Earlier today, May 14, 2026, the 𝐌𝐨𝐛𝐢𝐥𝐞 𝐎𝐧𝐞-𝐒𝐭𝐨𝐩 𝐒𝐡𝐨𝐩 (𝐌𝐎𝐒𝐒) 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐒𝐦𝐚𝐥𝐥-𝐒𝐜𝐚𝐥𝐞 𝐌𝐢𝐧𝐢𝐧𝐠 𝐒𝐞𝐜𝐭𝐨𝐫 continued at the 𝐀𝐠𝐮𝐬𝐚𝐧 𝐕𝐚𝐥𝐥𝐞𝐲 𝐂𝐨𝐧𝐯𝐞𝐧𝐭𝐢𝐨𝐧 𝐂𝐞𝐧𝐭𝐞𝐫, 𝐁𝐫𝐠𝐲. 𝐒𝐚𝐧 𝐈𝐬𝐢𝐝𝐫𝐨, 𝐒𝐚𝐧 𝐅𝐫𝐚𝐧𝐜𝐢𝐬𝐜𝐨, 𝐀𝐠𝐮𝐬𝐚𝐧 𝐝𝐞𝐥 𝐒𝐮𝐫, bringing together national government agencies, local government units, and mining stakeholders in support of a more organized and sustainable small-scale mining sector.

The program featured discussions on the 𝐌𝐨𝐛𝐢𝐥𝐞 𝐎𝐧𝐞-𝐒𝐭𝐨𝐩 𝐒𝐡𝐨𝐩 (𝐌𝐎𝐒𝐒) Framework, alongside inspirational messages from 𝐉𝐨𝐬𝐞𝐥𝐢𝐧 𝐌𝐚𝐫𝐜𝐮𝐬 𝐄. 𝐅𝐫𝐚𝐠𝐚𝐝𝐚, Undersecretary for Field Operations of the 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐍𝐚𝐭𝐮𝐫𝐚𝐥 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 (𝐃𝐄𝐍𝐑); 𝐇𝐨𝐧. 𝐒𝐚𝐧𝐭𝐢𝐚𝐠𝐨 𝐁. 𝐂𝐚𝐧𝐞, 𝐉𝐫., Governor of Agusan del Sur; 𝐇𝐨𝐧. 𝐀𝐝𝐨𝐥𝐩𝐡 𝐄𝐝𝐰𝐚𝐫𝐝 𝐆. 𝐏𝐥𝐚𝐳𝐚, 2nd District Representative of Agusan del Sur; and 𝐉𝐮𝐚𝐧 𝐌𝐢𝐠𝐮𝐞𝐥 𝐓. 𝐂𝐮𝐧𝐚, 𝐂𝐄𝐒𝐎 𝐈, Acting Secretary of the Department of Environment and Natural Resources, who emphasized the importance of strengthening inter-agency collaboration, ensuring regulatory compliance, promoting environmental stewardship, and supporting the formalization of the small-scale mining sector toward a more responsible, organized, and sustainable mining industry.

Highlights of the activity also included the reading of the terms and conditions of the 𝐈𝐧𝐭𝐞𝐫𝐢𝐦 𝐒𝐦𝐚𝐥𝐥-𝐒𝐜𝐚𝐥𝐞 𝐌𝐢𝐧𝐢𝐧𝐠 𝐂𝐨𝐧𝐭𝐫𝐚𝐜𝐭 (𝐈𝐒𝐒𝐌𝐂), ceremonial signing of ISSMCs, and awarding of ISSMCs and Small-Scale Mining Contract (SSMC) renewals to qualified stakeholders within declared Minahang Bayan areas.

Technical presentations were likewise conducted on the whole-of-government response against illegal mining, the Bangko Sentral ng Pilipinas gold buying program under Republic Act No. 11256, small-scale mining gold trading, best practices, and success stories from mining associations and stakeholders.

The activity concluded with an open forum, ceremonial gold buying activity, and closing remarks emphasizing continued collaboration, responsible mining practices, and strengthened compliance among stakeholders in the small-scale mining sector.

The activity is conducted pursuant to 𝐃𝐄𝐍𝐑 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐯𝐞 𝐎𝐫𝐝𝐞𝐫 (𝐃𝐀𝐎) 𝐍𝐨. 𝟐𝟎𝟐𝟔-𝟎𝟖 on the issuance of the 𝐈𝐧𝐭𝐞𝐫𝐢𝐦 𝐒𝐦𝐚𝐥𝐥-𝐒𝐜𝐚𝐥𝐞 𝐌𝐢𝐧𝐢𝐧𝐠 𝐂𝐨𝐧𝐭𝐫𝐚𝐜𝐭 (𝐈𝐒𝐒𝐌𝐂), aiming to streamline government services, strengthen inter-agency coordination, and promote responsible and sustainable mining practices.

The two-day convergence initiative features service caravan booths, information dissemination activities, agency exhibits, technical information sessions, and the awarding of mining contracts for qualified small-scale mining stakeholders within declared Minahang Bayan areas.

Participating agencies provide assistance and guidance on business registration, cooperative formation, labor standards and occupational safety and health, environmental compliance, taxation, Indigenous Peoples’ requirements, financial inclusion, and other regulatory concerns to support the formalization and sustainability of the small-scale mining sector.

This initiative reflects the commitment of government agencies and stakeholders to improve public service delivery while fostering a more responsible, organized, and sustainable mining industry in the region.
