Did you know that the Comprehensive Agrarian Reform Program – Irrigation Component (CARP-IC) has been supporting Agrarian Reform Beneficiaries through irrigation development since 1989 under Republic Act No. 6657 or the Comprehensive Agrarian Reform Law of 1988? As part of the program’s Support Services component, CARP-IC was established to provide essential irrigation infrastructure that helps improve agricultural productivity and sustain farmers’ livelihoods. While CARP is widely known for Land Acquisition and Distribution (LAD), the law also recognizes Support Services as vital in ensuring that awarded lands remain productive and sustainable.

Through the implementation of communal irrigation projects in Agrarian Reform Communities nationwide, CARP-IC continues to strengthen farming communities by improving water access and boosting agricultural production. The program was further reinforced through Republic Act No. 8532 and Republic Act No. 9700 or CARPER, which ensured continued funding and support for agrarian reform services under Section 63. As a key component of CARP Support Services, CARP-IC remains committed to advancing irrigation development and supporting the long-term growth of the agriculture sector.

Bawat magsasakang naalalayan, bawat ektaryang napapatubigan, at bawat proyektong naihahatid ay patunay ng ating malasakit sa bayan. Sa diwa ng kanyang mensahe, hinihikayat ang bawat kawani na manatiling masipag, masigasig, at bukas-palad sa serbisyo. Ang bawat araw sa NIA ay pagkakataong gumawa ng pagbabago at mag-iwan ng mabuting bakas para sa magandang bukas.

Upang matiyak ang sapat na patubig sa puntong maaring year-round irrigation water supply na, pinaigting ng National Irrigation Administration (NIA) ang mga proyektong irigasyon sa ilalim ng administrasyon ni Pangulong Ferdinand Marcos, Jr.

Sa panayam sa DZBB, ipinaliwanag ni NIA Administrator Engr. Eddie Guillen ang mga dams na tinatapos itayo bilang karagdagan sa mga pinakamalalaking dam na Pantabangan at Magat.

Ang Ilocos Norte ay isang halimbawa ng probinsya na sumasalamin ng climate change adaptation dahil naghanap ito ng mga pananim na matibay sa gitna ng hamon ng klima o yung tinatawag na “high-value crops.”

Sa panayam ng DZBB, ipinaliwanag ni NIA Administrator Engr. Eddie Guillen ang paghahanda ng ahensya upang maalalayan ang mga magsasaka na harapin ang banta ng El Nino. Pinag-aralan at tinukoy ng NIA ang mga lugar na maaring taniman ng high-value crops bilang alternatibong kabuhayan at paraan upang maging climate change-resilient ang mga komunidad.

In Brgy. EDCOR, Buldon, Maguindanao del Norte, the farmers of Lower Makalian Communal Irrigators Association (CIA), Inc. once relied on rainfed fields across 64.90 hectares, facing low yields and difficult routes that even required crossing a hanging bridge to move their harvest.

Their situation improved when NIA Maguindanao Irrigation Management Office (IMO) introduced the Makalian Communal Irrigation System (CIS), giving 51 farmer beneficiaries a reliable water source that increased cropping intensity, boosted production, and brought stability to their farms. The addition of a concrete farm to market road further opened access to safer transport and wider markets. Through teamwork and resilience, the association transformed its fields and its future, earning recognition as one of the Outstanding IAs under the CIS category during the 48th NIA Region XII Founding Anniversary.

NIA’s climate-smart measures – rolled out in recent years and expanded on a wider scale – are expected to soften the impact of the El Niño on farm output.

These efforts aim to make water use more efficient, guide communities through the ongoing dry spell, and support the nation’s food supply. Through bayaNIAn, NIA works closely with farmers to keep irrigation systems operational, improve water delivery, and adjust farming practices based on the weather.

OIC-Deputy Administrator for the Engineering and Operations Sector, Engr. Reyne B. Ugay, conducted a hands-on inspection of the Balog-Balog Multipurpose Project Phase II (BBMP II) on May 27, 2026, to personally oversee the progress of the dam and its major structures.

Joined by the BBMP II Project Management Office (PMO), Senior Geologist Anthony Mari M. Gososo of the NIA Central Office, and Sta. Clara International Corporation, Engr. Ugay toured key areas including the dam embankment, spillway, access and diversion tunnels, and other active work fronts.

During the visit, he provided direct guidance to accelerate critical works at the diversion tunnel, ensuring the safe rerouting of the Bulsa River and the continued smooth progress of the project.
