SECOND DISTRICT REPRESENTATIVE JOSE CHAVES ALVAREZ ACTIVELY PARTICIPATES IN THE APPROVAL OF HB NO. 9157 ON SECOND READING

On May 13, 2026, Second District of Palawan Representative Jose Chaves Alvarez joined the approval on Second Reading of House Bill No. 9157, entitled:

“AN ACT ESTABLISHING A NATIONAL FRAMEWORK FOR THE DEVELOPMENT, REGULATION, AND OPERATION OF FACILITIES UTILIZING WASTE-TO-ENERGY AND OTHER WASTE TREATMENT TECHNOLOGIES.”

The approval of the measure marks an important step toward promoting cleaner, smarter, and more sustainable energy solutions in the country. By converting waste into a potential source of energy, the bill aims to strengthen waste management systems, reduce environmental pollution, and help support the country’s long-term energy security and sustainable development goals.

The measure also reflects the continuing commitment of the House of Representatives to advance innovative and environmentally responsible solutions that will benefit both present and future generations of Filipinos.

CHAIRPERSON OF THE COMMITTEE ON ENERGY JOSE CHAVES ALVAREZ JOINS THE MEETING OF THE AD HOC COMMITTEE ON LEGISLATIVE ENERGY ACTION AND DEVELOPMENT (LEAD) ON THE ESTABLISHMENT OF THE KALINGA PROGRAM

On May 5, 2026, Second District Representative and Chairman of Committee on Energy Chairman Jose Chaves Alvarez, actively participated in the meeting of the Ad Hoc Committee on Legislative Energy Action and Development (LEAD) tackling House Bill No. 8834, which seeks to establish the KALINGA Program as a national emergency response framework to address fuel-driven inflation and strengthen the country’s energy and supply security.

The proposed measure aims to ensure the continuous supply of energy and essential goods, provide targeted and time-bound assistance to vulnerable sectors, and equip the government with flexible mechanisms to immediately respond during times of energy and economic crises.

Authored by House Speaker Faustino “Bojie” Dy III and Majority Leader Ferdinand Alexander Marcos, the bill underscores the government’s commitment to protecting Filipino consumers from the impact of rising fuel prices while pursuing long-term solutions toward a more stable, resilient, and secure energy future for the country.

CHAIRPERSON OF THE COMMITTEE ON ENERGY CONG. JOSE CHAVES ALVAREZ ACTIVELY PARTICIPATES IN A JOINT CONGRESSIONAL MEETING

Second District of Palawan Representative Jose Chaves Alvarez, as a Chairperson of the Committee on Energy, took part in the Legislative Energy Action and Development Joint Meeting to receive updates on the implementation of Executive Order No. 110, which declares a State of National Energy Emergency and authorizes a unified response package for livelihoods, industry, food and transport.

During the briefing, various government agencies presented their respective initiatives and progress in addressing the country’s current energy challenges, including efforts to stabilize supply, manage rising costs, and ensure continued support for key sectors affected by the energy situation.

The meeting underscored the government’s coordinated approach in responding to the energy emergency, with a focus on protecting the welfare of Filipino consumers, sustaining economic activity, and securing the country’s energy future.
