REGULATORY DIVISION CONDUCTS SEMINAR ON THE REGULATORY FRONTLINE SERVICES

The Department of Agriculture RFO Mimaropa through the Regulatory Division organized a three-day Seminar Workshop on Rules and Regulations/Guidelines on the Different Regulatory Services last August 11-13, 2021 at Adventure Camp Beach Resort, Sablayan, Occidental Mindoro. The activity aimed to update the participants in the implementation of the different regulatory laws and to discuss the functions and other activities being carried out. The workshop was attended by the representatives of the different feed establishments, veterinary drugs and products (VDAP) outlets and animal facilities in Sablayan and Sta. Cruz.

Mr. Gerardo Laredo, APCO, Occidental Mindoro opened the activity with welcome remarks accentuating the relevance of the seminar in compliance with the guidelines and rules set by the Department of Agriculture. Consequently, Dr. Vida Francisco, Veterinarian II of DA-RFO IVB, gave the overview and objectives of the event.

The first day of the seminar-workshop began with a lecture on RA 10611 or the Food Safety Act of 2013, presented by Dr. Francisco. He mentioned that food, as one of the basic needs of man, provides health requirements of a person in order to live. “The availability of food on the plate of every Filipino is among the main concerns of the government in achieving food security,” he added.

Dr. Francisco also discussed the Antimicrobial Resistance (AMR). He gave emphasis on the emergence and spread of drug-resistant pathogens that have acquired new resistance mechanisms, leading to antimicrobial resistance. He likewise mentioned that the increased antimicrobial resistance in bacteria in livestock populations is connected to the emergence of AMR in bacterial populations that colonize and infect humans.

The afternoon schedule featured the topic entitled ‘Implementation of RA 1556 - Livestock and Poultry Feeds Act’. Dr. Francisco stated that it is unlawful for any person, partnership, corporation or association to engage in the manufacture, importation, sale or distribution of feeds or feeding stuffs without having first registered in the Bureau of Animal Industry (BAI).

The second day involved a series of lectures starting with the discussion of veterinary drugs and products as well as the updates on the guidelines of inspection of establishments and sample collection by Dr. Francisco. On the other hand, Mr. Paul Adriano, Agriculturist I, explained the general specifications for animal facilities and the step-by-step process for animal facility registration.

“We need to maintain the ASF-free status of the region and achieve a safe, clean and orderly handling of commodities through various stages of marketing distribution channels,” Dr. Vida reiterated as he presented the registration of livestock and poultry handler’s license.

On the last day of the activity, the DA Administrative Order No. 05 or the guidelines on the local shipment of animal products and by-products together with the general requirements for poultry, pigeon club and game fowl farm accreditation was discussed. The participants were also handed out application forms for feed establishment and VDAP registration.

“We are very thankful for this activity. We learned a lot regarding the rules and regulations on this type of business,” Mr. Joseph Codiamat of Thot’s Agri Supply said during the impression portion.

Through the perseverance of the Regulatory Division – Livestock Section who organized this activity, the participants were informed on the different regulatory services of the Regulatory Division.
