The Office of the AFP Sergeant Major was activated as a Personal Staff at GHQ, AFP pursuant to General Orders Number 136, GHQ AFP dated 21 October 1969.

The primary function of the AFP Sergeant Major is to advice the CSAFP in the formulation of Plans, Programs and Policies for the military professionalism of Enlisted Personnel. The four (4) SNCOs, incoming students of Master in National Security Administration (MNSA) Regular Course 62, paid a courtesy call to FCMS Feliciano M Lazo (Inf) PA, Sergeant Major AFP, today, 28 May 2026 at the Office of Sergeant Major, AFP prior thier Opening of the Class.

During the engagement, FCMS Lazo underscored the importance of professional military education, leadership development, and continuous self-improvement in strengthening the Armed Forces of the Philippines. He emphasized that the pursuit of higher learning and strategic education is not solely for personal advancement, but a commitment to enhance the capability, readiness, and effectiveness of the AFP in service to the Filipino people.

The activity reflects the organization’s enduring commitment to developing competent, adaptive, and mission-oriented leaders capable of addressing the evolving challenges in the national security environment.The AFPSM likewise thanked the Department of National Defense for the inclusion or allowing Senior NCOs to undergo said prestigious strategic course.

AFP–INDOPACIFIC Senior Enlisted Collaboration

The Senior Enlisted Advisor to the Commander of INDOPACIFIC (SEAC), Sergeant Major Eric D Cook, USMC, together with his delegation, conducted a series of Senior Enlisted Leader (SEL)-to-SEL collaboration engagements with the AFP Sergeant Major, FCMS Feliciano M Lazo, PA, from 28 April to 02 May 2026.

The engagements covered key AFP Special Operations Forces (SOF) units, operational bases, and training institutions, including the Training and Doctrine Command (TRACOM), the 710th Special Operations Wing (710th SPOW), Force Reconnaissance Regiment, and Philippine Fleet. The delegation also paid tribute to history through visits to the World War II Memorial and World War II Monument.

Discussions focused on enhancing operational interoperability and advancing Non-Commissioned Officer (NCO) career development, underscoring the vital role of senior enlisted leadership in building adaptive, mission-ready forces in the Indo-Pacific region.

The activity forms part of the approved SEL-to-SEL engagement program with NCO schools, aimed at strengthening leadership capabilities through the exchange of best practices and professional experiences, while reinforcing the enduring partnership between the Armed Forces of the Philippines and the United States.

(OSMAFP) actively participated in the Senior Enlisted Leaders Symposium (SELS), held in conjunction with the RP–Balikatan Exercise 2026 at Camp General Emilio Aguinaldo in Quezon City.

The symposium brought together senior enlisted leaders from the Armed Forces of the Philippines, the United States Armed Forces, and allied partner nations. It served as a platform for meaningful discussions on leadership, operational experiences, and the exchange of best practices in joint and combined operational environments.

As part of the program, participants conducted a cultural visit to Intramuros, exploring key historical landmarks such as Fort Santiago, Plaza de Armas, the Fort Santiago Dungeon, the White Cross, Manila Cathedral, San Agustin Church, and Casa Manila.

In his closing remarks, AFP Sergeant Major FCMS Feliciano M. Lazo commended both the participants and organizers for the successful conduct of the first Senior Enlisted Leaders Symposium across the Indo-Pacific under the annual RP–U.S. Balikatan Exercises. He emphasized that the engagement reaffirmed OSMAFP’s commitment to professional excellence, leadership development, and regional security cooperation—ensuring that the enlisted corps remains capable, adaptive, and mission-ready in support of the AFP’s mandate.

The Office of the Sergeant Major, AFP proudly conducted the AFP Senior Enlisted Leaders Forum (AFPSEL) 2026 with the theme: AFPSEL: Strengthening Soldiers’ Professionalism and Unity Beyond Service to the Nation.”

Participated in by 132 Senior Enlisted Leaders from different Major Services (Army, Navy, PAF) including Philippine Coast Guard and from USSOF and Australian Defense Force Senior Enlisted Leaders. Held from 14 to 17 April 2026 at the Western Mindanao Command (WESTMINCOM), this significant gathering brought together senior enlisted leaders to discuss pressing issues and concerns of enlisted corps thru formulations of proposed policies that reinforce the core values of discipline, leadership, and unity within the Armed Forces of the Philippines.

The activity was led by FCMS Feliciano M. Lazo (Inf) PA, whose leadership and guidance greatly contributed to the success of the event. The activity emphasized the vital role of enlisted personnel in fostering professionalism, strengthening camaraderie, and upholding a shared commitment to service that extends beyond the call of duty.

Through collaboration, leadership development, and standardized evaluation, AFPSEL 2026 continues to shape a more resilient, cohesive, and mission-ready force dedicated to safeguarding the nation.
