The Department of Environment and Natural Resources (DENR) has identified three violations committed with the construction of a high-end residential project in Cebu City and its retention pond, which was supposed to hold rainwater, was not enough.
The DENR said one of the violations that it identified is that out of over 700 trees in 2022, only 11 remain after a tree-cutting permit was obtained for the project.
The DENR also found that Monterrazas had violated 10 out of 33 Environmental Compliance Certificates or ECCs.
This could subject the people behind the residential project to administrative and criminal charges.

WHAT'S NEW IN THE HOUSE. DHSUD: Gov't housing agencies to impose payment moratorium
Aligned with President Ferdinand R. Marcos Jr.'s declaration of "state of national calamity," the Department of Human Settlements and Urban Development (DHSUD) on Friday ordered its key shelter agencies (KSAs) to implement a moratorium on housing amortization.
DHSUD Secretary Jose Ramon Aliling directed the Home Development Mutual Fund or Pag-IBIG Fund, National Housing Authority (NHA), Social Housing Finance Corporation (SHFC) and the National Home Mortgage Finance Corporation (NHMFC) to impose the moratorium immediately.
"Alinsunod sa deklarasyon ni Pangulong Marcos Jr., hinikayat natin ang ating mga attached agencies na magpatupad ng pansamantalang moratorium sa housing amortization ng ating mga member-beneficiaries na apektado ng kalamidad," Secretary Aliling said.
"Malaking bagay na maibsan natin ang alalahanin ng ating mga kababayan ngayong panahon ng sakuna. Ito ay agarang ambag ng DHSUD sa panawagan ng Pangulo upang ipaabot ang tulong ng gobyerno sa mga nasalanta ng kalamidad," he added.
On Thursday, the President declared the "state of national calamity" following the havoc wreaked by Typhoon "Tino" in the Visayas and Mindanao regions, and in anticipation to the threat by the incoming weather disturbance.
Apart from the moratorium, the DHSUD has also provided safe refuge to typhoon-affected families in Cebu--using the modular housing units (MHUs) at the Bayanihan Village in San Remigio town.
Prior to the onslaught of "Tino," the DHSUD has activated all its regional shelter clusters to ensure readiness and establish close collaboration with other agencies.
"Tuluy-tuloy po ang ating pakikipag-ugnayan sa ibang ahensya ng pamahalaan upang mas efficient ang ating pagre-responde. Mahalaga na lagi tayong proactive at handang tumulong," the DHSUD chief said. #

Payment moratorium sa housing loans, ipatutupad ng DHSUD
Alinsunod sa pagdeklara ni Pangulong Ferdinand R. Marcos Jr. ng βstate of national calamityβ, ipinag-utos ng Department of Human Settlements and Urban Development o DHSUD sa mga key shelter agencies nito na ipatupad ang moratorium o pagpapaliban muna sa pagbabayad sa housing loans.
Hinikayat ni DHSUD Secretary Jose Ramon Aliling ngayon araw ang Home Development Mutual Fund o Pag-IBIG Fund, National Housing Authority (NHA), Social Housing Finance Corporation (SHFC) at National Home Mortgage Finance Corporation (NHMFC) na agad ipatupad ang moratorium na ito.

Nitong Huwebes ay nagdeklara ng state of national calamity ang Pangulo kasunod nga ng malawakang pinsalang naidulot ng Bagyong Tino sa malaking bahagi ng Visayas at Mindanao at ang posibleng magiging epekto ng isa pang bagyo na papasok sa bansa.
Bukod sa moratorium, ang mga modular housing units na naitayo ng DHSUD sa Bayanihan Village, San Remigio, Cebu ay nagsilbing temporary shelter din ng higit 100 pamilya noong kasagsagan ng Bagyong Tino.
Bago pa man nanalasa ang nasabing bagyo, naatasan na ng DHSUD ang lahat ng regional shelter clusters upang makapaghanda at makipagtulungan sa ibang mga ahensya ng pamahalaan para sa mas epektibong disaster response.
Ayon kay Secretary Aliling, tuluy-tuloy ang pakikipag-ugnayan ng DHSUD sa ibang ahensya ng pamahalaan upang mas efficient ang pagre-responde.
Mahalaga din aniya na laging proactive at handang tumulong ang DHSUD at lahat ng key shelter agencies niyo sa oras ng sakuna. #

WHAT'S NEW IN THE HOUSE. DHSUD strictly requires private developers to comply with the Balanced Housing Development Program (BHDP) as provided by law.
This, after more or less 600 real estate projects by private developers were found to be non-compliant with Republic Act 10884, particularly on the provision regarding BHDP during the past four years.
