HAPPENING NOW: LANDBANK ROLLS OUT LIFTING MSMEs LENDING PROGRAM IN SAN FRANCISCO

SAN FRANCISCO, Agusan del Sur – To strengthen access to financing for local entrepreneurs and agriculture-based enterprises, the Land Bank of the Philippines rolls out its Landbank’s Innovative Financing Thrust Towards Inclusive National Growth Thru Micro, Small, and Medium Enterprises (LIFTING MSMEs) Lending Program today, October 02, 2026, at the GAD Bldg., Barangay 3, San Francisco, Agusan del Sur.

The initiative aims to provide MSMEs including those engaged in agriculture and agribusiness, with financing opportunities to support business expansion, improve productivity, and sustain their operations.

Ms. Alma B. Radaza, Department Manager of the Landbank Agusan del Sur Lending Center, emphasizes the bank's role as a development partner in advancing the province's business and agricultural sectors.

"Dili lang financial institution ang Landbank, but we are your partner sa kauswagan,” Radaza said.

Through the LIFTING MSMEs Lending Program, eligible enterprises may access financing to address their capital requirements, acquire equipment, expand operations, and enhance production capacity, subject to the program's terms and eligibility requirements.

The collaboration among Landbank, DTI Agusan del Sur, and the LGU of San Francisco underscores the importance of government partnerships in making financial services more accessible to MSMEs and agriculture-based enterprises.

ADVISORY I PRICE FREEZE BULLETIN

In view of the declaration of a State of Calamity by the Sangguniang Panlalawigan of the Province of Agusan del Sur under Resolution No. 585-26, s. 2026, issued on September 24, 2026, given the wide extent of damage to agriculture and livelihood, decreased potable water supply, and continuing high temperatures being experienced in the province, and pursuant to Section 6 of the Price Act of the Philippines (Republic Act No. 7581), as amended by Republic Act No. 10623, all concerned parties are hereby informed and directed that the prices of basic necessities are automatically frozen at their prevailing prices.

Under Republic Act No. 7581, as amended, basic necessities under the jurisdiction of DTI include the following: bread, canned fish or other marine products, bottled water, processed milk, instant noodles, coffee, salt, laundry soap, detergents and candles.

Unless sooner lifted, the price freeze under RA 7581 shall remain effective for the duration of the condition that brought it about but not for more than sixty (60) days.

All concerned are warned that violators shall suffer the penalty of imprisonment for a period of one (1) year to ten (10) years, or a fine ranging from P5,000.00 to P1,000,000.00, or both, at the discretion of the court, aside from applicable administrative penalties.

The Department of Trade and Industry (DTI)–Agusan del Sur, in partnership with Land Bank of the Philippines and the Local Government Unit of San Francisco, is conducting the AI for Digital Novice MSMEs and Roll-Out of LIFTING MSME and AGRISENSO Plus Lending Program today, October 2, 2026, at the GAD Building, Municipal Ground, Brgy. 3, San Francisco, Agusan del Sur.

The activity aims to equip MSMEs with basic knowledge on artificial intelligence, digital tools, and financial literacy, while providing information on available financing and lending programs through LandBank.

The afternoon session features presentations on the LIFTING MSMEs Program, AGRISENSO Plus Program, and LandBank products and services, followed by an open forum and one-on-one business and financing consultations.

This initiative strengthens the commitment of DTI and its partners to expand MSMEs’ access to digital technology, financial knowledge, and appropriate financing opportunities.

EARLIER TODAY | AGUSAN DEL SUR OPENS CONSUMER WELFARE MONTH WITH SIMULTANEOUS BANNER DISPLAY

Following their DIO Hour guesting for the opening of Consumer Welfare Month (CWM) 2026, DTI–Agusan del Sur Provincial Director Marson Jan S. Dolendo, PAKKADS Consumer Organization representative Ms. Cerila (Cheri) P. Inson, and Consumer Protection Unit Head Supervising TIDS Renato S. Corvera visited selected Bagwis establishments in San Francisco, Agusan del Sur, as they displayed the official CWM banner.

Among the establishments visited were Davao Central Warehouse, Gaisano Capital, ALACC Hardware, and Desmark Corporation. Other Bagwis establishments all over the province, including supermarkets, appliance centers, and hardware stores, also displayed the uniform banner in support of the celebration.

Negosyo Centers, local government units and other partners joined the simultaneous display in their respective areas, bringing this year’s theme, “Safe Products, Confident Consumers,” closer to communities across Agusan del Sur.

The banner display marks the start of a month of activities promoting product safety, informed purchasing, fair business practices, and shared responsibility for consumer welfare.

Earlier today, the Department of Trade and Industry–Agusan del Sur (DTI–ADS) marked the opening of Consumer Welfare Month 2026 through its participation in the Department Information Officers (DIO) Hour, highlighting the theme “Safe Products, Confident Consumers.”

DTI–ADS Provincial Director Marson Jan S. Dolendo and Ms. Cerila “Cheri” P. Inson, representative of Pagpakabana sa Katungod sa mga Konsumador sa Agusan del Sur (PAKKADS) Inc., joined the discussion hosted by Information Officer IV and Public Affairs and Media Relations (PAMRE) Division Head Jennifer P. Gaitano.

The discussion emphasized that consumer protection is a shared responsibility among government agencies, businesses, and consumers. Government agencies implement consumer protection measures, businesses provide safe products and fair service, and consumers contribute by making informed choices and responsibly reporting concerns.

DTI–ADS reminded consumers to read product labels, check prices, review instructions and safety warnings, and keep receipts and other transaction records. For products covered by mandatory certification requirements, buyers were encouraged to look for the applicable Philippine Standard (PS) mark or Import Commodity Clearance (ICC) sticker.

The agency also underscored the importance of knowing and exercising consumer rights while fulfilling consumer responsibilities. Consumers with concerns were encouraged to explain the problem clearly to the seller or service provider, preserve supporting evidence, and seek assistance through appropriate complaint channels.

Representing the consumer sector, Ms. Cerila (Cheri) P. Inson of Pagpakabana sa Katungod sa Konsumador sa Agusan del Sur (PAKKADS) Consumer Organization highlighted the value of reliable product information, fair treatment, and accessible complaint mechanisms in helping households make confident purchasing decisions.

The episode also introduced activities lined up for October, including consumer quizzes, the Fair Trade Laws Reels Infomercial Contest, the Bagwis Consumer Welfare Desk Best Practices Contest, Bulto Diskwento in Trento, consumer education activities, and the Agusan del Sur Local Price Coordinating Council Summit.

Through these initiatives, DTI–ADS seeks to bring practical consumer information closer to communities and strengthen cooperation with local governments, businesses, consumer organizations, and other partners.

CONSUMER WELFARE MONTH 2026 | CALENDAR OF ACTIVITIES

This October, the Department of Trade and Industry–Agusan del Sur Provincial Office joins the nationwide celebration of Consumer Welfare Month with the theme “Safe Products, Confident Consumers.”

We have lined up activities to help AgSurnons learn about their rights, make informed purchases, and take part in consumer protection efforts. The celebration opens on October 1 with a DIO Hour guesting and the simultaneous display of CWM banners by our partners.

Throughout the month, watch out for the FTL Reels Infomercial Contest, Bagwis Consumer Welfare Desk Best Practices Contest, and Weekly Consumer Quiz. The calendar also includes a seminar with the Department of Energy on fuel price increases, an iRegIS orientation for SREs and Bagwis establishments, the launch of Manobo-translated consumer information materials in Talacogon and San Luis, and Bulto Diskwento sa Warehouse in Trento.

We will close the celebration with a DIO Hour feature on CWM highlights and contest winners on October 26, followed by the Agusan del Sur LPCC Summit 2026 on October 27.

Pursuant to Proclamation No. 1098, series of 1997, October of every year is declared Consumer Welfare Month to promote consumer awareness, education, and cooperation among consumers, businesses, and government.

DTI–Agusan del Sur joins this year’s celebration with the theme “Safe Products, Confident Consumers,” highlighting the importance of raising standards for safer products and stronger consumer confidence.
