EASTERN VISAYAS REBEL SURRENDERS DEAL BLOW TO INSURGENCY

The Philippine National Police (PNP), under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., scored another gain in its anti-insurgency campaign as five members of the Communist Terrorist Group (CTG) and affiliated underground organizations surrendered to authorities in Eastern Visayas in October 2026.

In Hinabangan, Samar, on October 13, two farmers aged 30 and 54, known by their aliases “Elmer” and “Mar,” surrendered to authorities. Both were linked to the Eastern Visayas Regional Party Committee (EVRPC). They also yielded one r***e gr***de, one .45-caliber pistol, one magazine, five rounds of live am******on, and one hand gr***de.

Meanwhile, a 34-year-old farmer, alias “Nonoy,” surrendered in Catarman, Northern Samar, on October 18, while a 25-year-old farmer, alias “James,” surrendered in Barangay Cagdine, Oras, Eastern Samar. The surrenders were facilitated by the Regional Mobile Force Battalion 8 (RMFB-8), in collaboration with police intelligence units, local police stations, and Philippine Army intelligence personnel, as applicable to each operation.

All surrendered individuals are undergoing documentation, debriefing, and investigation. Their applications for possible inclusion in the Enhanced Comprehensive Local Integration Program (E-CLIP) are also being prepared to help facilitate their peaceful return to their communities.

“Every surrender reduces the capacity of armed groups to sustain their activities and threaten innocent communities. We will remain firm in enforcing the law while opening legitimate pathways for those who choose to abandon violence,” PGEN Nartatez said.

“May pagkakataon ang bawat isa na piliin ang kapayapaan at magsimulang muli. Hinihikayat natin ang mga nais nang iwan ang armadong pakikibaka na lumapit sa mga awtoridad upang matulungan silang makabalik sa kanilang pamilya at komunidad,” he added.

The PNP Focused Agenda provides the framework for strengthening police service, with Enhanced Managing Police Operations supporting intelligence-led action against security threats. These efforts complement government initiatives that encourage former rebels to return to peaceful and productive lives.

Under the directive of President Ferdinand R. Marcos Jr., the PNP remains steadfast in addressing insurgency and protecting communities while supporting peaceful reintegration, assuring the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

The operation was led by the 2nd Isabela Provincial Mobile Force Company, in collaboration with other PNP units and the Philippine Army’s 95th Infantry Battalion, as part of efforts to locate and recover concealed weapons and war materiel in Cauayan City and San Guillermo. The discovery stemmed from information provided by a former rebel who surrendered and was identified by the alias “Andong.”

Recovered items included one improvised sh***un, one revolver, seven M16 magazines, two M14 magazines, assorted am******on, two MK2 high-explosive fragmentation gr***des, 12-gauge sh***un am******on, detonating cord, electric blasting caps, a 9-volt battery, approximately 150 grams of explosive material, and other items that could be used to manufacture explosives.

“Every arms cache recovered represents a potential threat prevented and a step toward safer communities. We will act decisively on credible intelligence and ensure that weapons and explosive materials do not fall into the hands of those who intend to harm others,” PGEN Nartatez said.

“Malaking tulong ang mga impormasyong ibinabahagi ng mga nagbalik-loob sa pamahalaan upang matukoy ang mga nakatagong armas at maiwasan ang anumang banta sa seguridad. Dahil dito, patuloy naming hinihikayat ang publiko na makipagtulungan sa kapulisan para sa kapayapaan at kaligtasan ng ating mga komunidad,” he added.

The operation supports the PNP Focused Agenda, particularly Enhanced Managing Police Operations, which strengthens intelligence-driven efforts to locate concealed weapons and prevent security threats. This priority underscores the PNP’s commitment to decisive, lawful police action in protecting the public.

As the PNP intensifies efforts to recover concealed weapons and prevent the misuse of explosive materials under the directive of President Ferdinand R. Marcos Jr., it assures the public of its commitment to “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

The first operation was conducted on October 20 in Barangay Silanga, Tangub City, Misamis Occidental, where police apprehended two Filipino men of legal age and seized a truck carrying ci******es valued at approximately ₱6.49 million. The suspects and seized items were brought to the Tangub City Police Station for documentation and proper disposition, with the ci******es and vehicle set for turnover to the Bureau of Customs (BOC).

In a separate operation on October 21 in Barangay Poblacion, Malangas, Zamboanga Sibugay, authorities arrested another Filipino man of legal age and confiscated 100 master cases of assorted ci******es worth an estimated ₱5.73 million. The suspect and seized items were brought to the Malangas Municipal Police Station pending turnover to the BOC.

Meanwhile, an operation in Purok Logpond, Old Labangan, Labangan, Zamboanga del Sur on October 21 led to the arrest of three men, aged 31, 38, and 40, and the seizure of 448 master cases of undocumented ci******es bearing Modern markings. Authorities also seized a white Isuzu wing van allegedly used to transport the ci******es.

The confiscated ci******es and vehicle were valued at approximately ₱27.53 million. The suspects were brought to the Criminal Investigation and Detection Group (CIDG) Zamboanga del Sur Provincial Field Unit for documentation and preparation of complaints for alleged violations of applicable tax and anti-smuggling laws.

The three operations involved local police units, the CIDG, other law enforcement personnel, and the BOC, highlighting the importance of inter-agency coordination in addressing the transport and distribution of undocumented goods.

PGEN Nartatez emphasized that the PNP will continue working with partner agencies to prevent smuggling and ensure that those involved are held accountable in accordance with the law.

“We will continue to work with our partner agencies to address smuggling and protect legitimate businesses. Mahalaga na maayos ang ating koordinasyon at nasusunod ang batas, habang tinitiyak na ang lahat ng hakbang ay naaayon sa tamang proseso,” the Chief PNP said.

These operations support President Ferdinand R. Marcos Jr.’s efforts to strengthen law enforcement and protect legitimate economic activity. They are also in line with the PNP Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), which promotes coordinated and accountable police action.

The PNP remains committed to carrying out its mandate through Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman, strengthening public safety, supporting lawful trade, and ensuring that police service remains responsive to the needs of the Filipino people.

PNP ARRESTS WOMAN IN AURORA; SEARCH FOR MISSING TWINS CONTINUES

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police authorities have arrested a woman in Aurora in connection with a suspected child trafficking case involving eight-month-old twin boys who remain missing, as investigators pursue leads that could help bring the infants back to their family.

The 32-year-old suspect was arrested on October 19 in Barangay 2, San Luis, Aurora, following an investigation initiated after the twins’ maternal grandmother sought police assistance over the transfer of the children’s custody.

The case was investigated by personnel of the National Capital Region Police Office (NCRPO), particularly the Women and Children Protection Desk of the Taguig City Police Station, with assistance from social welfare authorities.

Initial investigation showed that the children’s mother had reportedly met the suspect through social media. Investigators also uncovered financial transactions allegedly made by the suspect to the mother before the twins were transferred into the suspect’s custody.

Police later secured information that helped identify and locate the suspect in Aurora.

However, the twins were not found during the operation. The suspect allegedly told investigators that the infants had already been turned over to a couple in Bulacan. Police are now validating this information and working to determine the twins’ exact whereabouts.

Two other children, including a six-month-old infant, were also found at the residence. They were immediately placed under the protective custody of the San Luis Municipal Social Welfare and Development Office while authorities verify their identities and circumstances.

The suspect is being investigated for possible violations of Republic Act No. 9208, as amended by Republic Acts Nos. 10364 and 11862, or the Anti-Trafficking in Persons Act, and Republic Act No. 7610, or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act. She was informed of her constitutional rights.

Chief PNP PGen Nartatez stressed that the arrest is only one part of the police response, with the immediate priority being the safe recovery of the missing children.

“Ang pinakamahalaga ngayon ay mahanap natin ang dalawang bata. We have a person in custody, but our work does not end there. Every lead has to be checked, every information has to be verified, and we will coordinate with the right agencies until we know where these children are,” PGen Nartatez said.

He also emphasized that the investigation must establish the circumstances surrounding the transfer of the children and identify those who may have played a role.

The PNP is coordinating with concerned law enforcement and social welfare agencies to locate the twins, verify the information regarding their alleged transfer to Bulacan, examine relevant financial and digital records, and determine the possible participation of other individuals.

The operation demonstrates the PNP’s continuing commitment to protect children and other vulnerable sectors, consistent with the priorities of President Ferdinand R. Marcos Jr. and aligned with the PNP Focused Agenda under Enhanced Managing Police Operations (EMPO), particularly through coordinated and responsive police action based on verified information.

As the search continues, the PNP calls on anyone with credible information on the whereabouts of the missing twins to immediately coordinate with authorities and avoid spreading unverified information that could compromise the children’s safety or the ongoing investigation.

The PNP remains committed to pursuing every lawful lead until the children are safely recovered, in keeping with its continuing mission of delivering a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

KOREAN WATCH-LIST SUBJECT INTERCEPTED, AUSTRALIAN ARRESTED IN SEPARATE PNP ACTIONS

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police personnel swiftly acted on two separate incidents in Pampanga and Manila, resulting in the interception of a Korean national subject to an existing arrest warrant and the arrest of an Australian national following a disturbance at a barangay hall.

On October 20, personnel of the Bureau of Immigration and the Clark International Airport Police Station (CIAPS), Aviation Security Enforcement Unit 3, intercepted a Korean national in Clark Freeport Zone, Mabalacat City, Pampanga, after verification showed that he was included in the Bureau of Immigration Watch List.

The interception was carried out pursuant to a Warrant of Arrest issued in connection with an estafa case, with bail recommended at ₱30,000.00. He was subsequently placed under the custody of the concerned police unit for proper disposition.

The timely action highlights the importance of coordination between immigration and police authorities in identifying persons subject to existing legal processes and ensuring their proper referral to the appropriate authorities.

In a separate incident in Manila, police officers from Dagonoy Police Community Precinct of Police Station 6, Manila Police District, responded to a reported disturbance at a barangay hall in Barangay 767, Sta. Ana, on October 19.

Initial investigation showed that Australian national allegedly went to the barangay hall and challenged barangay personnel to a fistfight while shouting and uttering insulting words. When responding police officers arrived, he allegedly continued the disturbance and challenged them to a fight, prompting the officers to intervene and arrest him.

He was brought to Police Station 6 for proper disposition in connection with the reported violations of Articles 151 and 155 of the Revised Penal Code.

Chief PNP PGen Nartatez emphasized that police effectiveness is measured not only by how quickly officers respond, but also by how professionally they handle situations once they are on the ground.

“Kapag nasa Pilipinas ka, foreign national man o Filipino, we all have to respect and follow our laws. If police assistance is needed, we will respond and do what is necessary—but we will always remain fair, professional, and respectful. Ang mahalaga, maayos ang sitwasyon at nasusunod ang tamang proseso,” PGen Nartatez said.

He stressed that police intervention should help bring situations under control without unnecessarily adding tension.

The two incidents were handled through coordination among police units, the Bureau of Immigration, airport authorities, and local government personnel, reflecting the PNP's continuing emphasis on timely information-sharing and appropriate police intervention.

The operations are consistent with the PNP Focused Agenda, particularly Enhanced Managing Police Operations, which calls for responsive, coordinated, and lawful police action based on the circumstances of each case. These efforts likewise support the administration's continuing public safety objectives under President Ferdinand R. Marcos Jr.

By responding promptly while keeping interventions measured, lawful, and respectful of the rights of all concerned, the PNP continues to strengthen public trust and advance its commitment to a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
