| FMRDP First Quarter Assessment FY 2026
The Bureau of Agricultural and Fisheries Engineering (BAFE), through its Special Engineering Programs and Projects Division (SEPPD), is conducting the Farm-to-Market Road Development Program (FMRDP) First Quarter Assessment together with DA Regional Field Offices, partner agencies, and project implementers.
The assessment serves as a platform to review the progress of ongoing Farm-to-Market Road (FMR) projects, highlight key accomplishments, identify implementation concerns, and align strategies to ensure more efficient project delivery.
During the activity, DA Regional Agricultural Engineering Divisions (RAEDs) present updates on project implementation and catch-up plans, while partner agencies provide guidance on important requirements, including Environmental Compliance Certificates (ECC), Certificates of Non-Coverage (CNC), Sustainable Forest Land Management Agreements (SFLMA), Gratuitous Special Use Permits (GSUP), and No Objection Letters (NOL).
Key discussions also cover the Construction Performance Evaluation System (CPES), Work and Financial Plans (WFP), project monitoring mechanisms, and digital innovations such as the integration of Facebook Live with FMR Watch to enhance transparency and public engagement.
Through this ongoing assessment, BAFE reaffirms its commitment to stronger collaboration and the timely delivery of quality farm-to-market roads for Filipino farmers and fisherfolk.

These capacity-building activities were designed to strengthen the technical, operational, and management competencies of DA personnel involved in FMR procurement, construction supervision, and project implementation. The sessions highlighted the proper application of procurement laws and regulations, preparation of compliant procurement and technical documents, project planning and scheduling, contract administration, quality assurance, safety standards, and environmental compliance.
Through technical discussions, hands-on workshops, process mapping exercises, case studies, simulated supervision activities, and plenary presentations, participants gained deeper understanding and practical skills necessary to ensure transparent procurement processes, efficient project coordination, effective monitoring, and timely delivery of quality FMR infrastructure projects.
The simultaneous conduct of these activities reinforces DA-BAFEโs commitment to strengthening institutional capacity, promoting accountability and transparency, and ensuring the sustainable implementation of infrastructure projects that improve rural connectivity, market accessibility, and agricultural productivity for Filipino farmers and fisherfolk. ๐พ

| BAFE Visits Simummuang Market, Thailand ๐น๐ญ๐พ
BAFE delegates visited the renowned Simumuang Market in Thailand โ a 55-hectare, 24-hour wholesale hub handling over 8,000 tons of fresh produce daily.
The visit highlighted the marketโs efficient zoning system, logistics operations, cold storage facilities, sustainability initiatives, and quality control measures that support thousands of vendors, farmers, buyers, and businesses everyday.
Discussions also explored potential collaboration and the possible adaptation of Simumuang Marketโs operational strategies for future food hub projects in the Philippines โ particularly in areas of market management, supply chain efficiency, waste reduction, and sustainable infrastructure.
From innovative cold chain systems and laboratory testing to solar-powered facilities and organized trading rounds, the visit provided valuable insights into building a more connected, modern, and resilient agri-fisheries supply chain.
