During the assembly, the membership successfully reviewed and addressed key pillars of the Association’s governance:

The DSWD-Mutual Benefit Association, Inc. mourns the passing of our esteemed member, Special Assistant Secretary Marcelo Nicomedes J. Castillo. A dedicated public servant and a man of integrity, SAS Castillo has been a valued member of our Association since 2007.

The DSWD-MBAI Chairperson, ASec. Rodolfo M. Santos, CESO II, extends his heartfelt appreciation to all members who joined and supported the CY 2025 General Assembly and Election. Members joined both onsite and online and showed active participation and engagement that made this year’s event very meaningful and successful for the Association. 💙

Members took part in the presentation of the 𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧’𝐬 𝐀𝐜𝐜𝐨𝐦𝐩𝐥𝐢𝐬𝐡𝐦𝐞𝐧𝐭 𝐑𝐞𝐩𝐨𝐫𝐭 that was presented by ASec. Rod, 𝐓𝐫𝐞𝐚𝐬𝐮𝐫𝐞𝐫’𝐬 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐑𝐞𝐩𝐨𝐫𝐭 given by Trustee/Treasurer Monette B. Cadiang, and 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲’𝐬 𝐑𝐞𝐩𝐨𝐫𝐭 delivered by Trustee/Secretary Rolly D. Langanga on Board Resolutions issued by the BOT covering the period 2018 to 2025. They also witnessed the 𝐑𝐞𝐜𝐨𝐠𝐧𝐢𝐭𝐢𝐨𝐧 & 𝐀𝐰𝐚𝐫𝐝𝐬 for outstanding DSWD-MBAI offices, units, and individuals, truly highlighting our shared progress and collective achievements. Before the end of the event, Trustee/Vice-Chairperson ARDA Maribel M. Blanco delivered her closing message emphasizing that our benefits remain not just available, but “𝐌𝐚𝐤𝐚𝐛𝐮𝐥𝐮𝐡𝐚𝐧,” relevant and truly responsive to needs of those we serve.

The online election held from 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟏𝟓–𝟏𝟕, 𝟐𝟎𝟐𝟓 concluded with strong member participation. The Assistant Secretary was top vote-getter and he is excited to work with the new Trustees of the association, namely:

🤝 Immediately following the proclamation of winners, the newly elected Trustees took their 𝐎𝐚𝐭𝐡 𝐨𝐟 𝐎𝐟𝐟𝐢𝐜𝐞 before the COMELEC Chairperson Red B. Enriquez, officially commencing their term of service and leadership for the Association.

Moreover, ASec. Rod is very pleased to announce that the 𝐀𝐦𝐞𝐧𝐝𝐞𝐝 𝐍𝐞𝐰 𝐁𝐲-𝐋𝐚𝐰𝐬 was officially approved by the membership, a significant step toward strengthening our programs, services, and member benefits.

Members not included or who should be excluded from the CLV may submit a request to the COMELEC for proper action.

🗳️ DSWD-MBAI Campaign Period (November 10-14) and Elections (November 15-17)
This year’s election will be conducted fully online to ensure wider participation, transparency, accessibility, and security.
Members can vote anytime, anywhere within the three-day election period.
On-site voting stations (laptops and tablets) will also be available during the General Assembly at the Kagalingan Auditorium.

LOOK: In a significant step towards enhancing its services, the Department of Social Welfare and Development – Mutual Benefit Association, Inc. (DSWD-MBAI) successfully conducted another benchmarking visit to the Bureau of Jail Management and Penology Mutual Benefit Association Inc. (BJMPMBAI) Corporate Office in Quezon City, last August 6, 2025.

The DSWD-MBAI delegation, led by Board of Trustees (BOT) Chairperson, Assistant Secretary Rodolfo M. Santos, CESO II, along with DSWD-MBAI Unit Heads and Staff, was welcomed by the BJMPMBAI President, J/DIR Armando M. Llamasares (Ret.), together with other Officials and Personnel.

This key visit marks the beginning of a strategic collaboration aimed at fostering mutual learning. The DSWD-MBAI team received a comprehensive presentation on BJMPMBAI's successful practices in governance, financial management, and member-centric programs, followed by an open forum that facilitated a productive exchange of ideas between the two associations.

The insights gained from this activity will be instrumental in the enhancement of new and improved services for DSWD-MBAI's current and future members. This initiative also reflects the association’s core commitment to continuously innovating its programs to provide maximum support for the welfare and security of all DSWD employees.

The DSWD-MBAI will conduct another visit to BJMPMBAI as part of the benchmarking series. The next session will focus specifically on learning about the BJMPMBAI’s information and technology systems, which are crucial to the innovation goals of the DSWD-MBAI. The BJMPMBAI is one of the premier mutual benefit associations in the Philippines, currently with billions in assets and effective management systems that cover approximately 28,000 members nationwide. In light of this, the DSWD-MBAI hopes to achieve similar success by extending its coverage to all 40,000 DSWD employees.

LOOK: In a significant move to scale up and innovate its financial solutions, the Department of Social Welfare and Development - Mutual Benefit Association Inc. (DSWD-MBAI) held coordination meetings with the Landbank of the Philippines (LBP) and COCOLIFE on July 17 and 21, 2025, at the DSWD Central Office in Quezon City.

The meetings were spearheaded by DSWD-MBAI Chairperson and Assistant Secretary for Social Protection Policy - Rodolfo M. Santos, CESO II. Joining him were DSWD-MBAI Secretary - Rolly D. Lagangga, Corporate Planning Unit Heads Mr. Karl Joshua C. Francisco and Mr. Jhun Lee C. Ogang. DSWD-MBAI Treasurer Monette B. Cadiang, and Board of Trustee and DSWD Field Office III Assistant Regional Director for Administration (ARDA) Maribel M. Blanco also participated in the meetings virtually.

Key representatives from the financial institutions were also in attendance, including Atty. Florence Claveria (Vice President - LPB Regional Office) and Ms. Jessica B. Galorio (Vice President - LBP Batasan Hills), along with Ms. Zhiela O. Readores (Cocolife Account Executive II), Ms. Kahrra L. Dimaano (Cocolife Accounts Assistant) and Mr. Christian Cruz (CocoGen Assistant Manager).

The primary objective of these productive engagements was to strengthen the collaboration and partnership with these financial institutions. This renewed synergy is essential in supporting the Association’s commitment to delivering strengthened and expanded Social Welfare programs and services tailored for all DSWD-MBAI members and future members. Furthermore, the meetings provided a platform for strategic discussions focused on exploring new, innovative and reliable banking solutions for all Associations and Organizations (ASORS) in the DSWD.

This initiative is a testament to the DSWD-MBAI's unwavering commitment to enhancing operational efficiency and providing improved support services for all its current and future members. It represents just one of many upcoming innovations designed to support and promote the welfare of all Angels in Red Vests.
