NO TO FLOATING STATUS! IPAGLABAN ANG DECENT WORK AT SECURITY OF TENURE!

Ngayong World Day for Decent Work, naghain ang MAKABAYAN BLOC sa pangunguna nina Kabataan Party-list Rep. Renee Co, Gabriela Women’s Party Rep. Sarah Elago, at ACT Teachers Party-list Rep. Antonio Rinio ng House Bill No. 11642, o “Prohibition of Floating Status and Protection of Employment Continuity Act.”

Para sa BPO workers, hindi matatawag na decent work ang trabahong walang seguridad sa tenure kung saan maaaring ilagay ang manggagawa sa floating status, mawalan ng sahod at benepisyo, at paghintayin nang walang katiyakan para sa redeployment.

Sa ilalim ng panukala, ipinagbabawal ang floating status, off-detail, standby, forced or involuntary leave without pay, at iba pang kahalintulad na sistema na maaaring gamitin upang labahin ang seguridad sa trabaho. Itinutulak din nito ang redeployment at retraining bago tuluyang tanggalin ang isang manggagawa.

WATCH: ACT Teachers Party-list Rep. Antonio Tinio OBJECTS the amendments to the 2027 General Appropriations Bill (GAB), asserting that the Budget Amendments Review Sub-committee (BARSc) should publish all amendments and the list of proponents.

Kompensasyon para sa mga DepEd teachers na tutor under ARAL Program! 👩‍🏫✊

ACT Teachers Party-list Rep. Antonio Tinio proposal for the funding of ARAL Program:

This representation supports the proposed P6.6-billion budget of DepEd for the implementation of the ARAL Program. This representation also proposes the following amendment to the DepEd-proposed special provision to ensure that DepEd teachers who will teach in the ARAL Program will be compensated:

Academic Recovery and Accessible Learning (ARAL) and Other Learning Recovery Programs. The amount of Six Billion Six Hundred Eighteen Million and Eight Hundred Eighty Six Thousand Pesos (P6,618,886,000) appropriated herein under the Academic Recovery and Accessible Learning (ARAL) Program shall be used for learning recovery interventions, including ARAL Program, summer learning programs, remediation classes, enrichment programs, learning camps, and other initiatives designed to address learning gaps and improve learner outcomes, subject to DepEd guidelines and applicable laws, rules, and regulations.

The funds may be used for the development, procurement, reproduction, and distribution of learning resources; compensation of DepEd teachers teaching in the ARAL Program, engagement of tutors and support aides; conduct of training, capacity-building, monitoring and evaluation activities; program management and implementation support expenses, including meals and other necessary expenses; and other such other expenses necessary for the effective implementation of learning recovery programs, subject to applicable laws, rules and regulations.

SWELDO NG G**O ITAAS, 50K DAPAT! 👩‍🏫✊

Noong June 30, 2025, unang araw ng 20th Congress, finile na ang kinatawan na ito ng ACT Teachers Partylist ang House Bill No. 203 para itaas ang entry-level salary ng mga g**o sa P50,000 per month. Sunod nating pinanukala ang House Bill Nos. 8968 at 8969 para naman itaas din sa P50,000 ang minimum na sahod ng mga g**o sa private sector at higher education institutions. Ngunit hanggang ngayon ay hindi pa rin dinidinig ng Kongreso.

Ang mga pulis at militar, mahigit P41,000 ang natatanggap–P31,000 minimum salary pero mayroon silang P10,000 per month na subsistence allowance.

Samantala, ang public school teacher, P31,705 lamang ang sahod kada buwan. Wala pa rito ang mga kaltas sa PhilHealth, GSIS, PAGIBIG. Kulang ang sahod, kaya napipilitang mangutang, kaya marami rin sa mga g**o, P5,000 lang ang take home pay dahil sa pagbabayad sa mga utang na ito.

Mr./Mdm. Speaker, tumataas ang presyo ng mga bilihin samantalang nakapako sa mababa sahod ng ating mga g**o, gayundin ng mga manggagawa at kawani ng gobyerno. Kagyat ang pangangailangang itaas ang minimum na sahod ng mga g**o sa P50,000.

P2500 PERA HINDI SAPAT, GAWING P5000! ✊

Noong 2016 pa pinapanawagan ng mga g**o na itaas ang PERA patungong P5,000. Noong 2009 pa ito huling naitaas patungong P2,000. Hindi katanggap-tanggap para sa mga g**o at kawani ng pamahalaan na matapos ang 17 years ay P500 lang ito itataas.

Sa ilalim ng panukalang pambansang budget ng Malacanang, P11.79 bilyon ang inilaan para itaas ang PERA—sapat para sa P500-increase lamang. Nasa isang makasaysayang punto ang Kongresong ito. Didinggin ba ng Kongresong ito ang lehitimo at makatarungang panawagan ng ating mga g**o at iba pang government employees na itaas ang PERA sa P5,000 per month, o ipapako ba ng Kongresong ito sa P500-increase lamang?

Noong nakaraang linggo lamang, ay nagsumite ang kinatawang ito at ang Alliance of Concerned Teachers sa tanggapan ni Speaker Bojie Dy ng petisyon na may 320,000 na pirma para itaas sa P50,000 ang sahod ng mga g**o at itaas ang PERA sa P5,000 kada buwan.

Mr./Mdm. Speaker, nagawa ng Marcos administration na laanan ng P40 bilyon para itaas ang subsistence allowance ng militar at pulis patungong P10,000 per month, bakit natin binabarat ang 2 milyong government employees sa panawagang itaas ang PERA? Para maitaas kailangan natin ng P70.77 bilyon. Maaari nating i-realign ang P62.62 bilyong President’s LGU Pork (P58.8 bilyon sa NEP plus P4.09 bilyong dagdag ng BARSc) para punan ang kulang na P59 bilyon para maitaas sa P5,000 ang PERA.

Pondo para sa sweldo at benepisyo ng mga g**o at kawani, hindi sa korapsyon! 🗣️ ✊

Naitulak natin ang dagdag sa Personnel Economic Relief Allowance (PERA), pero kulang na kulang. Habang bilyon-bilyon ang inilaang pondo para sa pork barrel, flood control, at ayuda.

Patuloy nating ipaglalaban ang substantial increase sa PERA, at ang disente at nakabubuhay na sweldo!

IMBESTIGAHAN ANG EPEKTO NG SUPER EL NIÑO SA MAGSASAKA AT MANGINGISDA!

Naghain ang MAKABAYAN BLOC (KABATAAN PARTYLIST, Gabriela Women's Party. ACT Teachers Party-List) ng House Resolution No. 1496 upang igiit ang imbestigasyon sa epekto ng Super El Niño sa kabuhayan ng mga magsasaka at mangingisda, gayundin sa tugon at mga hakbang ng pamahalaan upang tugunan ang epekto nito.

Hindi dapat mapabayaan ang mga sektor na unang tinatamaan ng matinding init at mga sakuna. Sa harap ng banta ng Super El Niño, kailangang matiyak ang agarang suporta at konkretong hakbang para maprotektahan ang kabuhayan at pagkain ng mamamayan.

Itinutulak ng Makabayan bloc ang isang masusing imbestigasyon upang matukoy ang lawak ng epekto sa mga magsasaka at mangingisda at masuri kung sapat at napapanahon ang mga hakbang ng pamahalaan.
