Cagayan de Oro City, May 5-7, 2026 | The Department of the Interior and Local Government (DILG) Region X, through its Project Development and Management Unit (PDMU), successfully conducted the Training on the Local Roads and Bridges Information System (RBIS) Batch 4. The activity was designed to enhance the capacity of Local Government Units (LGUs) in managing, updating, and utilizing geospatial data for the planning and monitoring of local road and bridge infrastructure.

Participants from various LGUs in Lanao del Norte and Iligan City actively took part in lectures, workshops, and hands-on activities centered on the RBIS platform and Quantum Geographic Information System (QGIS). Through these practical sessions, they were able to apply the concepts using their own local road inventory data, further improving their technical skills and deepening their understanding of geospatial tools in infrastructure management.

The training was also accredited with Continuing Professional Development (CPD) units for Registered Civil Engineers, contributing to their professional development and compliance with licensure requirements, while emphasizing the value of continuous learning in the engineering profession.

QUEZON CITY—A total of 14 Local Government Units (LGUs) were trained by the Department of the Interior and Local Government (DIILG) - Office of Project Development Services (OPDS) on the operations and maintenance for evacuation centers and public building facilities from April 28-30, 2026, via Zoom.

Through the three-day virtual training, participating local government engineers and technical personnel from three LGUs in Abra, Kalinga, Mountain Province in CAR, as well as 15 LGUs in Cagayan, Isabela, Nueva Vizcaya, and Quirino in the Cagayan Valley Region, have strengthened their professional competencies in sustaining the safety, functionality, and resilience of public vertical infrastructure.

The training equipped participants with the key principles and components of Building Operations and Maintenance (BOM), including its importance to infrastructure sustainability and disaster resilience. It also covered the process of vertical structure inventory and its significance to asset management.

Participants likewise prepared a structured and detailed Annual Maintenance Work Plan for a sample LGU-owned building, including inventory, inspection schedules, and cost estimates using the BOM Tool.

Within three months after the training, participants are expected to formulate an LGU-specific action plan outlining at least three concrete next steps to improve operations and maintenance methods.

The training program is one of the key interventions of OPDS in support of the DILG's goal of reinforcing resilience among Filipino communities.

ILOILO CITY—The Department of the Interior and Local Government (DILG) – Office of Project Development Services (OPDS), in partnership with DILG Regional Office VI, conducted the second batch of the Training on the Local Road and Bridge Inventory System (RBIS) for Local Government Units (LGUs) on April 19–23, 2026 at Diversion 21 Hotel in Mandurriao, Iloilo City.

The second batch, part of the 10-batch rollout, gathered Municipal Engineers and Municipal Planning and Development Coordinators (MPDCs) from 33 LGUs across Regions VI and VII, continuing efforts to strengthen LGU capacity in managing geospatial data for local road and bridge infrastructure using RBIS and QGIS.

The activity combined discussions on the Local Roads and Bridges Inventory Program (LRBIP) with hands-on exercises, allowing participants to apply data encoding, validation, and updating using their existing local datasets.

Participants highlighted the training’s value in supporting their LGUs’ road and bridge inventory efforts, particularly through the introduction of QGIS, as the hands-on exercises allowed them to better appreciate its application in mapping and managing infrastructure data.

The training is part of OPDS’s continuing efforts to support LGUs in maintaining accurate and updated local road and bridge data. It was accredited by the Professional Regulation Commission (PRC), granting 7.5 CPD points to participating civil engineers upon completion.

ADVANCING LOCAL CAPACITIES | In line with efforts to capacitate Local Government Units (LGUs) in effectively managing and utilizing geospatial data for road and bridge infrastructure, the DILG-OPDS, in partnership with the PDMU VI, conducted the Training on the Local Road and Bridge Inventory (LRBI) for Regions VI and VII.

During the first two days, participants went through comprehensive discussions on the salient features of the LRBI, as well as the guidelines for the periodicity of data submission. As part of the module on Physical Inventory Elements, discussions on LRBI attributes and forms were also conducted. To further capacitate the participants on the Geographic Information System (GIS), simulations on the creation of vector layers, preparation of shapefiles, and updating of the RBIS were part of the exercises.

The participants will continue to undergo series of discussions and simulation exercises, particularly on data encoding and validation, encoding of LGU road and bridge inventory data, as well as presentation and critiquing of outputs.
