𝐂𝐒𝐌 𝐄𝐧𝐠𝐚𝐠𝐞𝐬 𝐏𝐞𝐫𝐬𝐨𝐧𝐧𝐞𝐥 𝐀𝐜𝐫𝐨𝐬𝐬 𝐂𝐄𝐈𝐒𝐒𝐀𝐅𝐏 𝐔𝐧𝐢𝐭𝐬

The Headquarters, Communications, Electronics and Information Systems Service, Armed Forces of the Philippines (CEISSAFP), conducted a series of Command Visits and Talk to Troops activities across its major subordinate units and field groups from March to August 2026. The initiative was led by Chief Master Sergeant (CMS) Norbert P. Vuelta PAF, Command Sergeant Major (CSM) of CEISSAFP, together with MSg Edralyn D. Penaso PAF and Technical Sergeant Marvin Prades PAF.

The activity covered the Installation Management Group (IMG), Information Systems Group (ISG), CEIS Training Center (CEISTC), Headquarters Support Group (HHSG), and 1CEISG.

The Unit visit aimed to assess unit welfare conditions, monitor personnel concerns, evaluate the implementation of existing policies and programs, and ensure proper dissemination of guidance from higher headquarters. The activity also provided a venue for open communication between leadership and personnel, allowing enlisted members to raise concerns, share insights, and receive updates on organizational initiatives.
During the engagements, the CSM emphasized the importance of discipline, professionalism, and adherence to AFP Core Values. Discussions likewise focused on personnel welfare, leadership development, and the critical role of enlisted personnel in supporting the AFP’s modernization and mission accomplishment efforts.

A key component of the activity was the conduct of information sessions on emerging challenges in the communications and information systems domain. Personnel were briefed on the increasing importance of cybersecurity awareness, the protection of critical information infrastructure, and the evolving threats posed by cyber and electronic warfare. The sessions reinforced the significance of safeguarding communication networks, maintaining operational readiness, and ensuring the reliability and resilience of CEISSAFP’s communications and information systems in support of joint and combined military operations.

The Command Visit and Talk to Troops underscored CEISSAFP’s commitment to strengthening leadership engagement, enhancing personnel morale, and fostering a well-informed and mission-focused workforce capable of meeting the dynamic requirements of national defense and security operations.

The Headquarters, Communications, Electronics and Information Systems Service, Armed Forces of the Philippines (CEISSAFP), hosted COMMODORE SALVADOR HENRY H. QUINTO PN, Chief of the Philippine Navy Modernization and Contract Monitoring Center, during his Exit Courtesy Call on 11 June 2026 at Headquarters, CEISSAFP, Camp General Emilio Aguinaldo, Quezon City.

The visit marked COMMODORE QUINTO PN’s farewell engagement with the Service prior to his retirement from military service on 01 July 2026. As former member of CEISSAFP, he was warmly welcomed by the officers, enlisted personnel, and civilian human resources of the organization.

During the activity, COMMODORE QUINTO PN paid a courtesy call on BGEN CONSTANCIO M ESPINA II PA, Commander, CEISSAFP. The meeting provided an opportunity to discuss ongoing initiatives and developments supporting the Armed Forces of the Philippines’ communications, electronics, information systems, and C4ISTAR capabilities.

In recognition of his dedicated service and contributions to the Armed Forces and CEISSAFP, as simple tribute was accorded to COMMODORE QUINTO PN. The CEISSAFP family extends its sincere appreciation and best wishes concludes his distinguished military career and embarks on a new chapter in life.

The Headquarters, Communications, Electronics and Information Systems Service, Armed Forces of the Philippines (CEISSAFP), hosted LIEUTENANT GENERAL ROMMEL P ROLDAN PAF, Vice Chief of Staff, AFP (VCSAFP), during his official Unit Visit on 03 June 2026 at Headquarter, CEISSAFP, Camp General Emilio Aguinaldo, Quezon City.

The visit provided VCSAFP with an overview of CEISSAFP’s operational readiness, key initiatives, personnel concerns, and ongoing efforts in support of the AFP’s modernization and digital transformation programs. During the briefing, LTGEN ROLDAN PAF was apprised of the Service’s accomplishments and developments in communications, electronics, information systems, cybersecurity, and C4ISTAR capabilities.

As part of the activity, CEISSAFP showcased the GHQ Communications Center, Data Center, CEISSAFP Repair and Maintenance Facility, and C4ISTAR Training Center, highlighting the Service’s role in sustaining critical communications infrastructure and enabling command and control operations across the Armed Forces. VCSAFP also witnessed demonstrations of AFP C4ISTAR capabilities, particularly the Primary, Alternate, Contingency, and Emergency (PACE) Communications Plan, which underscores the AFP’s commitment to maintaining reliable, resilient, and interoperable communications in support of mission accomplishment.

Following the facility tour and capability demonstrations, LTGEN ROLDAN PAF met with the officers, enlisted personnel, and civilian human resources of CEISSAFP during a Talk to Troops at the CEISSAFP Social Hall. During the engagement, he commended the personnel for their dedication and professionalism in sustaining the AFP’s communications and information systems capabilities. He likewise emphasized the importance of innovation, adaptability, and continuous improvement in addressing evolving operational requirements and security challenges, while encouraging all personnel to remain steadfast in upholding excellence in service.

The visit reaffirmed the AFP leadership’s commitment to strengthening communications, electronics, and information systems capabilities as essential enablers of a modern, agile, and mission-ready Armed Forces of the Philippines.

USEC PEDREGOSA Visits CEISSAFP Headquarters

The Communications, Electronics and Information Systems Service, Armed Forces of the Philippines (CEISSAFP) welcomed USEC FABIAN M PEDREGOSA, Undersecretary for Information Systems and Cybersecurity, Department of National Defense (DND) during his official visit to Headquarters, CEISSAFP on 20 May 2026. The activity was attended by key officers and personnel of CEISSAFP led by BGEN CONSTANCIO M ESPINA II PA, Commander, CEISSAFP.

The visit aimed to provide the DND an overview of the capabilities and ongoing initiatives of CEISSAFP in support of the Armed Forces of the Philippines’ modernization and digital transformation efforts. During the activity, CEISSAFP showcased key facilities including the GHQ Communications Center, Data Center, Repair and Maintenance Facility, and the Command, Control, Communications, Computers, Intelligence, Surveillance, Target Acquisition and Reconnaissance (C4ISTAR) Training Center.

This Service also demonstrated the capabilities of the AFP in the different levels of communication at joint operations. USEC PEDREGOSA also inspected the CEISSAFP Repair and Maintenance Facility highlighting the Service’s technical capability in sustaining and enhancing AFP communications and information systems equipment for effective Command and Control.

The visit also served as an opportunity to strengthen collaboration between the DND and CEISSAFP in advancing information systems, cybersecurity, and emerging technologies essential to national defense.

The Adjutant General, AFP Visits CEISSAFP

The Headquarters, Communications, Electronics and Information Systems Service, AFP (CEISSAFP), warmly welcomed BGEN DANILO E ESTRAÑERO PA, The Adjutant General, AFP, during his visit to HCEISSAFP, Camp General Emilio Aguinaldo, Quezon City on 20 May 2026.

The visit focused on the coordination of the Information Technology (IT) requirements of the Office of The Adjutant General, AFP, particularly on systems enhancement, communications support, and digital capability requirements intended to improve administrative and personnel management operations within the Armed Forces of the Philippines.

During the activity, discussions centered on existing IT infrastructure, systems integration, cybersecurity measures, and other technical requirements supporting the operational and administrative functions of OTAG, AFP. CEISSAFP also presented its operational capabilities and ongoing modernization initiatives related to communications systems, information management, cybersecurity, and C4ISTAR operations.

BGEN CONSTANCIO M ESPINA II PA, Commander, CEISSAFP, together with the Service’s staff officers and technical personnel, facilitated the discussions and capability briefing for the visiting official.

The visit underscored the importance of continuous coordination between AFP offices in enhancing digital transformation initiatives and strengthening the delivery of communications and information systems support across the organization.

CEISSAFP Conducts Change of Office, Key Staff Assumption, and Pinning of CEISSAFP Badge Ceremony

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The Communications, Electronics, and Information Systems Service, Armed Forces of the Philippines (CEISSAFP), conducted a formal ceremony marking the Change of Office of the Assistant Chief of CEIS Staff for Plans and Programs, C5, assumption of key staff officers, and the Pinning of CEISSAFP Badge to newly assigned officers.

The ceremony was presided over by BGEN CONSTANCIO M ESPINA II PA, Commander, CEISSAFP, who underscored the importance of leadership continuity, effective governance, and sustained mission readiness in support of the organization’s mandate.

During the ceremony, LTC CHRISTOPHER G AYENZA PAF, outgoing OC5, formally turned over the duties and responsibilities to LTC RONALD R PALAGANAS PAF, the incoming Assistant Chief of CEIS Staff for Plan and Programs, C5 ensuring the seamless continuation of plans and programs under the office.

The activity also marked the assumption of key positions within CEISSAFP staff structure, with LCDR REYNO P DIGNADICE PN assuming as Assistant Chief of CEIS Staff for Education and Training C8, and MAJ NATHANIEL J SESPENE PN(M) assuming as Chief of the Governance Strategy Management Office (GSMO) and Acting Chief, Systems Engineering Project Management Office (SEPMO).

In addition, the Pinning of CEISSAFP Badge to newly assigned officers symbolized their formal integration into the organization and their commitment to uphold CEISSAFP’s mandate of delivering secure, reliable, and responsive communications and information systems in support of AFP operations.

In his remarks, BGEN ESPINA II PA emphasized that leadership transitions and new designations strengthen institutional capability and reinforce organizational resilience. He encouraged the officers to perform their duties with integrity, professionalism, and unwavering dedication to service.

The ceremony reaffirmed CEISSAFP’s commitment to effective leadership succession, strategic governance, and mission-focused service in line with the Armed Forces of the Philippines’ transformation and modernization thrusts.

CEISSAFP Conducts Pinning of Ranks for Newly Promoted Philippine Army Personnel

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The Communications, Electronics, and Information Systems Service, Armed Forces of the Philippines (CEISSAFP), conducted the Pinning of Ranks Ceremony for its newly promoted Philippine Army enlisted personnel presided over by BGEN CONSTANCIO M ESPINA II PA, Commander, CEISSAFP on 27 April 2026.

The ceremony recognized the well-earned promotions of personnel who have demonstrated exceptional dedication, competence, and commitment to service. The symbolic pinning of ranks signifies not only professional advancement but also the assumption of greater responsibilities in the performance of respective roles in the field of CEIS.

In his message, BGEN ESPINA II PA emphasized that promotion is both a reward and a challenge, urging the newly promoted soldiers to uphold the highest standards of discipline, leadership, and accountability. He highlighted the critical role of CEISSAFP in ensuring reliable and secure communications systems essential to effective command and control.

CEISSAFP CONDUCTS JOINT CHANGE OF COMMAND AND CHANGE OF CHIEF OF OFFICE CEREMONIES

The Communications Electronics and Information Systems Service, Armed Forces of the Philippines (CEISSAFP), successfully conducted a Joint Change of Command Ceremony for the 4th Communications Electronics and Information Systems Group (4CEISG) and the CEIS Training Center (CEISTC), alongside the Change of Chief of Office Ceremony for the Assistant Chief of Staff for Communications, Electronics and Information Systems for Training (ACCS for Training, C8) and the Systems Engineering and Project Management Office (SEPMO). The ceremony was presided over by BGEN CONSTANCIO M ESPINA II PA, Commander, CEISSAFP on 06 April 2026 at the 4th Floor, Harris Building, CEISSAFP, Camp General Emilio Aguinaldo, Quezon City.

During the ceremony, CDR RODEL G. BARRACA PN formally relinquished command of 4CEISG to MAJ WARREN A. BIONAT PA. The transition highlighted the unit’s continued commitment to operational excellence, leadership continuity, and mission readiness. As one of the key operational units of CEISSAFP, 4CEISG plays a vital role in delivering reliable communications, electronics, and information systems support to field units, ensuring effective command and control across operational environments.

Concurrently, at the CEIS Training Center, CDR DONDON V. PARIS PN formally transferred the duties and responsibilities of Commandant to CDR REY B. BITALAC PN (GSC). The CEISTC remains the cornerstone of capability development within CEISSAFP, responsible for training, doctrine development, and the professional advancement of CEIS personnel to meet evolving technological and operational demands.

The ceremony also marked the Change of Chief of Office for ACCS for Training, C8, from CDR DONDON V. PARIS PN to LTC SHIELA S ABENOJA PA, in an Acting capacity. As the office responsible for planning, directing, and supervising all CEIS-related training programs, C8 ensures that personnel are equipped with the competencies required to operate and sustain modern communication and information systems, thereby strengthening the organization’s overall readiness posture.

Likewise, the Change of Chief of Office for SEPMO was conducted from CDR RODEL G. BARRACA PN to MAJ MARIA TESS D DELIM PA, also in an Acting capacity. SEPMO plays a critical role in the lifecycle management of CEIS projects, overseeing systems engineering, project implementation, and resource optimization to ensure that strategic communications and information system initiatives are effectively delivered in support of AFP operations.

In his remarks, BGEN ESPINA II PA emphasized the significance of leadership transitions as a cornerstone of organizational stability and growth. He commended the outgoing officers for their invaluable contributions and expressed his full confidence in the incoming leaders to further strengthen CEISSAFP’s mission and capabilities.
