Attended by 25 legislative officers and staff from the Philippine Congress, the course aimed to strengthen the leadership capabilities of the scholars by encouraging them to reflect on their leadership foundations and experiences while helping them build authentic connections with the people they lead in their respective workplaces.

The Legislative Budget Research and Monitoring Office (LBRMO) scholars of the Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program have successfully completed their final course for this year, entitled โTechnical Writing Standards for Budget Research and Analysis,โ which ran from 27 to 29 April 2026 at the Senate of the Philippines, Pasay City. The course focused on producing clear, concise, consistent, and evidence-based budget documents that effectively communicate financial data, policy implications, and analytical findings.
Prof. Aldo Gavril Lim and Prof. Garry Jay Montemayor of the UPLB College of Development Communication served as the resource persons during the three-day course. The training highlighted the roles of structure, style, formatting standards, data presentation, and reader-centered writing in supporting informed decision-making and institutional credibility. It was composed of various sessions with activities and workshops leading to the development of a standard template and style guide.
The CBILLS Program offers a customized set of learning interventions designed for the legislative staff and officers of the Philippine Congress.

The Development Academy of the Philippines (DAP), through its Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program, successfully held the Course on Data Analysis in the Policy Process from 20 to 24 April 2026, at the DAP Conference Center (DAPCC) Tagaytay.
Attended by 40 Emerging Leaders from the Philippine Congress, the five-day course aimed to enhance the scholarsโ skills in interpreting policy-relevant data and assessing policy options to support evidence-based legislative decision-making.
The resource persons featured a roster of public policy experts and practitioners, including Dr. Josefina Almeda of the Philippine Statistics Research and Training Institute (PSRTI), Atty. Richard Leo Baldueza from the House of Representatives, and the DAPโs own Dir. Gilbert Lumantao of the Policy Research Office.
As part of the course requirements, the scholars developed legislative policy memos on their chosen areas of interest, spanning mining, housing, education, agriculture, and internal displacement, through a series of workshops. These were presented to panel members during the culminating activity, which allowed scholars to demonstrate the application of data analysis techniques to real-world policy challenges in the Philippines.
The training marks the first for the Emerging Leaders under the CBILLS Programโs Legislative Training Course (LTC) Component, with the next course scheduled for July.
