The vision of the program is geared on sustainable and equitable shrimp produced using socially responsible and environmentally sound production system.

The National Shrimp Production Program (NSPP), also called HIPON is a program of Bureau of Fisheries and Aquatic Resources that focuses on the shrimp industry in the Philippines. With the vast fishery resources in the country, the shrimp industry has much potential for growth, and to further extend the bureau’s commitment to boost Philippine shrimp industry, the program was created. It covers practical strategies on pond preparation, biosecurity, fry quality screening, water quality management, feeding, and disease prevention, based on documented field experience and good aquaculture practices.

Published in 2019, the Shrimp Farmers’ Manual continues to serve as a valuable guide for shrimp farmers, farm managers, and technicians aiming to improve productivity while maintaining environmental sustainability.

Honoring a Legacy of Service and Heart

The Special Award of Excellence in Service and Leadership (Posthumous) was lovingly dedicated to the late Dr. John Albaladejo of DA–BFAR, whose life and work left an indelible mark on the Philippine shrimp industry.

For over two decades—from 2000 to 2023—Dr. Albaladejo stood by PhilShrimp as Adviser, mentor, and friend. Through seasons of progress and periods of uncertainty, even amid the challenges of the pandemic, he never wavered. His belief in the industry—and in the people behind it—never faltered. His legacy is one of quiet strength, unwavering faith, and a deep commitment to seeing Filipino shrimp farmers thrive.

Accepting the award on his behalf was his beloved wife, Ms. Ma. Abegail Albaladejo, BFAR Focal Person for Shrimp—carrying forward the same torch of dedication and service.
