TransCo was mandated to act as the Off-Grid System Operator for any small grid/off-grid power system. DC 2021-11-0039.
The Department of Energy (DOE) issued a Memorandum mandating TransCo to act as the Off-Grid System Operator for any small grid or off-grid power system with more than one power supplier. In support to the said memorandum, the DOE listed the guidelines for TransCo’s designation as Small Island Grid System Operator (SIGSO) through the Department Circular No. As system operator, TransCo works with is
land grid power players to deliver reliable and stable electricity that empowers households and businesses to be more productive and in turn contribute to the growth and improvement of island’s local economy. TransCo is tasked with the following functions:
1. Operate the system such that voltage and frequency remain within the acceptable limits
2. Management of operating reserves, reactive power support, black start, and other operating requirements
3. Coordinate and establish the schedule of the planned shutdown/ preventive maintenance outage of power plants and transmission facilities with the power plant operators and distribution utility.
4. Development of Small Grid System Protection Philosophy, to ensure correct power system protection coordination to isolate the fault from the rest of the Grid and leaving most of the network in operation
5. Perform demand forecasting for power development planning, and scheduling and dispatch
6. Assist the Electric Cooperative in the conduct of analytical studies for the formulation of their optimal power development plan
7. Formulate with the Electric Cooperatives a readiness program in preparation for the eventual island interconnection to the main grid
