TINGLAYAN, KALINGA | October 24, 2026 — Open dialogue and mutual understanding remain vital in addressing the ongoing boundary issue between the Butbut and Tulgao tribes.

The 103rd Infantry “MABALASIK” Battalion conducted separate engagements with elders and residents of the Butbut and Tulgao tribes to hear their concerns, understand their perspectives, and encourage continued dialogue toward a peaceful and acceptable resolution.

The engagements underscored the importance of impartiality, mutual respect, and cooperation among both tribes and other stakeholders. Through open communication, the communities can work toward preventing further tensions while exploring solutions that respect their concerns and customary relationships.

More importantly, peaceful resolution is about protecting lives, keeping families safe, and allowing residents to continue farming, send their children to school, and carry out their daily activities without fear or disruption. Preserving peace also means protecting livelihoods, strengthening community ties, and ensuring a safer future for the next generation.

While the boundary issue remains unresolved, continued dialogue among tribal elders, local leaders, and concerned stakeholders offers a path toward understanding and a lasting settlement.

The 103rd Infantry “MABALASIK” Battalion remains committed to supporting impartial, community-centered peace initiatives that safeguard lives, protect livelihoods, and promote lasting harmony between the Butbut and Tulgao tribes.

KALINGA | October 19, 2026 — Advancing a unified provincial response to tribal armed conflict, Lieutenant Colonel Jimrhic B. Obias, Commanding Officer of the 103rd Infantry “MABALASIK” Battalion, proposed the creation of the Provincial Task Force to End Kalinga Tribal Armed Conflict (PTF-EKTAC) during the Provincial Peace and Order Council (PPOC) Meeting jointly presided over by Governor James S. Edduba and Congressional Representative Hon. Caroline S. Agyao. The PPOC supported the initiative.

Anchored on a whole-of-province and whole-of-society approach, the proposed task force seeks to unite provincial and municipal governments, security and law enforcement agencies, traditional leaders, Bodong councils, civil society, and affected communities in pursuing peaceful, lawful, and culturally grounded solutions.

The initiative recognizes that ending tribal armed conflict requires more than security measures. It demands coordinated government action, respect for the PAGTA and customary peace mechanisms, meaningful dialogue, reconciliation, and the active participation of every sector of Kalinga society.

For the MABALASIK Battalion, sustaining Kalinga’s insurgency-free gains means working together to prevent violence, protect lives, and strengthen the foundations of lasting peace.

The goal is clear: a united Kalinga where government and communities work hand in hand to end tribal armed conflict and secure a peaceful future for generations to come.

Peace creates space for development. Development, in turn, helps sustain peace.

The 103rd Infantry “MABALASIK” Battalion participated in the Groundbreaking Ceremony for the ₱25-million Road Improvement Project in Barangay Agbannawag, Tabuk City, Kalinga, which was spearheaded by Secretary Mel Senen C. Sarmiento of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU).

The activity also highlighted the ₱40-million Awichon–Dangoy–Upper Uma Road (Phase II) project in the Municipality of Lubuagan, which was formally awarded to the Municipality of Lubuagan.

The projects were witnessed by BGEN RHENANTE M. SALVADOR, Commander, 503rd Infantry Brigade; Hon. Darwin T. Estrañero, City Mayor of Tabuk; Hon. Joel B. Tagaotao, Municipal Mayor of Lubuagan; Engr. Mayer Max Adong, DILG-Kalinga Provincial Director; PBGEN Gilbert Fati-ig, PNP-Kalinga Provincial Director; and other government and peace and development stakeholders.

The investments come at an important time for Kalinga. Tabuk City is part of the Cordillera Administrative Region, which was declared insurgency-free and under Stable Internal Peace and Security (SSIPS) status earlier this year along with the entire Kalinga Province. With the declaration, the province is moving toward sustaining peace while creating greater opportunities for development.

With this changing environment, the meaning of security is also expanding. The challenge is no longer simply to secure communities, but to create the conditions for communities to prosper.

Roads are a tangible part of that transition. Improved connectivity means easier access to markets, schools, healthcare, government services, and livelihood opportunities. It enables people, goods, and services to move more efficiently and helps connect communities to the province's broader economy.

For the 103IB, supporting these efforts is part of the broader journey from peace and security toward resilience, development, and sustainable progress.

The road to lasting peace does not end when conflict subsides. It continues when peace becomes an opportunity for people and communities to build better lives.
From securing communities to enabling development, the MABALASIK troopers stand with Kalinga.

Malasakit. Disiplina. Galing. Sigla.
