CEISSAFP conducted the Traditional New Yearโs Call
QUEZON CITY โ The Communication, Electronics and Information Systems Service, Armed Forces of the Philippines (CEISSAFP), held a momentous New Yearโs Call celebration on 16 January 2026 at the CEISSAFP Social Hall, CGEA, Quezon City, with the Commander CEISSAFPโs speech setting the strategic direction for the organization in 2026.
Opening with โAd Marjorem Dei Gloriam.โ BGEN CONSTANCIO M ESPINA II PA, Commander CEISSAFP, emphasized that the New Yearโs Call is more than traditionโit is a moment to align intent with disciplined action. Stating, โCEISSAFP is no longer an organization in preparation; we are now an organization in execution,โ the speech noted that foundational work is complete, and the focus will shift from building capability to delivering impact.
BGEN ESPINA II PA concluded by emphasizing that 2026 will be defined by delivery, not planning: โWe will not be remembered for what we planned. We will be remembered for what we delivered.โ The call to action urged personnel to move forward โas one force, on one network, with one purposeโ under the Signal Warrior Ethos: Connect, Commit, Conquer.

Camp General Emilio Aguinaldo, Quezon City - On November 19, 2025, the Communication, Electronics, and Information Systems Service, Armed Forces of the Philippines (CEISSAFP), celebrated its 27th Founding Anniversary. This event highlighted the significant accomplishments made by the organization over the past year and renewed its commitment to bolstering the AFP's capabilities in the years to come. In his speech, GEN ROMEO S BRAWER JR PA, Chief of Staff, AFP, emphasized that CEISSAFP has grown into the AFPโs digital backbone, connecting soldiers, informing commanders, and synchronizing operations. He stated that a modern AFP needs a modern CEISSAFP, where CEISSAFPโs work is strategic, shaping how the AFP senses, decides, and acts.
BGEN CONSTANCIO M ESPINA II PA, Commander CEIS Service AFP, reported on CEISSAFP's transformative journey of evolution from a primarily support-oriented unit focused on maintenance to a proactive, strategically vital entity spearheading modernization initiatives. This shift, he asserted, was guided by a clear vision articulated in the CEISSAFP Strategic Plan 2025-2029, a blueprint designed to align the organization's mission with the AFP's overarching strategic objectives.
CEISSAFP's most notable achievements include: revival of previously dormant C4ISTAR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) Horizon 1 and 2 systems; Launching the first-ever Joint Communications Interoperability Exercise (SIGLA), setting a new standard for joint operations; conducted the first ever Technology day that showcased local talents from the Academia and; the first ever IDEATHON contest wherein students from the different Universities across the country pitched their proposals for possible inclusion in the governments SRDP program. He also lauded the efforts of programmers from CEISSAFP, Army, Air Force and Navy for the development of the AFPโs first Joint Battle Management System.
Finally, BGEN Espina introduced the Signal Warrior Ethos โ โConnect, Commit, and Conquer.โ Through connection, unity is achieved; through commitment, perseverance is ensured; and through conquest, victory is attained. He urged all Signaleers, past, present, and future, to let this warrior ethos resonate within them.

Camp General Emilio Aguinaldo, Quezon City - CEISSAFP in collaboration with Multi-Sectoral Advisory Board (MSAB) conducted Ideathon 2025. In an unprecedented convergence of Academia and Defense that took place at Tejeros Hall, AFPCOC, CGEA, Quezon City on 13 November of this year, the inaugural IDEATHON 2025 emerged as a groundbreaking platform where scholars, students, and tech innovators collaborated with the Armed Forces of the Philippines to address modern challenges through Information and Communications Technology. As the AFP evolves in an increasingly digital world, such collaborations promise to fortify Philippines security while inspiring a new generation of tech-driven patriots.
The Ideathon served as a platform for students to present forward-thinking projects that enhance the AFP's capabilities. Teams from various universities showcased their innovative solutions, competing for the opportunity to see their ideas potentially implemented in the future. The event was graced by the presence of GEN ROMEO S BRAWNER JR PA, the AFP Chief of Staff, who served as the guest of honor and speaker. His presence underscored the importance of technological advancement and collaboration between the AFP and the academic community.
The Top three (3) winners, The University of San Carlos Cebu 1st place, The University of the City of Manila 2nd place and the University of San Jose-Recoletos Cebu 3rd place, were recognized for their outstanding contributions, with the potential for further development and integration of their projects within the AFP. This Ideathon marks a significant milestone in the AFPโs ongoing efforts to modernize and enhance its capabilities through academic partnerships to support Self- Reliant Defense Posture (SRDP).

Commander CEIS Service AFP Brigadier General CONSTANCIO M ESPINA II PA takes another leap toward a fully connected, joint force with Exercise SIGLA 2025 from October 16 to 17, 2025 at General Headquarters Armed forces of the Philippines โ the first nationwide communications interoperability exercise under the Joint Communications Interoperability Program (JCIP).
SIGLA, short for Signal Interoperability for a Geographically Linked Archipelago, brings together the Philippine Army (PA), Philippine Navy (PN), Philippine Air Force (PAF), and General Headquarters to test, validate, and synchronize systems that strengthen the AFPโs command, control, and information-sharing capabilities across the archipelago.
This milestone ensures that modernization gains translate into real operational readiness and unity in action, especially for units such as Unified Commands deployed in Geographical areas within their areas of responsibility.
As the AFP transitions from isolated systems to a networked, agile, and interoperable force, every lesson learned and every connection strengthened brings us closer to a resilient, connected AFP ready to defend every Filipino.

On Oct 06, 2025, Brigadier General CONSTANCIO M ESPINA II PA, Commander CEISSAFP, visited Lieutenant General ANTONIO G NAFARRETE PA at Headquarters Philippine Army, Fort Andres Bonifacio, Taguig City. The purpose of the visit was to strengthen inter-agency relations and explore better interoperability between CEISSAFP and the Philippine Army in Communication, Electronics, and Information Systems operations. During the meeting, the commanders discussed current and future modernization efforts aimed at enhancing the Army's communication infrastructure. They also addressed ways to boost capabilities in cybersecurity and information warfare. Brigadier General ESPINA II PA conveyed CEISSAFP's support for the Army's technological advancements. This support includes providing state-of-the-art equipment, sharing subject matter expertise, and offering specialized training programs. Lieutenant General NAFARRETE PA thanked CEISSAFP for their ongoing support. He emphasized the importance of seamless communication and interoperability for mission success. He also underscored the importance of close coordination and joint action in tackling emerging cyber threats and challenges.

Camp Aguinaldo, Quezon City โ The CEIS Service AFP, under the leadership of ๐ฝ๐๐๐ ๐พ๐๐๐๐๐ผ๐๐พ๐๐ ๐ ๐๐๐๐๐๐ผ ๐๐ ๐๐ผ, bid a heartfelt farewell to one of its most dedicated pillars of service as Mrs. Judy P. Carbonell, one of the longest-serving civilian human resource personnel of the Service, officially retired after more than 43 years of distinguished service to the Armed Forces of the Philippines.
Throughout a career marked by loyalty, professionalism, and unwavering commitment, Mrs. Carbonell became a cornerstone of CEISSAFPโs human resource administration. From overseeing training and personnel management to guiding generations of officers, enlisted personnel, and fellow civilian staff, she exemplified the very best of civil service. Prior to her retirement, Mrs. Carbonell served as Chief Civilian Supervisor of CEISSAFP and at CEIS Training Center. She was also previously assigned at the former Ministry of National Defense Training Institute and the Philippine Military Academy (PMA).
Known among peers for her professionalism, jolly attitude, compassion, and institutional knowledge, Mrs. Carbonell played an indispensable role in ensuring CEISSAFPโs workforce remained resilient, motivated, and mission-ready. It was during her stint as Chief Civilian Supervisor of CEISTC that the school earned the Level 3 Status (Center of Excellence) under the AFP Education and Training Evaluation System (ETES).
As a tribute, the Command held a Retirement Ceremony and Luncheon at the Social Hall of CEISSAFP, attended by officers, enlisted personnel, civilian employees, family members and guests. Mrs. Carbonell was awarded the CEISSAFP Command Plaque for her invaluable contributions to the organization and to the nation.
In her valedictory address, Mrs. Carbonell thanked her co-workers and CEISSAFP for being a place to learn, grow and contribute. She shared her mantra which is found in Jeremiah 29:11, โFor I know the plans I have for you,โ declares the Lord, โplans to prosper you and not to harm you, plans to give you hope and a future.โ
In her testimony, her son MAJOR RAYMOND DEREK CARBONELL (SC) PA mentioned that Maโam Judy is the heart of their family who raised them with discipline, tender, loving care, guidance and values that shaped us. Her husband, ASEC Domingo C Carbonell said that โshe is a lady with humble beginnings and big dreams. She is street smart, may diskarte, hard work and perseverance.โ
CAPT MARCUS JASON D BARTOLOME PN(MNSA), Acting Commander, CEISSAFP said that for CEISSAFP, โMaโam Judy is more than just a colleague; she is family. Her legacy of dedication and integrity will continue to inspire us. The strength of our organization is built not only on soldiers in uniform, but also on the quiet, steadfast work of civilians like Maโam Judy.โ
The CEIS Service AFP is truly grateful for the 43 years of meaningful and memorable service of Mrs. Judy P. Carbonell. Her contributions to CEISSAFP will remain an inspiration to the officers, enlisted personnel and civilian human resource who have had the pleasure of working with her throughout the decades of her service to the AFP.

He has played a key role in providing sound advice to the Commander on matters affecting morale, welfare, discipline, training, and professional development of enlisted personnel. And forward-looking in modernizing new communications platform, mentoring and coaching of senior and junior enlisted personnel.

Upon arrival at SOLCOM Headquarters, BGEN ESPINA II PA was warmly welcomed by COL BENJAMIN A TAPNIO PA (GSC), Chief of Unified Command Staff, SOLCOM and the Command Staff. The visit underscored CEISSAFPโs commitment to ensuring reliable, secure, and resilient communications in support of joint and combined operations within the SOLCOM Area of Responsibility (AOR).
During the engagement, the Commander, CEISSAFP engaged with SOLCOM key officers on modernization initiatives, network integration, and capability enhancement for tactical and strategic communication systems. Emphasis was placed on the importance of seamless connectivity to support operational readiness, disaster response, and security operations in Southern Luzon.
The visit also included inspection and dialogue with SOLCOM subordinate units and personnel of 3rd CEIS Group led by the Group Commander, CDR EUGENE S LACUBAN PN to assess their operational posture, address logistical and technical concerns, and recognize the accomplishments of personnel in sustaining mission-essential communications under challenging conditions.
In his remarks, BGEN ESPINA II PA commended the officers, enlisted personnel, and civilian workforce for their professionalism, dedication, and contributions to the Commandโs mission. He reiterated that CEISSAFP remains steadfast in supporting the AFPโs overall thrusts toward modernization and operational excellence.
The engagements concluded with renewed commitment between SOLCOM leadership and CEISSAFP to further enhance communication systems, thereby ensuring that the Command remains mission-capable and responsive to the security needs of the region.

Both retirees were honored in a formal ceremony and testimonial luncheon held at the Social Hall of CEISSAFP attended by officers, enlisted personnel, civilian staff, family members and friends. The event celebrated not only their careers but also the profound impact they have had on CEISSAFP and its mission to provide secure, reliable, and modern communications support.
CMS Sosa (SC) PA, the senior enlisted leader of CEISSAFP, retires after 35 years of distinguished military service. A steadfast mentor, he has been instrumental in shaping the discipline, morale, and welfare of the enlisted force. His leadership ensured operational readiness and the continued development of the CEISSAFPโs men and women in uniform. BGEN ESPINA II PA awarded CMS Sosa (SC) PA with a Command Plaque and Medal Box. In his remarks, CMS Sosa thanked the Command for the honors and to his family members for their continuing support. He also mentioned that โleadership is not about rank but service. The Son of Man did not come to be served but to serve.โ Subsequently, CMS Sosa was also inducted into the Reserve Force of the Philippine Army with the rank of Second Lieutenant (2LT).
Mrs Tolentino, one of the longest serving CivHR of CEISSAFP, departs after 46 years of exemplary service to the organization. With her vast experience, institutional memory, administrative foresight, and dedication to the civilian workforce, Mrs Tolentino has been a cornerstone in advancing the Unitโs mission and strengthening the partnership between military and civilian personnel. In her valedictory remarks, Mrs Tolentino thanked her CEISSAFP family for their friendship especially during the trying times, and for the birthday celebration they gave her on this day. She emphasized on โrespect, trust and love for one another.โ
The retirement of both CMS Sosa (SC) PA and Mrs Tolentino marks the close of an era. ๐ฝ๐๐๐ ๐๐๐๐๐๐ผ ๐๐ ๐๐ผ, Commander, CEIS Service AFP thanked the honorees for their steadfast military and civilian service. Indeed, they both have earned a richly deserved retirement. He stressed to them that โCEISSAFP is your home and your family.โ
