📣 Strengthening Competition Law Teaching and Practice — Year 2

The Philippine Competition Commission (PCC), in coordination with the Legal Education Board (LEB) and the UP Competition Law and Policy Program (UP-CLPP), invites law professors and lecturers to join the three-day online training under the 𝗦𝗽𝗲𝗰𝗶𝗮𝗹𝗶𝘇𝗲𝗱 𝗔𝗰𝗮𝗱𝗲𝗺𝗶𝗰 𝗧𝗿𝗮𝗰𝗸 𝗮𝗻𝗱 𝗣𝗼𝘀𝘁-𝗚𝗿𝗮𝗱𝘂𝗮𝘁𝗲 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗲 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗼𝗻 𝗖𝗼𝗺𝗽𝗲𝘁𝗶𝘁𝗶𝗼𝗻 𝗟𝗮𝘄.

Now in its second year, the program builds foundational knowledge and enhances
teaching approaches in competition law and policy, covering mergers and acquisitions, anti-competitive agreements, abuse of dominance, comparative law, and emerging global trends. It also prepares legal educators to teach competition law and policy in an evolving legal and economic landscape.

The Philippine Competition Commission (PCC) joins the National Privacy Commission in observing the last week of May as Privacy Awareness Week (PAW), pursuant to Proclamation No. 527, s. 2018.

With the theme "ANAMNESIS: Looking Back and Moving Forward," this year’s PAW highlights the past decade of progress in data protection and the shared commitment to safeguarding personal data amidst evolving technologies like artificial intelligence. Through Digital Bayanihan, the PCC continues to uphold the Data Privacy Act of 2012 by observing the highest standards of transparency, security, and accountability in its data processing activities.

PRESS RELEASE: PCC hosts 25th ICN annual conference on competition enforcement, global cooperation in the digital age

The Philippine Competition Commission concluded its landmark hosting of the 2026 International Competition Network (ICN) Annual Conference, held on May 5–8 in Manila. Marking the network’s silver anniversary, the gathering celebrated 25 years of the ICN’s role in shaping global competition cooperation and standards. The event brought together heads of competition agencies, policymakers, and legal and economic experts from 73 jurisdictions to strengthen competition enforcement and global cooperation in the digital era.

Philippine Competition Commission (PCC) Commissioner Lolibeth Ramit-Medrano presented the Commission’s experience in implementing a “whole-of-government" approach to competition policy at the margins of the Second Senior Officials’ Meeting of the APEC - Asia-Pacific Economic Cooperation. The presentation was delivered during the APEC Committee on Trade and Investment’s Free Trade Area of the Asia-Pacific Dialogue on Competition Policy, held on May 15 in Shanghai, China, bringing together policymakers, trade negotiators, and competition experts across the Asia-Pacific region to discuss emerging trends and reforms in market regulation and free trade agreements (FTAs).

The presentation highlighted that the Philippine Competition Act mandates the PCC to consult and jointly issue rules with sector regulators, anchoring its strategy on three pillars: pro-competitive policies, regulatory advocacy, and robust enforcement. To mainstream these principles across the government, the PCC has formalized numerous institutional partnerships through Memoranda of Agreement or Understanding with key agencies, including the DTI Philippines, Department of Energy Philippines, Bangko Sentral ng Pilipinas, Department of Information and Communications Technology - DICT, National Privacy Commission, Department of Justice - Philippines, and the Department of Transportation - Philippines.

The presentation also cited the mainstreaming of competition law in significant legislative milestones such as the Anti-Agricultural Economic Sabotage Act of 2024, which established an enforcement council that includes the PCC among its member agencies; and the Konektadong Pinoy Act of 2025, which strengthens coordination among the PCC, the DICT, and the National Telecommunications Commission (NTC) in jointly issuing rules on spectrum management and access frameworks, reviewing barriers to market entry, and enforcing competition provisions – deepening an already existing coordination arrangement with the NTC. Medrano further emphasized that this collaborative framework also extends to FTA negotiations, where the PCC actively aligns with negotiating groups on state enterprises, subsidies, government procurement, digital trade, intellectual property, and economic cooperation to ensure a fair and competitive market ecosystem.

Through sustained inter-agency coordination and international engagement, the PCC remains committed to advancing competitive markets that support innovation, inclusive growth, and consumer welfare.

Philippine Competition Commission (PCC) Commissioner Ferdinand Negre and Executive Director Kenneth Tanate joined other competition authorities, policymakers, academics, and industry experts in a roundtable discussion on artificial intelligence (AI) and competition policy held on May 5.

Hosted by SCOPE Global Exchange, the session brought together global thought leaders to explore how AI is reshaping competition policy and driving new dynamics across the AI value chain, from silicon infrastructure and foundation models to consumer-facing applications.

During the dialogue, participants noted that competition agencies worldwide are at different stages in developing analytical frameworks aimed at regulating AI markets. A key focus was the integration of AI into existing digital ecosystems, including search, social platforms, and even operating systems. This enabled participants to navigate emerging methodologies for assessing AI markets, such as behavioral remedies (e.g., data-sharing mandates) versus structural relief, anchored on established competition laws.

Despite varying approaches, the participants expressed a shared commitment to ensuring that AI technology can flourish while still upholding established competition law principles and standards. The need for international coordination was emphasized, as such is necessary to bridge gaps in resources and technical understanding across jurisdictions.

During the discussion, Negre highlighted the critical balance between pro-intellectual property and pro-competition interests, particularly regarding the leverage of proprietary data. Tanate further noted the importance of ensuring that the “fuel” of AI – data from both private and government sources – remains accessible to promote a competitive environment, rather than being controlled by a few dominant firms.

Both officials welcomed the dialogue as a vital step toward broader cross-border cooperation, building the foundation for enforcement policies that support both innovation and consumer protection.
