PNP, NORWEGIAN POLICE SEAL ANTI-OSAEC PACT

The Philippine National Police (PNP) has strengthened the country's fight against Online Sexual Abuse and Exploitation of Children (OSAEC) after forging a landmark cooperation agreement with the Norwegian Police Service, expanding intelligence-sharing, law enforcement collaboration, and joint efforts to pursue transnational offenders who exploit children across borders.

The strengthened partnership was formalized through the signing of a Memorandum of Understanding (MoU) between PGen Jose Melencio C. Nartatez Jr., Chief of the Philippine National Police, and Lars Erik Alfheim of the Norwegian Police Service on July 2, 2026, at Camp Crame, Quezon City. The agreement establishes a framework for sustained cooperation to prevent and combat child sexual abuse and exploitation, particularly crimes with transnational dimensions, while promoting the protection of children's rights in accordance with national and international laws.

Under the agreement, both police organizations will strengthen intelligence and information sharing, expand law enforcement cooperation, enhance training and capacity-building initiatives, and deepen operational collaboration in detecting, investigating, and prosecuting offenders involved in OSAEC and other forms of child sexual exploitation.

The agreement builds on months of sustained engagement between the two police organizations. As early as April 2026, the Norwegian Police Service delegation led by Deputy National Police Commissioner Lars Erik Alfheim, together with Norwegian Ambassador Christian Halaas Lyster, visited the Philippines for a series of official engagements with the PNP. The visit included a dinner reception hosted by the Norwegian Embassy, a courtesy call on Police General Jose Melencio C. Nartatez Jr. at Camp Crame, and visits to the Philippine Internet Crimes Against Children Center (PICACC), Women and Children Protection Center (WCPC), Anti-Cybercrime Group (ACG), and the Philippine National Police Academy (PNPA) to strengthen institutional cooperation and exchange best practices in combating online child exploitation.

The April engagements underscored the shared recognition that crimes involving child sexual abuse and exploitation have become increasingly transnational, requiring stronger international cooperation, timely intelligence exchange, and sustained collaboration among law enforcement agencies. These discussions laid the groundwork for the formal partnership signed in July.

PGEN Nartatez emphasized that protecting children demands a united international response against criminal networks operating beyond national borders.

"Those who exploit children know no borders, and neither should our resolve to stop them. This partnership strengthens our ability to identify offenders, share intelligence, and bring them to justice," the PNP Chief said.

He likewise reaffirmed the PNP's unwavering commitment to safeguarding ng Filipino children from exploitation.

"Hindi natin hahayaang gamitin ang teknolohiya para sirain ang kinabukasan ng ating mga kabataan. Pananagutin natin ang bawat salarin at patuloy nating poprotektahan ang bawat batang Pilipino,” he added.

Following the signing of the agreement, the PNP has directed its concerned units, particularly the Women and Children Protection Center, Anti-Cybercrime Group, Directorate for Intelligence, and other operating units, to maximize the partnership by strengthening intelligence collaboration and working closely with their Norwegian counterparts in disrupting transnational child exploitation networks.

As the PNP strengthens international partnerships to protect children from online exploitation and other transnational crimes under the directive of President Ferdinand R. Marcos Jr., it assures the public of "Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman."

Langkaan 1, Dasmariñas City, Cavite that resulted in the arrest of one male suspect, and confiscation of more or less 61 meters of electrical wire - alleged subject of theft, with an estimated value of PhP5,108.54.

A report that reached PMGEN ROBERT AA MORICO II, the Director of CIDG, stated that the suspect “Ador” male, 28 years old, a Transport Network Vehicle Service (TNVS) rider, and resident of Brgy. Tunasan, Muntinlupa City was caught while selling a MERALCO owned- electrical wire.

The operation stemmed from a complaint of the MERALCO regarding an alleged theft and selling of electrical wire owned by the company, an act of electricity material pilferage which is punishable under the law.

The CIDG Director emphasized that Republic Act No. 7832, also known as the "Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994," was enacted to curb the rampant theft of electricity, electricity materials, electricity pilferage, and tampering of electrical infrastructure in the Philippines. The law recognizes that pilferage leads to significant revenue losses for electric companies, increased electricity rates for lawful consumers, and damages to electric infrastructure, thereby threatening public safety.

The accomplishment is the result of the partnership of the PNP and MERALCO to intensify the fight against the theft and pilferage of power distribution facilities and materials across the country.

The renewed Memorandum of Understanding, signed on 8 June 2026 at Camp Crame, intensified cooperation on investigations, law enforcement, and the stricter implementation of Republic Act No. 7832, or the Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act. A follow-up operation conducted on July 9, 2026 in Sitio Kalantay, Barangay Pantar, Banisilan led to another armed encounter between government forces and members of the group. One of the wanted individuals, identified through the alias “Wowie Tidong,” who was facing charges related to alleged violations of Republic Act Nos. 9516 and 10591, died during the police operation. PNP, PAG-IBIG ARREST FAKE AGENT IN ₱1.12-M ALLEGED ESTAFA, USURPATION CASE

The Philippine National Police (PNP), under the leadership of PGEN Jose Melencio C. Nartatez Jr., arrested a woman allegedly posing as a representative of the Pag-IBIG Fund during a joint operation conducted by the Criminal Investigation and Detection Group (CIDG) Davao City Field Unit and the Pag-IBIG Fund Davao Branch on July 7, 2026, at the Pag-IBIG Fund Office in Bajada, Davao City. The operation was conducted in connection with an alleged ₱1.12-million housing fraud scheme.

Arrested was alias “Lyza,” a 34-year-old Filipina, who was caught while processing documents for a Pag-IBIG Fund housing application and related transactions despite having no authority, license, or official affiliation with the agency. She is facing charges for alleged violations of Republic Act No. 9485 (Anti-Red Tape Act of 2007), Article 177 of the Revised Penal Code (Usurpation of Authority or Official Functions), and Article 315 of the Revised Penal Code (Estafa).

Investigation revealed that in April 2026, the suspect allegedly introduced herself as a legitimate Pag-IBIG Fund representative and offered for sale 18 foreclosed residential properties located in different areas of Davao City. She allegedly claimed she could facilitate and fast-track the processing and approval of the transactions and represented that she had legally acquired the properties after fully paying their previous owners. Believing these representations, the complainant paid the suspect ₱1,000,000.00 for the supposed purchase of the properties.

The scheme unraveled on July 3, 2026, when the complainant visited the Pag-IBIG Fund Davao Branch to verify the status of the transactions and the authenticity of the documents. Verification confirmed that the documents were spurious and that the suspect was neither an employee nor an accredited representative of the agency. The suspect later demanded an additional ₱120,000.00 to supposedly complete the processing, prompting the complainant to seek the assistance of the CIDG, which led to the successful joint operation and the suspect’s arrest.

PGEN Jose Melencio C. Nartatez Jr. emphasized that the PNP remains committed to protecting the public from individuals who exploit the credibility of government institutions for personal gain.

“Criminals who falsely claim authority from government agencies to deceive the public will be investigated thoroughly and prosecuted to the fullest extent of the law. The PNP will not allow fraudsters to undermine the trust that citizens place in public institutions,” he said.

“Hindi natin hahayaang gamitin ang pangalan ng mga ahensya ng pamahalaan para makapanloko ng mamamayan. Papanagutin natin ang sinumang magsasamantala sa tiwala ng publiko,” he added.

The operation reflects the PNP Focused Agenda—a strategic direction for institutional transformation designed to make police service more responsive, accountable, and genuinely felt by the people. Among its key priorities, Enhanced Managing Police Operations underscores the PNP’s commitment to strengthening investigative capabilities and conducting intelligence-driven operations against fraud and other criminal schemes that prey on the public.

The PNP Chief also urged the public to remain vigilant by verifying the identity of individuals claiming to represent government agencies and by transacting only through legitimate government offices.

“An informed and vigilant public is one of our strongest allies against fraud. Taking time to verify identities and documents can prevent financial losses and help stop criminals before they victimize others,” he said.

“Ugaliing beripikahin ang pagkakakilanlan ng kausap at ang mga dokumentong ipinapakita bago magbigay ng pera. Kapag may pagdududa, agad na lumapit sa pulisya o sa kinauukulang ahensya,” he added.

As the PNP strengthens its campaign against fraud and other crimes that victimize the public under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
