Subject: Enforcement of the “Safer Cities Initiative”
Reference: Memorandum Circular No. 2026-029

In line with the directive of the Department of the Interior and Local Government (DILG), issued by Secretary Jonvic Remulla on April 6, 2026, the Sangguniang Kabataan Pederasyon in Pilar will strictly implement the following rules to uphold public order and safety:

🚫 Prohibited Acts
1. Alcohol in Public Areas
•Drinking alcoholic beverages on streets, sidewalks, and other public spaces is not allowed.
•Setting up tables or chairs for drinking in public is prohibited.
•Offenders will be apprehended.

2. Indecent Exposure
•Being topless or improperly dressed in public places is strictly forbidden.

3. Noise Control
•Videoke machines and loudspeakers may be used only until 10:00 PM.
•Exceptions apply only to officially sanctioned events (e.g., fiestas).

4. Curfew for Minors
•Minors are not permitted to loiter or stay in public places after 10:00 PM.
•Violations will be dealt with legally, in coordination with parents or guardians.
