This October, we proudly celebrate National Indigenous Peoples Month, honoring the invaluable contributions of our Indigenous Peoples in shaping our identity, heritage, and nationhood.
As a staunch advocate of IP rights, I have championed several measures to uphold and protect their welfare and cultural legacy. Beyond legislation, I have long supported programs that sustain and celebrate our rich heritage, such as the establishment of Schools of Living Traditions, the National Arts and Crafts Fair, and cultural TV programs like โDayaw,โ โMaaram,โ and โBuhay na Buhay.โ
May this celebration strengthen our resolve to safeguard the rights, traditions, and sustainable future of our Indigenous Peoples.

๐๐ข๐ข๐: The NCIP participated in the Culture Sensitivity and Competency Training and Consultation on the Global Plan of Action for the Health of Indigenous Peoples and the Operational Plan for IP Health 2025โ2026, held from October 6 to 10, 2025, at Quest Hotel, Clark, Pampanga.
This event brought together key representatives from the Department of the Interior and Local Government (DILG), Department of Health (DOH), World Health Organization (WHO), Indigenous Peoples Mandatory Representatives (IPMRs) of Region III, and other valued stakeholders. Participating for NCIP is the Office on Education, Culture, and Health (OECH) led by Director Angelo Sallidao.
As the lead government agency in protecting and promoting the rights of the Indigenous Peoples in the Philippines, the NCIP team discussed the rich diversity of cultures among Indigenous Peoples across the Philippines and underscored the importance of culturally respectful and responsive health systems. A key point of the discussion was the codification of IP health policiesโa critical step to provide clear and accessible guidance for stakeholders, particularly those working at the grassroots level.
This initiative marks another stride toward inclusive, rights-based, and culturally anchored approaches to health for Indigenous Peoples.

The National Commission on Indigenous Peoples (NCIP) will conclude this yearโs Indigenous Peoples Month celebration with the first-ever โIPSCSEP 2025: Land and Resource Governance Congressโ on October 27โ29, 2025, at Park Inn by Radisson North EDSA, Quezon City.
The three-day congress will gather Indigenous Peoples Mandatory Representatives (IPMRs) from across the country for a series of capacity-building sessions aimed at strengthening their leadership and governance competencies. The activity seeks to deepen the IPMRsโ understanding of key policies, guidelines, and legislative processes that affect Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), while providing a platform for meaningful exchange and collaboration.
Discussions will focus on the IPMR Guidelines, legislative measures, and other related policies that support Indigenous governance, representation, and participation.
Through workshops, dialogues, and collaborative sessions, participants are expected to develop policy recommendations, actionable proposals, and shared advocacy strategies toward more inclusive and culturally grounded Indigenous self-governance.
Anchored on Republic Act No. 8371, or the Indigenous Peoples Rights Act (IPRA), which mandates the representation of ICCs/IPs in policymaking bodies and local legislative councils, the NCIP resolves to empower every IPMR to effectively lead and represent their communities in governance and development processes.
Towards the close of this Congress, the NCIP hopes to see stronger collaboration among IPMRs, NCIP regional offices, and partner institutions in advancing Indigenous leadership, governance, and participation across all levels of society.

Ika-25 ng Oktubre, Rodriguez (Montalban), Rizal | Matagumpay na idinaos at pinagdiwang ng mga Katutubong Mamamayan (Dumagat-Remontado) ng Lalawigan ng Rizal ang Buwan ng mga Katutubo at ang Ika-28 Taon ng Pagsasabatas ng Republic Act 8371 o Indigenous Peoples Rights Act of 1997 (IPRA).
Bilang panimula ng gawaing para sa naturang araw. Isang rituwal ng pasasalamat ang idinaos sa Sitio Wawa, Brgy. San Rafael, Rodriguez, Rizal, na sinundan ng isang makulay, masigla at kauna-unahang Motorcade Activity na ginanap mula sa kanilang Lupaing Ninuno (Ancestral Domain/AD), mga pampublikong lugar hanggang sa pook-darausan ng pinakatampok na palatuntunan sa Multi-purpose Covered Court, Kasiglahan National Highschool, Rodriguez Rizal.

Isang araw ng pagkakaisa at pagpapahalaga sa mayamang kultura at karapatan ng ating mga Katutubong Dumagat/Remontado!
Ang nasabing palatuntunan ay handog ng pagtutulungan ng mga pamayanang kutural ng Dumagat-Remontado mula Tanay, Antipolo at Montalban (Rodriguez) sa pagpapasinaya ng National Commission on Indigenous Peoples (NCIP), katuwang ang mga lokal na pamahalaan ng lalawigan ng Rizal, sa pangunguna ng butihing Punong-bayan ng Rodriguez (Montalban), na si Mayor Ronnie S. Evangelista, at mga kaagapay na tanggapan ng pamahalaan, bilang pagpupugay sa mga tagapangalaga ng kalikasan, kultura, at kasaysayan ng ating bayan.
Sa tampok na palatuntunan, ibinahagi ng mga kapatid nating mga Dumagat-Remontado ang kaniya-kaniyang presentasyon na nagpakita ng yaman ng kanilang kultura at tradisyon.
Bilang pagtatangi sa naturang pagdiriwang, isang mensahe mula sa NCIP Chairperson, Dr. Marie Grace T. Pascua, CESO III ang ibinahagi ni Mr. Roderick A. Mejia, Chief, Project Management, Monitoring and Evaluation Division ng Foreign Assisted Programs and International Relations Office na nagbibigay-pugay sa bawat Katutubong Pilipino at Katutubong Pamayanang Kultural, at paalala na ang ang pagkakatipong ito ay higit pa sa isang pagdiriwang. Ito rin ay isang panata ng pagpapatuloy ng laban para sa karapatan, paninindigan para sa katarungan, paniniwala sa kultura at pananatili ng buhay ang diwa ng Batas IPRA.
