BENCHMARKING ACTIVITY – SANTIAGO CITY

On September 18, 2025, the Office of the Secretary to the Sangguniang Panlungsod – Santiago participated in a benchmarking activity led by OIC City Secretary of the Sanggunian of Santiago, Mary Magdalena Velasco, together with staff members of the Sangguniang Panlungsod of Santiago City. The activity aimed to deepen their understanding of digitalized legislative services and secretariat practices.

This initiative was organized in collaboration with the Office of the Vice Mayor and the Office of the Secretary to the Sangguniang Panlungsod – Quezon City, supporting the Quezon City Council’s continuous efforts toward digitalization.

The program began with an overview of the Quezon City Council Digitalization Effort presented by Ms. Aya Dela Peña, followed by Mr. Edwin Baytamo, who shared insights on the Lotus Notes database and the upgraded City Council website. This was succeeded by the presentation of OSSP’s innovative systems by Atty. John Thomas Alferos III, alongside Executive Assistant Angelo De Leon, Mr. Al Hadjie Salting, Mr. Francis Christian Virgen, and other IT personnel.

Atty. Alferos showcased the in-house innovations of the office, including the Data Tracking System, which allows real-time monitoring of legislative documents; the Legislative Database, which streamlines access to records and ordinances; and the ongoing development of the OSSP website, designed to strengthen transparency and public accessibility.

Overall, City Secretary Mary Magdalena Velasco expressed her gratitude to the Quezon City Council and its OSSP team for serving as their guide in improving their session hall facilities, advancing digitalization in legislation, and moving toward paperless governance. The benchmarking activity proved to be a highly enriching experience for all participants, equipping them with practical knowledge and forward-looking solutions that can be adapted to enhance the legislative and administrative functions of Santiago City.

The Office of the Secretary to the Sangguniang Panlungsod Attends Conferment of the Seal of Good Youth Governance

The Office of the Secretary to the Sangguniang Panlungsod (OSSP), headed by City Council Secretary Atty. John Thomas Alferos III, together with the OSSP personnel who are members of the Technical Working Group on Quezon City Seal of Good Youth Governance (TWG-QCSGYG) — Executive Assistant Angelo De Leon, Angela Jane Mendoza, David Marquez, and Francis Christian Virgen — attended the Conferment of the Seal of Good Youth Governance held on September 13, 2025, at the M.I.C.E. Center, Quezon City.

The event recognized Sangguniang Kabataan (SK) councils that excelled in leadership and demonstrated the values of good governance. Two major awards were conferred: Outstanding Project and Outstanding Council, both serving as testaments to the dedication of SK officials in delivering quality programs for their communities. The awarding ceremony was graced by Quezon City Mayor Joy Belmonte, SK Federation President Coun. Sami Neri, Coun. Wency Lagumbay, Coun. Joe Visaya, Coun. Dave Valmocina, Youth Development Office head Dr. Eddilyn Dividina, at Quezon City University President Theresita Atienza, department heads, and external partners, who expressed their full support for youth empowerment and good governance initiatives.

As part of the TWG-QCSGYG, the OSSP played an active role in the process—participating in brainstorming, data evaluation, field validation, and assessment activities to ensure transparency and fairness in the selection of awardees.

The conferment not only celebrated the achievements of outstanding SK councils but also emphasized the importance of youth participation in local governance. It highlighted how the next generation of leaders can promote transparency, accountability, and innovation in addressing the needs of their constituents.

MATAGUMPAY na naibahagi ng Tanggapan ng Kalihim ng Sangguniang Panlungsod (Office of the Secretary to the Sangguniang Panlungsod [OSSP]) sa mga mag-aaral ng BESTLINK College ang kaalaman hinggil sa proseso ng pagpasa ng mga resolusyon at ordinansa ng Sangguniang Panlungsod ng Lungsod Quezon at ang proseso ng aming opisina sa pangunguna ni Abogado Wilmame Lenore M. Reboja. Naganap ang nasabing pagbabahagi ng kaalaman noong ika-11 ng Agosto 2025 sa Sala ng Tagapagpaganap (Executive Lounge), ikatlong palapag ng Gusaling Pambatas (Legislative Building), Bulawagan ng Lungsod Quezon.

Binigyang diin sa talakayan ang bawat proseso na pinagdadaanan bago maging ganap na ordinansa at resolusyon ang mga panukala-mula sa masusing pananaliksik at konsultasyon, hanggang sa deliberasyon at pag-apruba ng Sangguniang Panlungsod.

Bilang inyong lingkod, ang aming Tanggapan ay lubos na nagagalak sa pagkakataong makatulong at maibahagi ang aming kaalaman hinggil sa proseso ng pagsasagawa ng mga ordinansa at resolusyon, at kung paano hinawakan, iniingatan at tinatago ang mga kopya nito at lahat ng mga dokumento na may kinalaman dito.

Lubos ang aming pasasalamat sa pakikiisa at kooperasyon ng mga mag-aaral ng BESTLINK College na nagbigay-daan upang mapalawak ang kanilang kaunawaan sa proseso ng aming Tanggapan at ng Sangguniang Panlungsod na naglalayong makagawa ng inobasyon sa teknolohiya para sa mas mahusay at mabilis na proseso ng aming opisina. Seremonya ng Pagtaas ng Watawat | Agosto 11, 2025

Noong nakaraang Lunes sa Seremonya ng Pagtaas ng Watawat, tumayo sa entablado bilang isa sa mga pangunahing tagapagsalita si Kalihim Atty. John Thomas S. Alferos III at buong pagmamalaking ibinahagi ang mga kamakailang nagawa ng Tanggapan ng Kalihim ng Sangguniang Panlungsod (OSSP).

Ibinida ni Atty. Alferos ang matagumpay na pagbuo at pagpapatupad ng Office Suite for Streamline Paperwork and Quality Cataloging – Document Tracker System (OSSP-QC DTS), isang makabagong digital na sistema ng OSSP na ginagamit na simula pa noong Enero 2023.

Malaki ang naitulong ng inisyatibong ito sa operasyon ng opisina sa pamamagitan ng:

✅ Pag-streamline ng proseso ng mga dokumento – ginawang mas episyente at mas malinaw ang daloy ng papeles.
✅ Pagsusulong ng pananagutan at integridad ng datos – tinitiyak ang katumpakan at seguridad sa paghawak ng mga rekord.
✅ Pagbawas ng gastos at epekto sa kapaligiran – sa pamamagitan ng malaking pagbabawas ng paggamit ng papel.
✅ Pagbibigay ng 24/7 na akses – maaaring maabot kahit saan basta’t may internet connection, gamit ang opisyal na email na inilaan ng ITDD ng Lungsod.

Ang higit pang kahanga-hanga sa tagumpay na ito ay ang sistema ay buong binuo sa loob ng OSSP ng mga IT personnel nito gamit lamang ang mga libreng aplikasyon ng Google AppSheet—na nakaiwas sa magastos na paggamit ng serbisyo ng mga third-party providers.

Bukod dito, ipinakilala rin ng OSSP ang isa pang malaking inobasyon—ang Legislative Data Tracking System (LDTS), na nagbibigay-daan upang:

✅ Magkaroon ng real-time na akses sa mga panukala at ordinansang ipinasa ng Sangguniang Panlungsod.
✅ Masubaybayan ang progreso ng mga bagong panukalang batas mula sa pagkakagawa hanggang sa pagkakapasa nito.

Sa huli, ibinahagi rin ni Atty. Alferos ang update hinggil sa OSSP – Quezon City Legislative Navigator (OSSP-QCLN Website) na kasalukuyang binubuo. Ang bagong platapormang ito ang magsisilbing sentral na hub na mag-iintegrate sa lahat ng automation efforts ng opisina, habang nagbibigay din ng secure na espasyo para ma-access ng mga kawani ang kanilang personal na rekord.

Higit sa lahat, sa pamamagitan ng website na ito, magkakaroon na ng kakayahan ang mga QCitizens na humiling at makakuha ng mga certified true copies ng mga lehislasyon online, nang hindi na kinakailangang personal na pumunta sa City Hall—ginagawang mas episyente, mas maginhawa, at mas makatao ang pagbibigay-serbisyo publiko.

Ang mga pagbabagong digital na ito ay malinaw na sumasalamin sa matibay na pangako ng OSSP sa mga prinsipyo ng Transparency, Efficiency, Accountability, at Good Governance, na nakaayon sa pamumuno at adhikain ni Mayor Joy Belmonte.
At gaya ng paulit-ulit na paalala ni Atty. Alferos sa OSSP sa kanilang paglalakbay tungo sa inobasyon at kahusayan:
