Sa halip, ang mga Notice of Hearing ay iaanunsyo na sa mga opisyal na digital platforms ng ahensya, kabilang ang:

In line with the instruction of President Ferdinand โ€œBongbongโ€ R. Marcos, Jr. to streamline government services, the Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โ€œBanoyโ€ Z. Lopez, will no longer require the publication of application and notice of hearing as a requirement for the issuance of Certificate of Public Convenience (CPC).

CPC is a document that serves as an authority for companies, cooperatives and motor vehicle owners, to operate a public utility vehicle and one of the requirements in the application process is the publication on newspapers of general circulation.

LTFRB Chairman Atty. Vigor D. Mendoza II said the move is part of the instruction of President Marcos to find ways to expedite all government services, adding that removing such a requirement will save more time and money for the applicants.

โ€œThis is effort is intended to fast track all the transactions in the LTFRB. Huwag na nating pahirapan pa ang ating mga kababayan na gusto lang mag-hanapbuhay,โ€ said Chairman Vigor.

The decision of the LTFRB, based on the memorandum circular signed by Chairman Vigor and all agency members, is also in line with the intention of the Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The law states that all government agencies must undertake cost compliance analysis and to eliminate, modify, or simplify requirements found to be unnecessary or burdensome.

He said the move also aligns with the technology systems and other digital platforms
that enable the real-time, searchable, and publicly accessible dissemination of
information.

โ€œDigital platforms that provide wider reach, greater accessibility, faster dissemination, and improved searchability, which sufficiently satisfy the requirement of notice in administrative proceedings,โ€ the Board Resolution read.

โ€œThe implemented technology systems and other digital platformsโ€ฆ sufficiently satisfies the requirement of public notice in administrative proceedings and providing interested parties with a broader, faster, and more efficient means of access than reliance solely on a single newspaper publication,โ€ it added.

The memo that dispenses newspaper publication covers all applications filed with
the Central Office and all Regional Franchising and Regulatory Offices (RFROs) for the following:

a ) New CPC;
b) Extension of Validity of CPC;
c ) Transfer of CPC;
d) Modification/ Amendment of CPC;
e ) Consolidation of CPC;
f) Change of Name;
g ) Change of Party Applicant;
h) Other CPC applications which previously required newspaper publication.

Instead, the LTFRB will now be adopting new modes like posting on the Official LTFRB Website under a dedicated, searchable, and route-indexed "CPC Applications Bulletin," accessible to the public free of charge; and, posting of the Official Social Media Pages of the Central Office and the RFROs, including but not limited to their respective verified page.

The notice of hearings will include name and address of the applicant, case docket number and date of filing, nature of the application; route, area, or service applied for, number of units applied for, and others.

Chairman Vigor also assured that all the right to oppose any application will also be assured of due process and proper procedures. #

Davao Region- LTFRB XI headed by Regional Director Nonito A. Llanos III, continues to join DSWD XIโ€™s Cash Relief Assistance (CRA) distribution in Nabunturan, Davao de Oro, Tagum, Davao del Norte and Digos City, Davao del Sur on May 11 to 12.

Following the directives of President Ferdinand R. Marcos Jr., through DOTr Secretary Atty. Giovanni Z. Lopez and LTFRB Chairman Atty. Vigor D. Mendoza II, the LTFRB XI assisted PUJ drivers through designated Help Desks and through facilitation of Certificates of Oneness.

DSWD XI under the leadership of Regional Director Rhuello Aradanas, has already given out the CRA to 6,087 out of 7,284 PUJ drivers in Region XI as of 2pm today, May 12.

More drivers will receive assistance in a special payout schedule ongoing today at Agdao Public Market, Davao City. This has given PUJ drivers from Davao City another chance to claim their CRA.

The dialogue proved highly productive. Both sides exchanged valuable insights and clarified crucial issues to pursue practical, responsive measures for the welfare of local drivers and operators.

Matagumpay na naisagawa ng Land Transportation Franchising and Regulatory Board (LTFRB) Region 3, sa pangunguna ni Regional Director P/Gen. Richard A. Albano (ret.), ang ikalawang batch ng distribusyon ng Fuel Subsidy Cash Payout para sa mga kwalipikadong Public Utility Jeepney (PUJ) beneficiaries noong Mayo 11, 2026 sa Robinson Starmills, City of San Fernando, Pampanga.

Sa nasabing payout activity, umabot sa 1,472 benepisyaryo mula sa kabuuang 2,000 qualified beneficiaries ang matagumpay na nabigyan ng ayuda, katumbas ng 73.60% accomplishment rate.
Isinasagawa ang programang ito alinsunod sa direktiba ni Pangulong Ferdinand โ€œBongbongโ€ Marcos Jr., sa pamumuno ni Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, at ni Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Atty. Vigor D. Mendoza II, upang matiyak na maiparating nang maayos at maagap ang tulong sa lahat ng kwalipikadong benepisyaryo.

Layunin ng programang ito na magbigay ng tulong pinansyal sa mga tsuper at operator ng pampublikong sasakyan upang makatulong sa patuloy na pagtaas ng presyo ng produktong petrolyo at masuportahan ang kanilang pang-araw-araw na operasyon.

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โ€œBanoyโ€ Z. Lopez, has temporarily suspended for 30 days the operation of at least three units of a bus company following the involvement of one of its passenger buses in a fatal road crash in Juban, Sorsogon.

Two passengers of a private car died while nine others were seriously injured in the unfortunate incident that happened on May 11 along the Barangay Rangas portion of the Maharlika Highway.

LTFRB Chairman Atty. Vigor D. Mendoza II said they already issued a show cause order against the Elavil Tours, Inc. which notified it with the suspension and the need for them to explain in writing why further penalties should not be imposed in relation to the fatal road crash.

โ€œWe in the LTFRB are saddened by this tragic incident. We extend our deepest condolences to the family and we assure them that we will look into this case in the interest of truth and accountability,โ€ said Chairman Vigor.

In the SCO, the bus company was asked to submit in notarized writing their explanation on the incident and mandated that the involved driver be subjected to tests to indicate if he was in the good state of mind and physical condition at the time of the incident.

Chairman Vigor said they also want to find out if the involved passenger bus has been undergoing preventive maintenance service and other road worthiness checksโ€”the reason why pertinent records relating to service and maintenance were also summoned.

โ€œWe also want to check if the vehicle involved has an updated insurance because we want to extend our assistance to the victims through fast processing of insurance payment,โ€ said Chairman Vigor.

He said the Regional Director, of LTFRB Bicol Region, was already tasked to coordinate with the insurance companies for the immediate release of the payment to the victims.

The driver was also asked to explain why he should not be penalized over the incident.

The hearing of the case is set on June 1 at the LTFRB Regional Office in Legazpi City and Chairman Vigor warned of consequences if the bus firm would not comply with the demands in the SCO #

Davao City- LTFRB XI, led by Regional Director Nonito A. Llanos III, conducted orientations and meetings with Transport Service Entities, applicants and the Department of Tourism XI headed by Regional Director Tanya Rabat Tan.

In line with the directives of President Ferdinand R. Marcos Jr., through DOTr Secretary Atty. Giovanni Z. Lopez and LTFRB Chairman Atty. Vigor D. Mendoza II, Atty. Ernest Benz S. Davila, LTFRB XI Chief Transportation Development Officer facilitated the discussion of pertinent points of the Extended Amnesty Program for Tourist Transport Service under LTFRB Memorandum Circular 2026-003, together with the DOT XI Accreditation Team.

Also discussed was the MC 2026-015 or the Supplemental Guidelines to Memorandum Circular 2026-003. Among those pointed out in the MCs are the minimum number of units required for the application of franchise of five (5) units from the original ten (10) units, and that CPC applicants may now be any Filipino Citizen, at least 18 years old or any juridical entity, not only cooperatives and corporations as originally required.

On May 6, Atty. Davila also spearheaded an orientation with Tourist Transport Service Amnesty Program applicants and interested tourist transport operators at the LTFRB XI Office, Libby Road Davao City.

The Land Transportation Franchising and Regulatory Board (LTFRB) - Regional Franchising and Regulatory Office No. 10 formally awarded the Notice of Compliance (NOC) to the Local Government Unit of Libona, Province of Bukidnon following the approval of its Local Public Transport Route Plan (LPTRP), marking a significant step toward the strengthening of an organized, efficient, and sustainable local public transportation system within the municipality.

The awarding ceremony highlighted the collaborative efforts of the LGU and the LTFRB in ensuring that local transportation planning is aligned with national transport policies and responsive to the mobility needs of the riding public.

During the activity, Regional Director Aljo Bendijo delivered his Message of Appreciation to the Local Government Unit of Libona, Bukidnon, for its commitment and proactive support in advancing transport planning and governance through the successful formulation and approval of its LPTRP.
The issuance of the Notice of Compliance signifies that the municipalityโ€™s LPTRP conforms with the standards and requirements prescribed under existing transport planning policies and guidelines of the LTFRB and the Department of Transportation.

Under the directives of President Ferdinand R. Marcos Jr., the Department of Transportation, headed by Acting Secretary Giovanni โ€œBanoyโ€ Z. Lopez, and LTFRB Chairman Vigor D.
