The Public-Private Partnership Center of the Philippines (PPP Center) conducted a PPP Project Concept Note (PCN) Development Workshop for the Quezon City Local Government Unit (LGU) held on March 11 and 12, 2026 at the Meetings, Incentives, Conference & Exhibits Center of the Quezon City Hall complex, as part of its continuing efforts to strengthen local government capacity in developing sound, viable, and well-structured PPP projects.
The two-day capacity-building activity aimed to equip the city government’s various departments with the knowledge and practical skills necessary to prepare PCNs aligned with its development priorities.

As the Asian Development Bank (ADB) calls for the Philippines to further maximize Public-Private Partnerships (PPPs) for transportation and mobility infrastructure, Quezon City continues positioning itself as a strategic hub for collaborative urban development.
In a recent report by BusinessWorld, the Asian Development Bank (ADB) highlighted the importance of accelerating PPPs to improve mobility systems, infrastructure delivery, and long-term economic competitiveness across the country.
As the largest city in Metro Manila and host to major national infrastructure developments, Quezon City plays a critical role in the region’s connectivity and movement of people, goods, and services. National transport corridors and railway developments continue to strengthen the city’s accessibility, while the local government augments this footprint through city-level infrastructure and mobility initiatives designed to improve daily urban movement and public access.
Through the Invest with QC team under the Quezon City Local Economic Development and Investment Promotions Office (LEDIPO), the city maintains a dedicated division focused on exploring, studying, and facilitating partnership-ready PPP opportunities.
Among the City’s ongoing and potential PPP initiatives are:
✔️ Redevelopment of selected footbridges to improve pedestrian safety, security, and accessibility
✔️ Exploration of cold storage systems for large and public markets
✔️ Smart and integrated public parking systems
These initiatives reinforce Quezon City’s commitment to building a more connected, investment-ready, and future-oriented urban environment through strategic public-private collaboration.
