The final day of the Joint Doctrine Advocacy & Engagement and Test & Evaluation of Doctrine Manuals at Headquarters, Visayas Command, Camp Lapu-Lapu, Cebu City, marked a meaningful 3 days of collaboration and engagement. COL ANGEL L. DE LOS SANTOS CE (GSC) PA, Director of the Joint Doctrine Development Center, delivered heartfelt closing remarks, expressing gratitude to the leadership of LTGEN FERNANDO M. REYEG PA for the full support of VISCOM. On behalf of MGEN FRANCISCO F. LORENZO JR and the JDDC team, he also thanked the participants for their time and insights, emphasizing the vital role their contributions play in enhancing the relevance and refinement of doctrine materials. He underscored the AFP’s goal of becoming a doctrine-based organization by 2028, where doctrine shapes force development, training, and systems as a whole.
The day featured the presentation of outputs by the participants, reflecting the valuable ideas and experiences shared during the activity. To honor their efforts, certificates of participation were awarded, followed by a group photo opportunity that captured the spirit of unity and professionalism throughout the event. As COL DE LOS SANTOS concluded, he reminded everyone that this is just the beginning, with more engagements ahead that will continue to rely on the same level of collaboration and commitment. “Muli, maraming salamat at mabuhay tayong lahat!”

The Joint Doctrine Development Center (JDDC), AFP Education, Training and Doctrine Command (AFPETDC) headed by COL ANGEL L DE LOS SANTOS CE (GSC) PA, officially commenced the Doctrine Advocacy & Engagement, Test & Evaluation Workshop today at VISCOM, AFP.
This initiative forms part of the ongoing doctrinal enhancement efforts to ensure that our operational concepts remain relevant, practical, and adaptable to current challenges. The event is aimed at validating and advocating key doctrine manuals through collaborative discussions, field-level feedback, and expert evaluations.
The ceremony was highlighted by the message of the Keynote Speaker COL JONES BRISAL P. OTIDA MNSA (INF) PA, Chief of Unified Command Staff, VISCOM, AFP, who emphasized the indispensable role of doctrine in ensuring unified action across all AFP units.
This week-long workshop underscores the AFP’s collective commitment to doctrinal excellence and the vital role of inter-unit collaboration in achieving mission success.

MOLDING FUTURE DOCTRINE DEVELOPERS AND WRITERS
The Joint Doctrine Development Center, AFP Education, Training and Doctrine Command (JDDC, AFPETDC) with the supervision of the Office of the Deputy Chief of Staff for Education, Training and Doctrine, J8 successfully facilitated this year’s AFP Doctrine Developers and Writers’ Training (DDWT) for Officers, Enlisted Personnel and Civilian Human Resources that ran from 28 June to 31 July 2023 through hybrid platform of learning at the Bulwagang Rizal, Jacinto Building, AFPETDC.
The one-month training consisting of five (5) modules was purposely designed to equip the participants/students with the fundamental knowledge, skills and competencies in writing AFP Doctrines. Further, the AFP DDWT 2023 aims to identify the rationale, concepts and principles of doctrine and its fundamentals, to familiarize them with the data gathering procedures and data processes in research, and to develop and apply tools and techniques in research process particularly in doctrine writing and development of doctrine manuals.
Gracing the activity were MGEN MARVIN L LICUDINE PA, Commander, AFPETDC, and MGEN NOEL D BELERAN PN(M), DCS for Education, Training and Doctrine, J8, who were represented by the Deputy Commander, AFPETDC and the Ex-O, OJ8, as Keynote Speakers during the Opening and Closing Ceremonies, respectively. Fifty-nine (59) Officers, Enlisted Personnel and Civilian Human Resources assigned and designated at the General Headquarters, Major Services and Unified Commands were conferred with certificate of completion for meeting the requirements and completing the Training. Moreover, the students with the best output were also recognized and awarded accordingly.
Having imbued with the fundamentals of doctrine development, the graduates of the AFP DDWT 2023 will significantly contribute to the current and future doctrine development projects of their respective offices/units as we endeavor to give better form to our shared goals and vision of becoming a doctrine-based AFP.

STRENGTHENING TIES WITH THE
PHILIPPINE NAVY'S DOCTRINE CENTER
A stakeholder conference was spearheaded by the Joint Doctrine Development Center (JDDC) with the Fleet-Maritime Warfare Center, Naval Education, Training and Doctrine Command (FMWC, NETDC) PN at the latter's headquarters in Naval Station Jose Francisco, Taguig City on 21 June 2023.
During the said engagement, the Center presented the list of existing joint doctrine manuals and its best practices and initiatives. More importantly, the Center advocated and highlighted the need to accredit Major Service doctrine manuals especially those doctrines that have impact on jointness. In exchange, the FMWC, NETDC, PN also acquainted the Center with the Philippine Navy's current doctrine development system and their best practices.
The stakeholder conference offers not only mutual sharing of doctrine-related practices to improve the doctrine development systems at the joint level and in the Navy but also to strengthen collaboration among the stakeholders within the AFP's doctrine community.
