As part of its continuing commitment to community development and education, the Power Sector Assets and Liabilities Management Corporation (PSALM) conducted a Corporate Social Responsibility (CSR) activity on 28 May 2026 by transferring retired but functional desktop computers to two (2) public schools in Baleno, Masbate.
A total of twenty (20) retired desktop computers were donated, with ten (10) units each turned over to Batuila Integrated School and Catalino M. Esquilona Elementary School, represented by Principal Rodolfo M. Brimon Jr. and Principal Myra S. Candidato, respectively. The units are expected to enhance the schoolsโ access to technology, benefiting both students and teachers by supporting digital learning and improving the delivery of educational services.
A turnover ceremony was held at the PSALM office, along with the signing of acceptance documents, reflecting the shared commitment of PSALM and the recipient schools to maximize the use of these resources for the benefit of learners and the wider school community.
The activity forms part of PSALMโs long-standing Corporate Social Responsibility Program, which promotes community empowerment through improved access to technology and capacity-building initiatives. Since 2010, PSALM has consistently implemented computer transfer and donation activities as part of its regular CSR efforts, helping expand learning opportunities and enhance service delivery in communities across the country.
Through programs such as this, PSALM continues to reaffirm its commitment to creating meaningful impact beyond its corporate mandate by supporting initiatives that foster learning, digital inclusion, and community development.

The Power Sector Assets and Liabilities Management Corporation (PSALM), led by Vice President for Finance Mr. Manuel Marcos M. Villalon II, formally received the Philippine Good Regulatory Principles (PGRP) Regulatory Excellence Bronze Award during the Recognition and Engagement Forum for the Phase II Implementation of the PGRP Recognition and Awards Program (RAP) held on 25 May 2026 at the Transformation Hub, UP Ayala Land Technohub in Diliman, Quezon City.
Out of 14 nominated national government agencies and GOCCs, PSALM emerged as the sole awardee of the prestigious PGRP Regulatory Excellence Bronze Awardโ the highest honor conferred by ARTA during the PGRP RAP Phase 2.
It is noted as well that PSALM is the only energy sector agency included among the nominees, underscoring its distinct role in promoting good governance and policy excellence in the power sector. This award recognizes the Corporationโs exceptional efforts to advance innovation, accountability, and responsiveness in regulatory management, while strengthening transparent, proportionate, and evidence-based governance in public service delivery.
In his acceptance message, Mr. Villalon II expressed PSALMโs gratitude to ARTA, noting that the award affirms the Corporationโs continuing commitment to effective and citizen-centered public service. He emphasized that regulations serve as instruments of public trust and national development, ensuring that the benefits of energy reforms reach all Filipinos.
He underscored PSALMโs mandate in administering the Universal Charge, particularly the Universal Charge for Missionary Electrification (UC-ME), which supports reliable and affordable electricity for off-grid and underserved communities and promotes inclusive countryside development. He also highlighted the Universal Charge for Renewable Energy Developersโ Cash Incentive (UC-REDCI), which provides financial incentives to renewable energy developers in missionary areas, advancing cleaner and more sustainable energy solutions.
Mr. Villalon II likewise reaffirmed PSALMโs commitment to the proper collection, transparent management, and strict utilization of Universal Charge funds. He noted the implementation of Late Remittance Interest Charges (LRIC), an Energy Regulatory Commission-approved mechanism, as part of efforts to strengthen accountability while considering operational realities faced by electric cooperatives, particularly in remote and vulnerable areas.
During the same event, PSALM also received a Certificate of Participation, formally accepted by Mr. Rey Evince R. Valencia, Manager of the Controllership Department, concurrent Acting Manager of the Strategic Communications and Performance Management Office, and Chairperson of the PSALM Committee on Anti-Red Tape (CART).
He highlighted PSALMโs participation in Regulatory Impact Assessment (RIA) trainings, internal capacity-building initiatives, and stakeholder consultations conducted across Luzon, Visayas, and Mindanao to support policy improvement.
He likewise shared institutional best practices, including Enterprise Risk Management (ERM) integration, sustained ISO 9001:2015 certification, and established feedback mechanisms that strengthen service delivery and regulatory responsiveness.
Mr. Valencia also identified key implementation challenges, including the need for stronger RIA capacity, multi-level approvals, and lengthy regulatory timelines. In response, PSALM continues to institutionalize RIA processes, strengthen technical capability, and deepen compliance with the Philippine Good Regulatory Principles framework.
The PGRP Recognition and Awards Program recognizes government agencies that demonstrate excellence in regulatory management and uphold the principles of effective, efficient, and responsive governance in support of the Ease of Doing Business and Efficient Government Service Delivery Act.

The Power Sector Assets and Liabilities Management Corporation (PSALM), together with the National Power Corporation (NPC), successfully conducted a six-day Information and Education Campaign (IEC) in selected municipalities and cities in Bulacan in May 2026, in line with its commitment to strengthening public awareness and disaster preparedness among communities surrounding Angat Dam.
The IEC was held in Malolos (May 11), Bustos (May 12), Norzagaray (May 13), Plaridel (May 14), Baliwag (May 19), and Angat (May 20), with the participation of local government units, disaster risk reduction and management offices, and community stakeholders from areas surrounding Angat Dam or affected by its operations.
In collaboration with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the Metropolitan Waterworks and Sewerage System (MWSS), the National Irrigation Administration (NIA), and the Bulacan Provincial Disaster Risk Reduction and Management Office (PDRRMO), the IEC sessions focused on enhancing public understanding of Angat Dam operations, including flood forecasting and dam discharge warning systems, PAGASA weather systems and hydrometeorological hazards, Ipo and Bustos Dam operations, as well as orientations on disaster risk reduction and basic life support.
Through this initiative, PSALM and NPC continue to work hand in hand with partner agencies, local government units, and communities to promote awareness, preparedness, and public safety in areas surrounding Angat Dam.
