Echoing this Monday’s Inspirational Series is the transformation of the San Joaquin Super Health Center, funded under the LGU’s FY 2023 20% Development Fund. Transitioning from a cramped, 15 square-meter facility where patients often waited under the heat of the sun, the San Joaquin Super Health Center has emerged as a beacon of modern medicine, now expanded to a 28 square-meter equipped with diagnostic laboratories, birthing stations, and pioneering electronic consultation systems.

The Most Significant Change lies in its shift from basic consultations to comprehensive community healthcare. By decongesting major hospitals and bringing specialized services, including its renowned Tuberculosis Program, closer to the community, the City Government continues to champion accessible, technology-driven healthcare at the forefront of public health innovation.

Behind every milestone lies an enduring legacy of hard work and commitment to public service. Today, we proudly celebrate the promotion of our PDMU Chief, LGOO VI Dennis R. de Paz.

𝗥𝗘𝗔𝗗 | 𝗕𝗲𝘆𝗼𝗻𝗱 𝘁𝗵𝗲 𝗚𝗿𝗮𝗶𝗻: 𝗦𝗲𝗹𝗲𝗰𝘁𝗲𝗱 𝗡𝗖𝗥 𝗟𝗚𝗨𝘀 𝗺𝗼𝗯𝗶𝗹𝗶𝘇𝗲 𝗥𝗶𝗰𝗲 𝗗𝗶𝘀𝘁𝗿𝗶𝗯𝘂𝘁𝗶𝗼𝗻 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗳𝗼𝗿 𝗩𝘂𝗹𝗻𝗲𝗿𝗮𝗯𝗹𝗲 𝗦𝗲𝗰𝘁𝗼𝗿𝘀

On May 6, 2026, Local Government Units of Caloocan, Las Piñas, Makati, Mandaluyong, Muntinlupa, Navotas, Pasay, Parañaque, Quezon City, Taguig, and Valenzuela successfully rolled out the Assistance to Indigent Individuals or Families - Food Assistance (AIIF-FA) - Rice Distribution Project under the FY 2026 Local Government Support Fund - Financial Assistance to Local Government Units (LGSF-FALGU). The AIIF-FA project aimed at providing immediate assistance to indigent individuals or families within the community.

The simultaneous rice distribution activities were formally led by the President of the Republic of the Philippines, Ferdinand “Bongbong” R. Marcos, Jr., along with the City Mayors, local officials, and volunteers who assisted in the orderly and efficient implementation of the distribution. Beneficiaries included selected indigent families, senior citizens, solo parents, persons with disabilities (PWDs), and other qualified sectors identified by the respective LGUs.

The Department of the Interior and Local Government – National Capital Region (DILG-NCR), through the Project Development and Management Unit (PDMU), continues to uphold its mandate and commitment to provide technical assistance and monitor projects implemented under the LGSF-FALGU.

The Rice Distribution Project continues to roll out in phased batches across all NCR LGUs as part of the National Government’s sustained efforts to promote transparency, accountability, food security, and responsive governance while improving the welfare of communities throughout the region.

𝗣𝗗𝗠𝗨-𝗡𝗖𝗥 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝘁𝗼 𝘁𝗵𝗲 𝗖𝗶𝘁𝘆 𝗼𝗳 𝗡𝗮𝘃𝗼𝘁𝗮𝘀

The PDMU-NCR team conducted a technical assistance activity in the City of Navotas on May 4, 2026, discussing the project monitoring and reporting process, specifically the Local Budget Circular (LBC) No. 169 and its salient features; the documentary requirements for the FY 2026 Rice Subsidy project; and the physical and financial progress of the City’s FY 2024-2026 Local Government Support Fund - Financial Assistance to Local Government Units (LGSF-FALGU) and FY 2024-2025 Local Government Support Fund - Green Green Green Program (LGSF-G3P) projects.

This initiative is anchored in the PDMU Strategic Framework, particularly Initiative No. 1 on Coaching and Monitoring, which comprises a significant component of the five key initiatives, ensuring that national funds are utilized judiciously in pursuit of the sustainable development goals of our 17 LGUs.

Through the activity, the LGU gained enhanced knowledge of project monitoring and reporting, as well as proper tracking of its LGSF-funded projects. The activity also reinforces the LGU’s capacity to provide timely and accurate project information updates on the SubayBAYAN Portal, thereby promoting transparency, accountability, and efficient project implementation.

The PDMU-NCR team conducted a coaching and monitoring activity in the City of Marikina on April 29, 2026, assessing the status of FY 2024-2026 Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU) and Local Infrastructure Monitoring and Evaluation of 20% Development Fund (LIME-20) projects.

This initiative is anchored in the PDMU Strategic Framework, particularly Initiative No. 1 on Coaching and Monitoring, which comprises a significant component of the five key initiatives, ensuring that national funds are utilized judiciously in pursuit of the sustainable development goals of our 17 LGUs.

By inspecting LGSF-FALGU and LIME-20 projects on-site, as well as providing assistance regarding the implementation of the FY 2026 Rice Subsidy project of the LGU and in updating and/or uploading to the SubayBAYAN portal, we empower our LGU partners to lead with precision, transparency, and a strengthened sense of ownership.

In effect, it contributed to the strengthening of the compliance efforts of the City of Marikina by ensuring that the necessary documentary requirements are duly accomplished and aligned with established standards.

Ito ay bahagi ng 𝘗𝘋𝘔𝘜 𝘚𝘵𝘳𝘢𝘵𝘦𝘨𝘪𝘤 𝘍𝘳𝘢𝘮𝘦𝘸𝘰𝘳𝘬, lalo na sa unang inisyatiba ng pagpapalawak ng kasanayan ng lokal na pamahalaan. Layunin nitong masiguro na ang pondo ng bayan ay nagagamit nang tama at maayos para sa tuloy-tuloy na pag-unlad ng ating mga lokal na pamahalaan sa rehiyon.

Sa pamamagitan ng aktibidad na ito, ang Lungsod ng Caloocan ay nabigyan ng linaw hinggil sa pangkalahatang alituntunin at patakaran na nakatuon sa mga kinakailangang dokumento para sa pagpapatupad ng proyektong ito.

Bukod pa rito, sa isinagawang on-site visits sa mga LGSF-FALGU na proyekto, mas napalalakas ang kakayahan ng mga LGU partners na magpatupad ng mga proyekto nang may transparency, accountability, at malasakit sa kanilang nasasakupan.

This week’s Monday Inspirational Series highlights the City of Navotas for its unwavering commitment to compassionate governance, particularly in supporting families during their most vulnerable moments. Addressing the burden of funeral poverty, the city has strengthened its Burial Assistance Program, funded under FY 2023 LGSF-FALGU, to ensure that financial hardship does not hinder a dignified farewell. Through its streamlined NavoServe services, Navotas delivers accessible assistance, easing the burden of bereavement and enabling a more dignified transition for affected families.

The initiative has proven to be a crucial lifeline, shielding them from debt and allowing them to honor their loved ones with dignity. This underscores Navotas’ commitment to social equity, demonstrating that responsive local governance is not only about service delivery, but also about empathy, solidarity, and upholding human dignity in life’s most challenging moments.

Kalakip nito, maiging tinutukan ng PDMU-NCR team ang paglulunsad ng FY 2026 Rice Subsidy Program at katayuan ng mga imprastraktura na ipinatutupad ng Lungsod ng Taguig. Sa kanilang pagbisita, tiniyak na ang mga proyekto ay ipinatutupad nang tama at alinsunod sa wastong dokumentasyon at pagsasagawa.
