Mr. Raphael De Leon, who serves as Assistant Department Head of the Provincial Government of Bataan, conceptualized 1PawiCAN (1 Bataan Pawikan Conservation Alliance Network) during his learning journey in the 𝐏𝐌𝐃𝐏-𝐋𝐆𝐄𝐌𝐂 program.

In 2022, 1PawiCAN was developed to promote a more inclusive, coordinated, and holistic approach to pawikan conservation. Mr. De Leon spearheaded its implementation, with initial gains in hatching success rates attributed to interventions by the Provincial Government of Bataan, including the cascading of protocols, benchmarking, capacity-building, and information campaigns.

The Public Management Development Program – Local Government Executives and Managers Class (PMDP-LGEMC) Batch 20 Dasig Learners completed the onsite component of 𝐂𝐨𝐮𝐫𝐬𝐞 𝟓: 𝐃𝐞𝐬𝐢𝐠𝐧𝐢𝐧𝐠 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐯𝐞 𝐏𝐫𝐨𝐣𝐞𝐜𝐭𝐬 𝐟𝐨𝐫 𝐋𝐨𝐜𝐚𝐥 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 from September 21 to October 1, 2026, at the Development Academy of the Philippines (DAP) Conference Center in Tagaytay City.

The on-site sessions guided the scholars through a deeper analysis of pressing challenges in their respective local government units (LGUs), enabling them to identify opportunities and develop responsive, citizen-centered solutions. Through a series of workshops, consultations, and sessions, the scholars translated these local challenges into Innovation Project Concepts (IPCs) designed to address the needs and priorities of their communities.

Adding an alumni perspective to the learning journey, 𝐌𝐫. 𝐌𝐮𝐤𝐬𝐢𝐧 𝐈𝐈𝐈 𝐇. 𝐈𝐛𝐫𝐚𝐡𝐢𝐦, Local Youth Development Officer of Brooke’s Point, Palawan, and LGEMC Batch 17 – Busilak alumnus, and 𝐌𝐫. 𝐂𝐚𝐫𝐥𝐨 𝐌𝐚𝐠𝐧𝐨 𝐕. 𝐓𝐚𝐝𝐢𝐪𝐮𝐞, Secretary to the Sangguniang Bayan of Tagkawayan, Quezon, and LGEMC Batch 18 – Hirang alumnus, shared their experiences and progress in developing and implementing their respective Innovation Project Concepts.

The alumni sharing provided Batch 20 scholars with practical insights on the packaging of Innovation Project Concepts, preparation for the Revalida, project implementation, and the adoption of project management tools in the workplace. More importantly, they shared how trusting the process and embracing the LGEMC learning journey helped them move their ideas from concept to action within their respective LGUs.

With their IPCs strengthened through technical feedback, strategic design, and the experiences shared by LGEMC alumni, the Batch 20 learners are now one step closer to turning local challenges into innovative solutions and contributing to more responsive and transformative public service in their communities.

Yesterday marked another significant milestone for the Public Management Development Program – Local Government Executives and Managers Class (PMDP-LGEMC) as it launched its first-ever 5-day Shuttle Course on Designing Innovative Projects for Local Development at the Development Academy of the Philippines Pasig Office.

This pioneer course sets a new standard for innovative public sector capacity building by bringing together 35 local leaders from 17 local government units. Among the delegates are Honorable Vice Mayor Roland Boie Evardone of Arteche, Eastern Samar, and Honorable Nicole Pauline Plagata, SK Federation President and Ex-Officio Sangguniang Bayan Member of Bingawan, Iloilo.

Virata Hall, DAP Building, Pasig City.

Building on the momentum of the pioneer cohort, the second run trained 20 key officials, department heads, and technical staff across 10 LGUs to address local administrative bottlenecks through practical AI applications.

Learners used workflow analysis tools to map and evaluate lengthy, multi-step departmental processes, enabling them to realize that digital transformation begins with process optimization rather than indiscriminate technology adoption. By systematically analyzing workflow data alongside an AI Intervention Decision Matrix, teams identified that while general administrative steps require streamlined business process reengineering, specific high-friction tasks benefit from targeted AI integration and automation.

DAP - Center for Strategic Futures (CSF) 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐫 𝐑𝐚𝐲 𝐃𝐚𝐧𝐢𝐞𝐥 𝐆. 𝐏𝐞𝐫𝐚𝐥𝐭𝐚 guided learners on applied prompt engineering, human-centered design, and the Human-in-the-Loop frameworks on no-code and Vibe Coding platforms to build functional AI-powered proof-of-concept prototypes. The resulting digital solutions targeted key municipal services, including automated document retrieval, real property tax clearance, zoning compliance, and Governor’s permit processing.

CFG-LGDO 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐫 𝐃𝐚𝐧𝐢𝐞𝐥 𝐆. 𝐑𝐨𝐬𝐞𝐫𝐨 guided the teams in subjecting their prototypes to iterative user testing and operational feedback, refining the digital solutions to ensure practical usability and alignment with actual LGU public service needs.

The course concluded with presentations evaluated by CSF 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐫𝐬 𝐉𝐨𝐚𝐧𝐚 𝐌𝐚𝐫𝐢𝐞 𝐄𝐫𝐚𝐬𝐠𝐚 and 𝐉𝐨𝐡𝐧 𝐌𝐢𝐜𝐡𝐚𝐞𝐥 𝐄𝐥𝐫𝐢𝐭𝐳 𝐆𝐚𝐥𝐥𝐨, alongside 𝐌𝐫. 𝐑𝐨𝐬𝐞𝐫𝐨, based on operational alignment, design ex*****on, functionality, user-testing metrics, and LGU adoption potential.

Closing the activity, CFG-LGDO 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐉𝐚𝐧𝐧𝐢𝐬 𝐓. 𝐌𝐨𝐧𝐭𝐚ñ𝐞𝐳 highlighted responsible teaching integration, stating that ethical AI deployment empowers local governments to enhance decision-making and elevate public service delivery.
