LOOK: Scholars from the Public Management Development Program (PMDP), Middle Managers Class (MMC) Batch 38 – Pamana and Shuttle Course participants officially concluded their Public Finance and Budgeting (PFB) Module on 22 October 2026.

Conducted via Google Meet, the module ran from October 14–16 and 19–22.

Throughout the module, participants explored the full spectrum of fiscal governance, covering government budgeting frameworks, performance-informed initiatives, public accounting principles, internal controls, cash management, and procurement processes.

Equipped with these vital financial management tools, these public sector leaders are now better empowered to drive fiscal responsibility, transparency, and accountability across their respective agencies. The program was conducted by the Development Academy of the Philippines (DAP) through the Center for CES Development.

LOOK: Building on their online sessions on Asian policy innovations and governance practices of Vietnam and India, the 18 directors of Senior Executives Class (SEC) Batch 15 explored local examples in Cebu on 7–8 October 2026 as part of their five-day International Governance and Policy Innovations module.

The Cebu City Government and DOTr–Cebu Bus Rapid Transit Project Team discussed efforts to build a more integrated public transport system. At Mactan-Cebu International Airport, scholars explored how operational systems, public-private partnerships, service design, and data-based empathy contribute to a better passenger experience.

Visits to the Cebu Institute of Technology–University’s Wildcat Innovation Labs and AI FabLab, and the DOST Central Visayas Innovation Hub, showcased how research, emerging technologies, startup partnerships, and manufacturing support can address community and industry needs. At KENNETHCOBONPUE, scholars saw how Filipino craftsmanship, locally sourced materials, and contemporary design come togetherβ€”from concept to production. Sustainability and disaster preparedness also took center stage.

The Cebu Eco Station demonstrated how segregated waste can become useful resources, while the DSWD Visayas Disaster Resource Center highlighted systems and automated processes that support timely relief delivery. The module culminated on 9 October with learning team presentations comparing governance and innovation practices in Vietnam, India, and the Philippines.

The module opened on October 1, 2026 with key Asian perspectives on policy innovation, with Dr. M. Jae Moon of Yonsei University providing a broader context through an overview of Asia’s governance landscape, followed by deep dives into Vietnam and India during its online sessions on October 5-6, 2026. Ambassador H.E. Lai Than Binh discussed Vietnam’s political landscape, culture, and partnerships with the Philippines, while Dr. Dang Thi Thu Hoai (IPSS) and Dr. Nguyen Tung Lam (VNI-MOST) shared specific policy innovations and productivity practices. For India, Ambassador H.E. Raj Kumar Srivastava shared insights into the country’s development trajectory and leadership, followed by Mr. Kuldip Narayan (NITI Aayog) and Mr. Samrat Kishor (NeGD), who discussed citizen-centered policy innovation and technology-driven implementation.

Guided by Faculty-in-Charge and DAP Executive Vice President Magdalena L. Mendoza, scholars capped the module on October 9 by reflecting on how these lessons could be adapted to Philippine conditions, emphasizing coordination, accountability, and people’s needs.

Implemented by the Development Academy of the Philippines (DAP) through its Center for Career Executive Service Development (CCD), the module challenged scholars to bring home more than ideasβ€”to identify practical ways to improve public service.

Conducted online via Google Meet on October 5–9 and 12–13, 2026, the module was organized by the Development Academy of the Philippines (DAP) through the Public Management Development Program (PMDP).

Led by Assistant Secretary Roderick M. Planta of the Department of Economy, Planning, and Development (DEPDev) as Faculty-in-Charge, the module equipped participants with essential tools in project management, results-based planning, feasibility analysis, and public-private partnerships (PPP).

To apply their learnings, scholars collaborated in group exercises to design and present project proposals tackling real-world public sector needs.

Through this program, DAP-PMDP continues to empower public sector leaders to formulate, evaluate, and deliver high-impact development interventions that serve the public good.

LOOK: Forty-two senior government officials and PMDP faculty from 11 government agencies gather at the Development Academy of the Philippines (DAP) Pasig today, 14 October 2026, kicking off the first day of β€œAI 501: Leading an AI-Ready Government" to explore how leaders can adopt AI responsibly and strategically.

Ms. Liezl Ann Motilla, Co-Founder and Executive Director of AI4GOV Inc., who serves as the resource speaker for Day 1 challenged participants to put people before technology. She stressed the need to identify the problems that matter, understand AI’s capabilities and risks, and ensure that its use reflects their agency’s vision and leadership values.

While emphasizing that AI can reason and plan, she reminded the participants that leadership must remain grounded in human values.

β€œOur goals are driven from a place of care, wonder, and creativity,” she said. She likewise encouraged leaders to revisit philosophy and the classics to reflect on what makes us humanβ€”and what must guide our use of AI.

AI 501 is part of the National AI Capability-Building Program, led by DAP under Presidential Directive No. PBBM-2025-1394. Through Priming, Deepening, and Designing, the course prepares senior officials to make informed decisions on AI investments, policies, and deployment.

The program is delivered by DAP’s Center for Career Executive Service Development (CCD) and DAP - Center for Strategic Futures (CSF)

The goal is not simply to adopt AI, but to ensure it serves people and the public good.

The Senior Executives Class (SEC) Batch 15 kicked off its International Governance and Policy Innovations module with online sessions exploring policy innovation across Asia. On 1 October 2026, Dr. M. Jae Moon, Underwood Distinguished Professor and Director of the Center for Future Government Research at Yonsei University, set the stage with a lecture on β€œPolicy Innovations in Asia,” examining key concepts and why innovation matters in governance.

The learning continued on 5 October with a spotlight on Vietnam. H.E. Lai Thai Binh, Ambassador of Viet Nam to the Philippines, delivered a country briefing, followed by presentations on specific policy innovations by Dr. Dang Thi Thu Hoai, Director of the Division on Sectoral and Local Development Studies at the Institute for Policy and Strategy Studies, and Dr. Nguyen Tung Lam, Director of the Vietnam National Productivity Institute under the Ministry of Science and Technology.

In the coming days, the 18 directors from 13 participating agencies will engage with thought leaders and senior government practitioners from India and undertake local study visits in Cebu. Running through 9 October, these activities will connect regional insights with Philippine governance and policy innovations, helping scholars identify ideas they can adapt to their own agencies.

The module is implemented by the Development Academy of the Philippines (DAP) through its Center for Career Executive Service Development (CCD) under the Public Management Development Program.
