๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’: Assistant Secretary and Public-Private Partnership (PPP) Center of the Philippines Deputy Executive Director Eleazar E. Ricote served as one of the resource speakers at the 27th Heneral Antonio Luna Colloquium, hosted by the Office for Strategic Studies and Strategy Management of the Armed Forces of the Philippines (AFP) and the National Defense College of the Philippines held on June 4, 2026, at Camp General Emilio Aguinaldo, Quezon City.

With the theme, โ€œResilient Design: Institutionalizing Defense-Industrial Partnerships for Strategic Autonomy and Sustainable Military Readinessโ€, this colloquium centered on mechanisms to build a resilient defense-industrial ecosystem. The event served as a platform to discuss integrating local defense industries into AFP capability development, focusing on advancing domestic manufacturing to enhance supply chain resilience, reduce foreign logistics dependency, and leveraging PPPs for private sector investment and innovation.

ASec. Ricote presented the role of the private sector in the development of the countryโ€™s defense industry, and provided an overview of the Philippine PPP Program, its legal framework, key concepts, and institutions involved throughout the PPP lifecycle.

Notably, he highlighted the strategic alignment between Republic Act No. 11966, or the PPP Code of the Philippines, and Republic Act No. 12024, or the Self-Reliant Defense Posture (SRDP) Program. He emphasized that while the SRDP Program effectively creates the policy and demand for local defense manufacturing, the PPP Code provides the clear and stable legal framework necessary for the private sector to safely invest in and build those defense capabilities alongside the government.

ASec. Ricote also joined the panel discussion alongside Dr. Alvin Chua of XLipad Solutions Inc., Instr. Joel Mark Rodriguez of Rizal Technology University, Mr. Nathaniel Punla of the NATO Defense College, Ms. Rouselle Angela Manuel of the Philippine International Trading Corporation, and Col. Naoki Aizawa of the Embassy of Japan in the Philippines.

Through this engagement, the PPP Center reaffirms its commitment to supporting the defense sector by facilitating viable PPP projects that promote economic resilience, national security, and inclusive growth.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’: The Public-Private Partnership (PPP) Governing Board (PPPGB) convened earlier today, June 03, 2026, for the 35th PPPGB Meeting at the Department of Economy, Planning and Development (DEPDev) office in Ortigas, Mandaluyong City.

Presided by Chairperson and Secretary of the Department of Economy, Planning, and Development Arsenio M. Balisacan, the PPPGB serves as a platform to discuss policy directions and updates on the Philippine PPP program. Attending for the PPP Center is Undersecretary and Executive Director Rizza Blanco-Latorre.

The PPPGB members deliberated on various policies and policy instruments which aim to strengthen the PPPGB, streamline alternative dispute resolution mechanisms in contracts, and clarify the effects of delisting of PPP projects and the expiration of Original Proponent Status, among others.

Officials and representatives from member agencies of the PPPGB, including the Department of Finance, Department of Budget and Management, Department of Justice, Department of the Interior and Local Government, Office of the Executive Secretary, Commission on Higher Education, and the PPP Private Sector Representative, are also present.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’: The Public-Private Partnership (PPP) Center of the Philippines engaged in a two-day learning session titled, Training of Trainers on Integrating Nature-based Solutions (NbS) in the Philippine PPP Process, from June 2-3, 2026, at the Park Inn by Radisson North EDSA.

The training provided a comprehensive overview of NbS concepts and explored potential entry points for integrating NbS across the PPP project lifecycle. Discussions covered sustainable financing and revenue streams, the development and implementation of monitoring and evaluation frameworks, and the opportunities and challenges associated with applying NbS approaches in PPP projects.

On the second day, participants focused on integrating NbS principles to the Centerโ€™s existing training materials and on the development of knowledge products to further support capacity-building initiatives.

Organized by the United Nations Development Programme and the Government of Canada through the Accelerating Green and Climate Finance in the Philippines: Nature-Based Solutions (the โ€œAGCF Projectโ€), the session equipped the PPP Center workforce with the understanding and appreciation of NbS in advancing climate-resilient PPP infrastructure in the country.

The Public-Private Partnership (PPP) Center of the Philippines conducted a two-day PPP Project Concept Note (PCN) Development Workshop for the Philippine Reclamation Authority on May 25-26, 2026, at the Legaspi Towers 200 Building 107, Paseo de Roxas Street, Legaspi Village, Makati City.

The workshop aimed to guide participants in developing PCNs for their potential PPP projects. It was attended by 27 participants composed of PRA officials, technical, legal, finance, and planning officers.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’: The United Kingdom Foreign, Commonwealth and Development Office (British Embassy Manila), together with PricewaterhouseCoopers, and Crossrail International, conducted the handover session for the Technical Assistance Output of the Senate-DepEd Transit-Oriented Development (SEED TOD) Project under Phase 2 of the Green Cities, Infrastructure, and Energy Programme in Pasig City, Metro Manila, on May 28, 2026.

The event was attended by key representatives and principals from the Department of Transportation (DOTr), Department of Education, the City Government of Taguig, and the Public-Private Partnership (PPP) Center of the Philippines.

The SEED TOD Project is envisioned as a transformative 12.7-hectare mixed-use development in Taguig City. Strategically situated at the intersection of two emerging commuter rail lines, the North-South Commuter Railway and the Metro Manila Subway Project, the site is set to become one of the most connected and accessible public transport hubs in Metro Manila.

The implementing agency, the DOTr, had already submitted an application to avail of the Project Development and Monitoring Facility, a revolving fund managed and administered by the PPP Center for the procurement of advisory and support services related to the development of PPP projects.

Attending for the PPP Center were Assistant Secretary and Deputy Executive Director Eleazar E. Ricote, Project Development Services Director Raphael M. Badillo, and Project Development Officer Engr. Angelo R. Kabigting.
