Samahan ang Department of Agriculture at ang GPPB-TSO sa isang special live program para sa ating mga magsasaka, mangingisda, kooperatiba, asosasyon, at procuring entities na gustong mas maintindihan ang mga proseso, requirements, at oportunidad sa ilalim ng Sagip Saka.
Sa programang ito, sasagutin ng ating mga procurement experts ang inyong mga tanong tungkol sa Sagip Saka, kabilang ang mga dapat ihanda, paano makipag-ugnayan sa government agencies, at paano mas mapapalakas ang partisipasyon ng farmers and fisherfolk sa public procurement.

The Government Procurement Policy Board โ Technical Support Office (GPPB-TSO) visited the Asian Development Bank (ADB) on 28 May 2026 for a learning session on Merit Point Criteria (MPC), as part of its continuing policy development work on the award criteria introduced under Republic Act No. 12009, or the New Government Procurement Act.
The discussion focused on how ADB applies Merit Point Criteria in bid evaluation, particularly in assessing both price and non-price attributes to determine the most advantageous procurement outcome. The session provided valuable insights for GPPB-TSOโs ongoing work on the guidelines for the Most Economically Advantageous Responsive Bid (MEARB) and the Most Advantageous Responsive Bid (MARB).
Representing GPPB-TSO were Officer-in-Charge Sofia C. Yanto-Abad, Deputy Director General Atty. Ma. Jozzenne Claire Beltran-Carandang, Atty. Elena Liliosa Escober, Atty. Fritz Turqueza, Atty. Katrina Margarita Lopez, Atty. Christine Paciencia, Atty. Shann Tanaka-Montefrio, Maria Lora Alvarez-Hortillas, Renlay Co**ha, Cheng Bigay, and Jeannie Rose Maraya.
They were joined by representatives from ADBโs Procurement, Portfolio, and Financial Management Department (PPFD), namely Sina Velioglu, Mikaella Jazmine A. De Guzman, Prasath Sanjeewa, and Masayuki Omote.
Through this engagement, GPPB-TSO continues to benchmark international good practices and strengthen the development of practical, transparent, and fit-for-purpose guidelines that will help procuring entities apply MEARB and MARB in a manner that promotes quality, value for money, fairness, and accountability in public procurement.
ADBโs guidance on Merit Point Criteria emphasizes the importance of balancing cost, quality, sustainability, technical merit, and long-term project outcomes in procurement evaluation.

The Government Procurement Policy Board โ Technical Support Office (GPPB-TSO), led by Officer-in-Charge Atty. Sofia C. Yanto-Abad, met with representatives from the Affiliated Network for Social Accountability in East Asia and the Pacific (ANSA-EAP) and the World Bank to discuss the draft Procurement Observerโs Guide.
Joining the meeting were ANSA-EAP Executive Director Mr. Emile Gozali, Managing Director Mr. Dondon Parafina, and World Bank representative Mr. Ronaldo Oblebias.
The Procurement Observerโs Guide seeks to support the implementation of Republic Act No. 12009, or the New Government Procurement Act, by providing a practical framework for citizen and stakeholder participation in procurement observation and public oversight.
Through this initiative, GPPB-TSO continues to advance transparency, accountability, and participatory procurement by promoting inclusive, structured, and technology-enabled observation systems that strengthen public trust, procurement integrity, and evidence-based monitoring.

The Philippines successfully hosted the 6th Negotiating Round of the PhilippinesโEuropean Union Free Trade Agreement (PHโEU FTA) on 18โ22 May 2026 at the Sheraton Manila Hotel, Newport World Resorts.
Discussions under the Government Procurement (GP) Chapter focused on the finalization of the chapter text and the Philippinesโ preliminary market access offers, following extensive consultations with relevant government agencies. These developments mark a key step toward aligning the countryโs procurement framework with international standards while safeguarding national interests.
Representing the Government Procurement Policy Board โ Technical Support Office (GPPB-TSO) are Officer-in-Charge Atty. Sofia Yanto-Abad and Atty. Patricia Anne Garcia, working alongside the Philippine delegation from the Procurement Service โ DBM, including Executive Director Genmaries Entredicho, Director Ramon Antonio L. Matibag, Deputy Executive Directors Atty. Marlita Vallestero-Dagsa and Atty. Philip Josef T. Vera Cruz, Atty. Aeron Christian Earl Apostol, and Atty. Bin Alireza Romero.

The workshop served as a consultative venue to review, validate, and refine the proposed enhanced PMR and APCPI indicators in support of the implementation of Republic Act No. 12009, or the New Government Procurement Act, and its Implementing Rules and Regulations.
Participants from GPPB Member Agencies, National Government Agencies, Local Government Units, State Universities and Colleges, Government-Owned and Controlled Corporations, Government Financial Institutions, and other key stakeholders shared technical inputs and practical recommendations to help develop a more responsive, analytics-ready, and policy-aligned procurement monitoring and assessment framework.
Through this collaborative effort, GPPB-TSO continues to strengthen evidence-based procurement governance, enhance performance monitoring, and support Procuring Entities in transitioning toward a more transparent, efficient, and accountable procurement system under the NGPA.
