Budget and Management (DBM) guidelines for the formulation of Tier 1 and Tier 2 budget proposals for next year as well as the budget forms to be prepared, and the calendar of activities. The DBM-NCR facilitated the discussions on the said agenda.
Tier 1 budget proposals are cash requirements for ongoing programs, projects, and activities (PPAs) while Tier 2 proposals are to be allocated for new spending or scaling up and expansion of existing PPAs.
The meeting was led by Atty. Victor Pablo C. Trinidad as the Officer-in-Charge of the OAGMP and Head of the RDC-NCR Technical Secretariat, and participated by representatives of national and regional line agencies, and state universities and colleges.

The Office of the Assistant General Manager for Planning - Metropolitan Development Planning Service (OAGMP-MDPS) held a meeting last 19 January 2024 to present the workshop findings from the Metro Manila Geographic Information System (GIS) Team Year-End Meeting and Geospatial Data Workshop.
During the meeting, the Geodata Systems Technology, Inc. presented the current state of implementation of GIS in MMDA as well as the recommended activities to address the challenges and achieve the following goals:
1. To standardize and update the GIS database for Metro Manila;
2. To increase capability and capacity;
3. To maintain and continuously improve the tools and systems;
4. To improve data collection, data management and analysis;
5. To maximize current resources; and
6. To expand collaboration and engagement - strengthen collaboration and partnerships with other stakeholders.
The meeting was attended by the members of the MMDA GIS Team from the OAGMP, Flood Control and Sewerage Management Office (FCSMO), Solid Waste Management Office (SWMO), Health, Public Safety and Environmental Protection Office (HPSEPO), Traffic Engineering Center (TEC), Rescue Battalion Headquarters and Disaster Preparedness Training Center (RBHDPTC), Metro Parkway Clearing Group (MPCG), Public Safety Division (PSD), Management and Information System Staff (MISS), and Metro Manila Crisis Monitoring and Management Center (MMCMMC).

PASIG RIVER URBAN DEVELOPMENT PROJECT (PRUDP) MMDA INTERNAL COMMITTEE 1st MEETING CONDUCTED
The MMDA, as Vice Chair of the Inter-Agency Council (IAC) for the Pasig River Urban Development (PRUDP), held its first Internal Committee meeting last 20 December 2023. The IAC for the PRUDP, created via Executive Order No. 35, s. 2023, is tasked to facilitate and ensure the full rehabilitation of the banks along Pasig River water system and nearby water systems.
Dir Michael M. Gison, Director III of the Office of the Assistant General Manager for Planning, presided the meeting in which an overview of the PRUDP was presented, as well as the roles and responsibilities of concerned offices in MMDA were discussed. The aim of the IAC is to organize MMDA’s efforts towards complementary projects to PRUDP, a priority project of President Ferdinand Marcos Jr. and First Lady Liza Araneta-Marcos, spearheaded by the Department of Human Settlements and Urban Development.
Under the leadership of Chairman Romando Artes, various activities such as the inventory of waterways leading to the Pasig River, clearing of easements and waterways and the establishment of numerous linear parks in all LGUs of Metro Manila, are slated for 2024.

ICYMI: The Joint Metro Manila Council (MMC) and RDC-NCR convened last 15 December 2023 (Friday) to discuss key topics in the region.
As part of the agenda, the RDC-NCR approved Resolutions including the approval and adoption of the Regional Development Investment Program (RDIP) 2023-2028.
The RDIP-NCR is the accompanying document of the Regional Development Plan which provides development programs, projects, and activities for fund allocation and implementation.
