The Department of the Interior and Local Government–National Capital Region (DILG-NCR), through its Project Development and Management Unit-National Capital Region (PDMU-NCR), welcomed representatives of Gawad Kalinga for an interview and discussion on the implementation, monitoring, and sustainability of government-funded infrastructure projects, at the DILG-NCR Regional Office in North Avenue, Quezon City on October 8, 2026.

The interview was headed by the GK team of Maribel M. Caranzo, Gawad Kalinga Area Development Officer–NCR, with DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, welcoming the delegation. The activity took place at the 3rd Floor Conference Room of the DILG-NCR Regional Office. Representing the PDMU-NCR were Chief Ronald Portales; Assistant Chief Mary Jane Achas; and Engineers Myza Dialoja, Mikee Miranda, Brian Escabillas, Joen Nacario, Joseph Almonteros, and Edwin Rodriguez.

The discussion focused on the policies, budget allocations, implementation arrangements, and monitoring mechanisms governing infrastructure funding programs, particularly those supported by the Local Government Support Fund (LGSF), as well as other applicable funding initiatives, subject to their respective program guidelines.

Key topics included the alignment of infrastructure projects with local and national development priorities, compliance with funding requirements, timely fund releases, the adequacy of resources for monitoring activities, and the performance of regional offices and local government units (LGUs) in fulfilling their respective responsibilities.

The interview also highlighted the importance of transparency, accountability, and efficient resource utilization in ensuring that public funds translate into responsive and sustainable infrastructure that benefits local communities. Projects such as roads, bridges, water systems, evacuation centers, health facilities, and other essential public structures can strengthen local service delivery and improve residents’ quality of life when properly planned, implemented, and maintained.

A significant part of the discussion centered on civil society organization (CSO) participation in the planning, implementation, monitoring, and evaluation of government-funded projects. The exchange underscored the value of community engagement in promoting inclusive governance and ensuring that project outcomes respond to the needs of beneficiaries, particularly women, children, senior citizens, and persons with disabilities (PWDs). The interview further explored implementation gaps and challenges, monitoring practices, coordination among implementing agencies and LGUs, and the measures necessary to sustain completed projects. It also examined how infrastructure development can contribute to community well-being, public safety, and peace and order.

Through this engagement, DILG-NCR reaffirmed the importance of collaboration among government agencies, LGUs, and civil society organizations in advancing accountable and participatory local governance. Such initiatives provide opportunities to assess implementation practices, identify areas for improvement, and strengthen mechanisms that help ensure infrastructure investments deliver lasting public benefits.

DILG-NCR continues to support initiatives that promote effective local development, transparent public spending, and sustainable infrastructure, in line with its commitment to responsive governance and improved service delivery across the National Capital Region.

𝗛𝗲𝗮𝗿𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗡𝗖𝗥: 𝗦𝘁𝗼𝗿𝗶𝗲𝘀 𝗼𝗳 𝗖𝗵𝗮𝗻𝗴𝗲

This week, the Monday Inspirational Series travels to the neighborhoods of the City of Caloocan, where a humble learning space is proving that early childhood education is the foundation of a resilient future. Built in 2010, the Isla San Juan Day Care Center in Barangay 34 had fallen into severe disrepair, leaving young children and teachers to navigate hazardous road-facing doors, broken furniture, poor ventilation, and floodwaters. Recognizing the urgency, the LGU of Caloocan and local barangay officials, through the FY 2024 20% Development Fund, launched a full-scale rehabilitation, installing secure entrances, bright air-conditioned classrooms, child-friendly amenities, and a covered waiting area for parents.

The Most Significant Change is reflected in the significant 50% student enrollment growth and the renewed confidence of local families. The transformation has reshaped how parents view early education, turning a once-overlooked day care into a cherished second home where toddlers learn values, trust, hygiene, and a love for learning before stepping into formal schooling. Where an old, unsafe structure once stood, a bright center now thrives—showing that when a city invests in its youngest learners, simple hope turns into life-changing progress.

𝗗𝗜𝗟𝗚-𝗡𝗖𝗥 𝗥𝗼𝗹𝗹𝘀 𝗢𝘂𝘁 𝗟𝗣𝗠𝗖 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗦𝗼𝗰𝗶𝗲𝘁𝘆 𝘁𝗼 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗟𝗼𝗰𝗮𝗹 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴

On October 5-6, 2026, the Department of the Interior and Local Government-National Capital Region (DILG-NCR), through its Project Development and Management Unit (PDMU), conducted the LPMC Learning Society Rollout: Strengthening Project Monitoring in the National Capital Region. Building on its pilot implementation in the City of Pasig, the initiative brought together the remaining 16 Local Government Unit’s (LGU) local project monitoring members and partner agencies to strengthen the competencies, tools, and institutional practices of Local Project Monitoring Committees (LPMCs) across Metro Manila.

The two-day activity convened 113 participants composed of representatives from national government agencies, DILG-NCR, local government units, and civil society organizations and non-government organizations. Held through a Zoom teleconference on October 5 and at Wyndham Garden Manila Bay, Parañaque City, on October 6, the rollout combined discussions on the foundations of local project monitoring with technical sessions. The LPMC Learning Society served as a collaborative platform where participants exchanged experiences, clarified monitoring responsibilities, and explored ways to improve the oversight of government-funded projects. Resource persons from the Metropolitan Manila Development Authority (MMDA), Department of Economy, Planning and Development (DEPDev), Department of Public Works and Highways (DPWH), DILG–Bureau of Local Government Supervision (DILG-BLGS), and DILG–Office of Project Development Services (DILG-OPDS) contributed their expertise throughout the activity.

PDMU Chief Ronald R. Portales opened the rollout by emphasizing the importance of knowledge-sharing, harmonized monitoring processes, and sustained capacity development in improving project implementation. Meanwhile, Assistant PDMU Chief Mary Jane J. Achas presented the activity overview and encouraged participants to use the Learning Society as a venue for sharing good practices and addressing challenges encountered in their respective LGUs. The first day focused on the legal foundations, roles, and responsibilities of LPMCs. Discussions highlighted the participation of civil society organizations in project management and the coordination among the LPMC, Local Development Council (LDC), and Regional Project Monitoring Committee (RPMC). Participants also revisited the project life cycle, reinforcing the importance of monitoring from project identification and planning through implementation and completion.

The succeeding onsite session immersed participants in the technical and operational aspects of infrastructure project monitoring. DPWH-NCR resource persons discussed infrastructure planning, Detailed Architectural and Engineering Designs (DAED), procurement, contract management, and quality control. Sessions also covered road and bridge defects and rectification protocols, providing participants with practical references for identifying deficiencies and recommending corrective actions.
Complementing these technical discussions, DEPDev and MMDA guided participants through the Regional Project Monitoring and Evaluation System (RPMES), monitoring and evaluation procedures, and problem-solving mechanisms. The sessions clarified how monitoring findings support decision-making and how implementation concerns may be referred to the appropriate local and regional bodies for action.

A key component of the rollout was the discussion and workshop on RPMES Forms 1–4, covering initial project information, physical and financial accomplishments, project exceptions, and project results. Using selected local projects, participants practiced accomplishing the prescribed forms with guidance from the resource persons and the PDMU team. The workshop also provided opportunities for consultation on reporting requirements and submission timelines.
The activity likewise featured the presentation of the proposed LPMC Monitoring Checklist developed by DILG-NCR PDMU. Engineer III Mikee C. Miranda guided participants through its components, including project information, work progress, documentation and compliance, site safety, workmanship, materials, and environmental and social safeguards. Participants shared recommendations to further refine the checklist for application in local monitoring activities.

In her closing remarks, DILG-NCR Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez emphasized that the Learning Society will continue as a platform for learning, knowledge exchange, and technical support, backed by the Regional Joint Memorandum Circular and the Partnership Agreement with partner agencies. She encouraged LPMC members to apply the knowledge and tools gained through actual project inspection and validation in their LGUs.

Following the two-day activity, participants are expected to conduct onsite inspection and validation of their selected infrastructure projects and present their monitoring findings during the next session on October 20, 2026. Through this continuing learning process, DILG-NCR affirmed its commitment to strengthen local project monitoring and help ensure that public investments deliver quality infrastructure and meaningful benefits to communities.

In a landmark moment for local monitoring and governance, the Regional Development Council - NCR, represented by the Metropolitan Manila Development Authority (MMDA), the Department of the Interior and Local Government - National Capital Region (DILG-NCR), and the Department of Public Works and Highways - National Capital Region (DPWH-NCR), formalized a strategic partnership to establish the LPMC Learning Society—a collaborative platform that brings together National Government Agencies (NGAs) and Local Project Monitoring Committees (LPMCs) to strengthen technical knowledge and skills toward enhancing project monitoring and evaluation across the region.

Unveiled during a ceremonial signing held on October 1, 2026, at the DILG-NCR Regional Office, this pioneering platform marks a bold leap forward in regional governance. Led by the Project Development Management Unit (PDMU) of the DILG-NCR, the initiative was shaped through a series of consultations and dialogues with partner agencies, bringing together regional development institutions and local project monitoring stewards toward a shared vision of stronger, more coordinated, and sustainable capacity development.

Through the formal ex*****on of a comprehensive Partnership Agreement and Regional Joint Memorandum Circular (RJMC), the partnership aims to empower LPMCs across Metro Manila by equipping them with the specialized tools, institutional support, and technical knowledge required to drive effective and transparent local project ex*****on.

Presenting the strategic roadmap, PDMU Chief Ronald R. Portales emphasized how the initiative came to life and highlighted how bridging inter-agency expertise will convert traditional monitoring into an active mechanism for regional progress.

Inspiring the audience during her Call to Partnership address, DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, underscored that by bringing together the expertise and institutional strengths of partner agencies, the initiative can help ensure that LPMCs become more than monitoring bodies but vibrant champions of responsive and accountable local project monitoring in their respective communities.

Reinforcing this shared commitment, Director III Shiela Gail Satura-Quingco, Metropolitan Development and Planning Service - Office of the Assistant General Manager for Planning and Head of RDC-NCR Technical Secretariat, and Assistant Regional Director Sherwin I. Galleros of the DPWH-NCR expressed their strong support for the initiative. Their commitment reflects a shared recognition that effective project monitoring requires not only established mechanisms, but also sustained capacity development, knowledge exchange, and meaningful collaboration among local stakeholders.

Following the Ceremonial Partnership and RJMC Signing, the LPMC Learning Society moves swiftly from agreement to ex*****on, with its Regional Rollout scheduled on October 5-6 and October 20, 2026. This initiative marks a humble yet significant step forward for the National Capital Region, turning shared commitments into practical, ground-level support for local project monitoring.

The Department of the Interior and Local Government–National Capital Region (DILG-NCR), through its Project Development and Management Unit (PDMU), conducted the validation of nominations for the Subaybayani Regional Awards – Barangay Category from September 22 to 24, 2026.

Led by PDMU Chief Ronald R. Portales, together with project evaluation officers and engineers, the PDMU-NCR team conducted on-site validation activities in the Cities of Manila and Quezon City to assess the implementation, functionality, relevance, sustainability, and impact of nominated projects in their respective communities. The field validation sought to establish how the projects responded to the identified needs and challenges of their beneficiaries, as well as how these initiatives contributed to improving public facilities, services, and opportunities for the communities they serve.

During the activity, the validation team engaged with local government representatives, beneficiaries, and other stakeholders to gain a better understanding of the circumstances that led to the implementation of the projects. Discussions focused on the needs and deficiencies identified prior to project implementation, the challenges encountered, and the measures undertaken by the local government and beneficiaries to address these concerns.

Beyond physical improvements, the assessment considered the broader contributions of the projects to the communities. These included their role in providing opportunities, improving access to facilities and services, supporting community activities, and contributing to the overall welfare and development of constituents. The validation process also provided an opportunity to document the experiences of beneficiaries and stakeholders and determine how the projects have addressed previously identified concerns. Their feedback served as an important component in assessing the projects' relevance, effectiveness, and contribution to the community.

Sustainability was likewise considered during the validation, particularly the initiatives and measures being undertaken by the local government units to maintain the projects and maximize their continued benefits. The team also discussed possible future programs and initiatives that may further improve existing facilities and services and respond to emerging community needs.

The on-site validation forms part of DILG-NCR's continuing efforts to ensure that projects nominated for the Subaybayani Regional Awards demonstrate responsive governance, effective project implementation, meaningful community participation, and tangible benefits to their intended beneficiaries. Through the validation process, DILG-NCR seeks not only to assess project completion, but also to determine how local government initiatives translate into actual improvements in the lives of communities and contribute to more responsive and effective local governance.

Going beyond documentation, the PDMU-NCR examines how projects are implemented, utilized, and experienced by the communities they serve, ensuring that recognition is grounded not only in compliance or completion, but in actual results and meaningful public value. By highlighting initiatives that respond to community needs and create tangible, lasting benefits, the DILG-NCR, through the PDMU-NCR, aid in championing local government efforts that make a measurable difference in people’s lives and contribute to stronger, more responsive, and more impactful public service.

The Department of the Interior and Local Government–National Capital Region (DILG-NCR), through the DILG Muntinlupa Field Office, joined the Muntinlupa City Government in the turnover of a Patient Transport Vehicle (PTV) funded through the Seal of Good Local Governance Incentive Fund (SGLG IF) on September 17, 2026, at the Museo ng Muntinlupa, Barangay Tunasan, Muntinlupa City.

The PTV was provided to Muntinlupa City as an incentive for being conferred the CY 2024 Seal of Good Local Governance (SGLG), recognizing the City Government’s performance in various areas of good governance and effective local service delivery.

The ceremony was attended by Muntinlupa City Mayor Hon. Rozzano Rufino B. Biazon; Dr. Carolyn H. Magalong of the City Health Office; DILG Muntinlupa Field Office Director Mary Anne B. Planas, CESO V; and DILG-NCR Project Development and Management Unit (PDMU) Chief Ronald R. Portales.

The newly acquired PTV will be utilized by the Muntinlupa City Health Office to strengthen the delivery of health and medical services, particularly in providing patient transport for Muntinlupeños in need of medical assistance and related services.

Mayor Biazon emphasized that the City Government opted to translate its SGLG incentive into a tangible investment that would directly benefit the community.

“Early this year, we provided five PTVs for Ospital ng Muntinlupa and the barangays, and recently, we distributed one new fire truck to each of the barangays. We hope that this new vehicle will be used efficiently and help serve more Muntinlupeños,” Mayor Biazon said.

The project demonstrates how the SGLG Incentive Fund can be transformed into concrete programs and projects that enhance local government service delivery and respond to the needs of communities.

Through the SGLG, the DILG National Capital Region continues to promote and recognize excellence in local governance while encouraging local government units to sustain good governance practices and channel incentives toward projects that provide meaningful and responsive services to their constituents.
