PNP STATEMENT
The Philippine National Police (PNP), through its Health Service, provides the following update on the condition of former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan.
Mr. Bonoan has been under the care of the PNP General Hospital since the evening of June 1, 2026, for medical evaluation and appropriate management.
Based on the latest assessment of the PNP Health Service, he is currently conscious, coherent, and oriented. He has no complaints of headache, dizziness, or any immediate distress at this time. He remains under close observation by the hospitalโs medical team and continues to receive appropriate medical attention. Necessary diagnostic procedures are being undertaken to further guide his treatment and ensure comprehensive care.
The PNP likewise confirms that security measures and custodial protocols remain in place throughout his confinement at the hospital.
Further updates will be issued as developments warrant.

PNP ARRESTS WANTED R**E FUGITIVE AFTER NEARLY A DECADE ON THE RUN
The Philippine National Police (PNP), under the leadership of PNP Chief, Police General Jose Melencio C. Nartatez Jr., successfully arrested a 75-year-old male wanted for r**e in relation to Republic Act No. 7610 after nearly a decade of evading law enforcement. The arrest was carried out during a manhunt operation on May 31, 2026, in Barangay Sorioan, Salcedo, Ilocos Sur.
The suspect, a Filipino senior citizen and resident of Allacapan, Cagayan, was apprehended by virtue of a warrant of arrest issued by Branch 33 of the Regional Trial Court in Ballesteros, Cagayan, which carries no bail recommended.
The operation was conducted by the Joint Manhunt Charlie Tracker Team of the Allacapan Municipal Police Station, in coordination with the Salcedo Municipal Police Station, the Provincial Intelligence Unit of the Cagayan Police Provincial Office, the Philippine Highway Patrol GroupโCagayan, and the 2nd Cagayan Provincial Mobile Force Company.
The arrested individual was included in the baseline list of wanted persons of the Cagayan Police Provincial Office and remained a priority target due to the long-standing warrant of arrest.
The PNP Focus Agenda, a reform framework aimed at improving police service delivery and strengthening operational effectiveness, highlights enhanced police operations management as a key priority, particularly in the sustained campaign against wanted persons through intelligence-driven tracking and validation efforts.
PNP Chief PGEN Jose Melencio C. Nartatez Jr. stressed the importance of sustained law enforcement action.
โWe will continue to pursue individuals with outstanding warrants to ensure that justice is served,โ he said.
โHindi natin pinapalampas ang mga kaso na matagal nang naghihintay ng hustisya; tuloy-tuloy ang aming pagtugon dito,โ he added.

PNP RAMPS UP RAINY SEASON PREPAREDNESS AS SUMMER SEASON OFFICIALLY ENDS
With the summer season officially concluded, the Philippine National Police (PNP) has shifted its full attention toward strengthening preparedness and response measures in anticipation of the rainy season and possible tropical cyclones that may affect different parts of the country.
PNP Chief, Police General Jose Melencio C. Nartatez Jr., assured the public that all police regional offices and units nationwide are now on heightened readiness, underscoring that disaster response remains a fundamental part of police service alongside its mandate on peace and order.
โHanda po ang PNP sa anumang hamon ng panahon. Ang bawat pulis ay hindi lamang tagapagpanatili ng seguridad kundi katuwang sa pagprotekta ng buhay ng ating mga kababayan, lalo na sa oras ng sakuna. We stand as one organizationโkumikilos nang mabilis, tapat, at nararamdaman ng mamamayan,โ PGen Nartatez said.
He further stressed that these preparations are aligned with the directive of President Ferdinand R. Marcos Jr. for all government agencies to remain proactive, coordinated, and responsive in safeguarding communities, especially those in high-risk and disaster-prone areas.
In preparation for possible severe weather disturbances, the PNP has activated Disaster Incident Management Task Groups in vulnerable areas and placed police units nationwide on full disaster response status. Command posts have been readied, coordination with local disaster management offices has been strengthened, and communication lines are being continuously monitored to ensure a timely and organized response.
The PNP has also reinforced early warning and public alert measures, heightened police visibility, and prepared for preemptive evacuations in high-risk communities. Search and rescue assets, including rubber boats, flotation devices, medical kits, and communication equipment, are on standby for immediate deployment. During weather-related emergencies, police units will assist in evacuations, conduct search and rescue operations, provide humanitarian assistance, and reinforce heavily affected areas as needed.
The PNP leadership said these initiatives form part of the organizationโs continuing Focused Agenda, particularly under Enhanced Managing Police Operations, which emphasizes readiness, coordination, and swift response in times of emergencies while strengthening community partnership.

PNP REPORTS 26% DROP IN FOCUS CRIMES, MAY 2026 HITS LOWEST LEVEL
The Philippine National Police (PNP) reported a sustained improvement in the countryโs crime environment, with focus crime incidents steadily declining over the five-month period from January to May 2026, culminating in the lowest recorded figure in May at 2,149 incidents.
PNP data shows that focus crimes started at 3,094 incidents in January, slightly decreased to 2,832 in February, rose to 3,268 in March, and dropped again to 2,877 in April before falling sharply to 2,149 in May. The overall trend reflects a general improvement in peace and order conditions despite monthly fluctuations, with May marking the most significant drop during the period.
Compared to the same period last year, focus crime incidents in May 2026 were lower by 746 cases or 25.77% from 2,895 incidents, underscoring continued gains in law enforcement efforts and community cooperation nationwide.
Key crime categories also recorded notable decreases. Murder cases went down from 335 to 270, physical injuries dropped from 431 to 279, and r**e cases posted a significant reduction from 763 to 280. Robbery declined from 249 to 233, while theft decreased from 878 to 818. Carnapping of motor vehicles remained unchanged at 14 incidents.
This trend is seen as a result of sustained police visibility, targeted operations, and strengthened coordination with local communities and partner agencies.
PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the downward trend reflects the continued commitment and coordination of police units across the country, while reminding personnel to remain alert and consistent in their duties.
โMaganda po ang ipinapakita ng ating datos, pero hindi ito panahon para magpakampante. Tuloy-tuloy ang ating pagbabantay at paglilingkod sa komunidad para masigurong ramdam ng ating mga kababayan ang kapayapaan sa kanilang paligid,โ he said.
He added that the progress is the result of collective efforts of police personnel, local partners, and the public who continue to support law enforcement initiatives.
โAng tagumpay na ito ay hindi lang para sa PNP kundi para sa lahat ng nakikiisa sa ating layunin na mapanatili ang kapayapaan. Patuloy po tayong magtutulungan para sa mas ligtas na pamayanan,โ he added.
The PNP said the sustained decline in focus crimes aligns with its Focused Agenda, particularly under Enhanced Managing Police Operations, which emphasizes proactive deployment, data-driven policing, and strengthened operational response. This is also in line with the public safety direction of President Ferdinand R. Marcos Jr. to ensure safer and more secure communities that support national development.

PNP ENSURES FAIR, PROFESSIONAL IMPLEMENTATION OF COURT-ISSUED ORDERS
The Philippine National Police (PNP) reaffirmed its commitment to the impartial enforcement of the law following the implementation of arrest and custody procedures involving several high-profile personalities implicated in cases arising from alleged irregularities in government flood control projects.
During a press briefing at the Criminal Investigation and Detection Group (CIDG) Headquarters on June 1, 2026, Department of the Interior and Local Government (DILG) Secretary Juanito Victor โJonvicโ Remulla confirmed that authorities implemented warrants issued by the Sandiganbayan against several respondents facing plunder and graft charges in connection with the ongoing investigation. He emphasized that all law enforcement actions were carried out in accordance with established legal procedures and with full respect for due process.
In line with the court-issued orders, CIDG personnel implemented the warrant of arrest against Senator Jinggoy Estrada and conducted the corresponding processing procedures in accordance with existing protocols.
Meanwhile, former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan and another respondent voluntarily submitted themselves to the custody of the Philippine National Police following the issuance of the court orders. Other respondents separately presented themselves before the Sandiganbayan in compliance with the directives of the court.
PNP Chief, Police General Jose Melencio C. Nartatez Jr., underscored that the organization remains guided by professionalism, accountability, and respect for the rule of law in carrying out its mandate.
