The UP NCPAG Governance Reform, Innovation, and Transformation Research Laboratories (GRIT Labs), through its Governance Futures Lab, continue to support the Philippine Carabao Center in its journey toward becoming a future-ready organization by facilitating pathways for HR transformation grounded in foresight.

Dr. Reginald G. Ugaddan emphasized that accountability must be nonnegotiable, with public officials, contractors, and intermediaries all being held to account through independent investigations and, when warranted, the full weight of the law. He highlighted the need for systemic reforms to break the recurring cycle of corruption.

The UP NCPAG Governance Futures Lab, under the Governance Reform, Innovation, and Transformation Research Laboratories (GRIT Labs), remains committed to supporting agencies like DOST NAST in institutionalizing futures thinking and fostering anticipatory governance in the Philippines.

The UP NCPAG, through its Governance Reform, Innovation, and Transformation Research Laboratories (GRIT Labs) Futures Thinking Expert, Priscilla Denise G. Pigao, delivered a presentation titled “The Future of Local Public Service Delivery: Data-Driven Scenario Building for Policy Making” at the 2025 Capacity Development Exposition (CapDev Expo) held on August 27–28, 2025 at the Garden Orchid Hotel, Zamboanga City. Her session introduced futures thinking and strategic foresight as tools for integrating data-driven scenario building into the local policy cycle. She highlighted how approaches such as scanning, sense-making, and scenario building can help LGUs anticipate disruptions, address root causes of complex issues, and design evidence-based strategies that are resilient, inclusive, and future-ready.

The CapDev Expo gathered leaders, policymakers, and practitioners to explore transformative approaches in local governance and service delivery, providing a platform for learning, collaboration, and exchange of innovative practices.
