We are excited to share that LinkBuild is currently developing an Incremental Housing Project in Talisay City, Cebu, in partnership with the Kimba Cansojong Homeowners Association (KCHAI).
Last March 27 and 28, our team met with the community officers and members to present the project concept. We are happy to announce that the KCHAI community has officially approved the design and approach!
Why Incremental Housing?
For many urban families, a large, one-time investment in a home is often out of reach. Incremental housing changes that by allowing families to build and improve their homes gradually, based on their needs and available resources.
This approach is especially impactful for families who have access and have secure land tenure but limited access to traditional financing. By recognizing how families already build and adapt their own living spaces, we can lower costs while ensuring high-quality, sustainable housing solutions.
Advocating for Change
This model is more than just a project; it is an approach that CSOs like LinkBuild are currently advocating for the government to adopt. We are encouraged to see that these efforts are being met with a positive response, paving the way for more inclusive housing policies in the future.

VOLUNTEER OPPORTUNITIES
We ( LinkBuild and the Technical Assistance Movement for People and Environment, Inc., Inc.) are in need of enthusiastic technical volunteers to assist us in doing rapid structural assessment of housing units for retrofitting and redevelopment at a specific community in Barangay Canumay East, Valenzuela City.
The volunteers will be involved in a range of technical tasks, including photo documentation, sketches, measuring house parts/areas, drafting as-built plans, cost estimation, and material specification, among others.

On November 25, 2025, LinkBuild Inc. launched its pilot project, the Short-term Loan Financing Facility for Incremental Housing Development. This initiative is being implemented in partnership with the United Libis Homeowners Association (ULHOA) in Barangay Canumay East, Valenzuela City. ULHOA is a member of the Homeless People's Federation Philippines.
The program aims to provide immediate, short-term, and affordable financial access to low-income community members. It is a community-managed initiative designed to enable the creation of safe, sustainable, and dignified housing, empowering communities to improve their living conditions over time.
As part of the project’s preparation phase, LinkBuild conducted a series of capacity-building activities. These included Construction Basics: Basic Plan Reading & Materials Familiarization, Community-Based Procurement, and Financial System for Procurement and Loan Collection. These sessions equipped ULHOA members with the skills and knowledge necessary to effectively manage the project. Additionally, for this pilot project, LinkBuild provided technical assistance by preparing and supplying construction plans, including cost estimates, and conducting site visits for technical inspections.
In line with the community-managed approach, ULHOA is responsible for key activities and transactions related to the project. These include procuring construction materials, managing warehousing, monitoring daily construction activities, preparing payrolls, and handling financial reporting. LinkBuild continues to provide guidance to ensure these processes are carried out efficiently and align with the project plan.
Currently, the construction of the housing unit is ongoing and is expected to be completed by February 2025.

Congratulations to LUCKY GENHILLS HOMEOWNER'S ASSOCIATION, INC. (LGHAI), LinkBuild’s partner in piloting a solution for communities to secure land by providing access to short-term loans.
On June 23, 2024, LinkBuild and LGHAI signed a loan contract. And finally, on June 27, 2024, LGHAI paid for the land in full.
LGHAI is a small community with 9 members located in the Tala Area of North Caloocan. They put in a down payment for the land and had intended to complete the purchase of their 343 sq.m. property through the Community Mortgage Program, but could not proceed further. Their mobilizer, Kalinga sa Pagunlad, approached LinkBuild seeking for alternative solutions to secure the land they had already invested in.
LinkBuild is piloting this Short-Term Financing (STF) facility as part of its initiative to find innovative solutions for small or pocket communities that are seeking to access financing after putting in a down payment from their own savings.
In the future, we hope this facility can progress to further address other community needs related to land acquisition processes, involving smaller loan amounts for purposes such as DAR conversion, transfer of title to HOA, individual titling, and more.

The United Reming Victims Homeless Association (URVHAI), together with the Philippine Alliance (Homeless People's Federation Philippines, Inc., Philippine Action for Community-led Shelter Initiatives, Inc., Technical Assistance Movement for People and Environment, Inc. and LinkBuild, Inc. ) met with Daraga Mayor, Hon. Carlwyn Baldo on 12 December 2022 to present the planned housing project for members of URVHAI and to explore further partnership with the local government.
