IN A LOVING COMMITMENT WITH NATURE …

The Office of the Assistant Secretary for Administration (OASALA) together with its Legislative Liaison Office (LLO) conducted a Tree-Growing Activity today, June 25, 2022 at La Mesa Watershed, La Mesa Eco Reserve, Quezon City, in celebration of the Philippine Arbor Day 2022. The said event was participated by OASALA, LLO, and DENR- National Capital Region with the special participation of the National Capital Region Regional Community Defense Group (NCR RCDG).

The usual ‘Tree-Planting’ activity was strengthened and improved into a ‘Tree-Growing’ event to symbolize a life-long commitment with the planted seedlings and the environment. A total of 300 seedlings of Molave, Narra and Calumpit trees were planted today to hopefully grow to 300 strong and sturdy trees in the future.

In the activity, the use of single-use plastics were discouraged. Attendees were asked to bring their own reusable water containers and even the event banner was made out of cheese cloth and was hand painted. After planting, the attendees also feasted to sustainable snacks of boiled eggs and banana.

OASALA is raising awareness to its staff and partners to comply with RA 10176, also known as the Arbor Day Act of 2012, which mandates every able-bodied Filipino citizen who are at least 12 years old to plant at least one (1) tree per year.

This nation-wide tree growing event is for the present and future generations. As it was said in the activity, the best time to plant a tree for the first time, is twenty years ago; and the best time to plant a tree for the second time, is today. Let us now plant tree for the hope of a better, brighter and bigger future.

Last June 14, 2022, the Office of the Assistant Secretary for Administration and Legislative Affairs (OASALA) conducted its Mid-Year Coordination Meeting of the Legislative Liaison Office (LLO). This coordination meeting is attended by the staff of OASALA and LLO, Director Romirose B. Padin, with her staff, and of course, our very own Assistant Secretary Dr. Joan A. Lagunda, MNSA.

LLO Director Padin discussed the accomplishments of LLO covering the period January-May 2022. This includes the Committee hearings and meetings attended, as well as the position papers that were drafted and submitted by the LLO. She also introduced the new addition to the staff. The tasks and responsibilities of each newly hired employee were briefly discussed. Lastly, Dir. Padin provided some updates on the Programs/Activities/Plans (PAPs) of LLO laid out to be accomplished within the year.

After the discussion and explanation of Director Padin, Asec. Lagunda as the supervising assistant secretary of LLO gave her strategic insights and comments. Through her direction, proper and immediate actions were given to address some issues. Activities for the next semester were scheduled, and proposals for the betterment of the team were introduced.

Stakeholder Consultations on Enhancing RA 9003

DENR-LLO under the leadership of the Assistant Secretary for Field Operations-Mindanao and Legislative Affairs, Assistant Secretary Joan A. Lagunda, conducted a successful immersion activity in Navotas Fish Port Complex NFPC, together with the Philippine Fisheries Development Authority PFDA, Department of Science and Technology DOST, CENRO Navotas and NFPC clients.

An effort to find a way addressing the gaps in the implementation of the RA 9003. Asec Lagunda stressed that the demands of time pose challenges and ironically, we are running out of time and space in addressing the garbage crisis.

She further added “Kaya tayo’y narito para patuloy na makahanap ng balanseng solusyon sa hamon ng krisis sa basura at pagbangon sa nakadapa nating ekonomiya”.

Asec Lagunda emphasized that Solid waste damps are seriously spoiling the environmental condition of our nation “Ito ay isang hamon na dapat nating hanapan ng balanse sa makabagong panahon. Tulad ng isang Material Recovery Facilities na may magkakaibang bahagi na tumutugon sa magkakaibang gawain upang muling pakinabangan ang mga patapon, magkakasama tayong tutugon sa hamon ng krisis sa basura at pagbangon ng ating ekonomiya sa kabila ng magkakaibang aspeto ng mga gawain natin sa opisina. Kapit-bisig sa pagtugon sa hamon ng makabagong panahon”.

OCTOBER 27-29 | ONE TAGAYTAY HOTEL

The DENR Legislative Liaison Office conducted a Stakeholder Consultation with selected officials of the Local Government Unit (LGU) of Tagaytay City and representatives from the Navotas Fishport Complex.

This event aims to enhance the knowledge of the stakeholders on Republic Act 9003 also known as the Ecological Solid Waste Management Act of 2000. Part of this activity is to engage and consult and most especially to collect data, analyze and digest them into findings and discussions, that will soon be communicated with responsible Offices in DENR and key legislators in both houses of Congress.

Two seasoned Assistant Secretary of DENR Assec. Joan Lagunda and Assec Daniel Darius Nicer presented the updates on the Environmental Protections and Enforcement Bureau (EPEB) Bill with the DENR -LLO Focals on July 22,2021.

A bill seeking to create an enforcement bureau within the Department of Environment and Natural Resources (DENR) now has a version in the Senate, raising hopes that the legislation could become law soon. DENR team will coordinate with the Justice department, police, military, National Bureau of Investigation, and other government-owned entities to combat environmental crimes.
House Bill 6973 empowers the EPEB to issue fi****ms to rangers and enforcement officers.
