SHOOTING SUSPECT, FIVE IN CARNAPPING CASE ARRESTED IN SEPARATE COTABATO INCIDENTS
Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police units in Cotabato demonstrated the value of swift and coordinated response on Friday, October 23, resulting in the arrest of six individuals in two separate incidents, including the recovery of a reported stolen motorcycle and a fi***rm.
In Midsayap, police personnel moved within minutes after receiving a report that a motorcycle had allegedly been taken by five armed men in Barangay Poblacion 6. Responding officers intercepted the suspects and recovered the reported stolen motorcycle, a .45-caliber pistol, am******on, and other items.
The suspects allegedly fired at the responding personnel during the interception, prompting the officers to return fire. One of the five suspects sustained a minor injury to the left arm and was provided medical attention. All five were subsequently placed under police custody.
Later in the afternoon, police in Libungan also responded to a reported shooting in Barangay Montay involving a 42-year-old man who was shot while riding a motorcycle. The victim sustained gunshot wounds and was immediately brought to a hospital for treatment. The responding police team pursued the fleeing suspect and arrested him shortly after the incident.
For Chief PNP PGen Nartatez, the developments underscore why police response must be both fast and disciplined, particularly when incidents are unfolding and lives may be at risk.
“We cannot always predict where a crime will happen, but we can control how prepared we are when the call comes. That is why we are pushing our units to stay connected with their communities and ready to respond when every minute counts,” PGen Nartatez said.
He said the PNP will continue to strengthen its coordination with communities and ensure that reports of crimes are acted upon without unnecessary delay.
The cases involving the five suspects in the carnapping incident are being prepared for filing under Republic Act No. 10883, or the New Anti-Carnapping Act of 2016, and Republic Act No. 10591, or the Comprehensive Fi****ms and Am******on Regulation Act. Appropriate charges arising from the shooting incident are likewise being determined based on the ongoing investigation.
The operations form part of the PNP’s continuing implementation of its Focused Agenda, particularly Enhanced Managing Police Operations, which emphasizes timely, coordinated, and accountable police action. They likewise support the administration of President Ferdinand R. Marcos Jr. in strengthening public safety and responsive government service.
With police units expected to remain ready to act when communities call for help, the PNP continues to pursue a “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

AWOL COP TAGGED AS HIGH-VALUE DRUG PERSONALITY ARRESTED IN CDO
The Philippine National Police (PNP), under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., strengthens its internal cleansing efforts following the arrest of an AWOL Police Corporal identified as a High-Value Individual (HVI) in an anti-illegal drug operation in Cagayan de Oro City on October 22, 2026.
The buy-bust operation in NHA, Barangay Kauswagan, led to the arrest of the police officer and another individual. Authorities seized approximately 0.64 grams of suspected shabu with an estimated Standard Drug Price of ₱4,352.00. The confiscated substance was submitted for forensic examination.
The arrest comes amid ongoing administrative proceedings against the officer. He was transferred to the Regional Personnel Holding and Accounting Section (RPHAS), effective October 2, 2026, after testing positive for shabu and ma*****na in a random drug test conducted on September 21, 2026. He is also facing administrative cases for Conduct Unbecoming of a Police Officer and Grave Misconduct, both under Pre-Charge Investigation, while a separate case for Grave Neglect of Duty was filed over his unauthorized and prolonged absence from duty.
PGEN Nartatez emphasized that the police uniform carries a responsibility that no officer can disregard. “No one is above the law, and no rank can shield anyone from accountability. Police officers are expected to uphold the law, not become involved in the very crimes they are sworn to prevent.”
He also stressed the value of the opportunity to serve in the police force. "Marami ang nangangarap na maging pulis, kaya nakalulungkot isipin na may iilan ding sumisira sa pagkakataong ito dahil sa pagkakasangkot sa krimen. Ang pagsusuot ng uniporme ay hindi lamang isang karangalan; ito ay isang sagradong pananagutan sa ating bayan."
The operation supports the PNP Focused Agenda, particularly Integrity Monitoring, which reinforces accountability and ensures that police officers are held to the standards expected of those entrusted to enforce the law.
As the PNP intensifies internal cleansing and strengthens accountability within its ranks under the directive of President Ferdinand R. Marcos Jr., it assures the public of its commitment to “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

FROM SHIPMENT TO STREET, PNP OPERATIONS DISRUPT OVER ₱101-M DRUG FLOW
Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police and partner law enforcement agencies disrupted the movement of more than ₱101 million worth of suspected illegal drugs in separate operations conducted across Luzon and the Visayas on October 22, stopping a significant volume of prohibited substances at different points before they could reach communities.
The biggest interception took place at a cargo facility in the Clark Freeport Zone in Mabalacat City, Pampanga, where authorities recovered approximately 19.89 kilograms of suspected ketamine concealed in two incoming parcels. The seized substances have an estimated Standard Drug Price (SDP) of ₱99.45 million.
The operation was conducted by the Clark Inter-Agency Drug Interdiction Task Group, with PDEA Region III as lead unit, in coordination with the PNP Drug Enforcement Group, Bureau of Customs, National Bureau of Investigation, and other participating law enforcement units.
The parcels had been declared as legitimate goods, but further examination, aided by a narcotics detection dog, led authorities to the suspected illegal drugs. The recovered items are now under proper custody for laboratory examination, documentation, and disposition.
In Cavite, a separate operation in Barangay Salitran 2, Dasmariñas City, resulted in the arrest of a woman and the recovery of approximately 150 grams of suspected shabu with an SDP of ₱1.02 million.
In Iloilo, police operatives from the Passi City Police Station arrested a high-value individual in a buy-bust operation in Barangay Quinagaringan Pequeño, resulting in the seizure of approximately 220 grams of suspected shabu with an SDP of ₱1.496 million.
Taken together, the operations demonstrate how sustained coordination—from cargo interdiction to local enforcement—can disrupt the movement of illegal drugs before they reach their intended destinations.
Chief PNP PGen Jose Melencio C. Nartatez Jr. said the results underscore the importance of acting on drug supply at every possible point, rather than waiting for prohibited substances to reach communities.
“What this shows is that drug interdiction cannot happen in only one place. We have to look at the entire movement—from the moment a shipment enters, to where it is stored, transported, and eventually distributed. Kaya ang trabaho natin is to close those gaps, one operation at a time, before the supply reaches our communities,” PGen Nartatez said.
The Chief PNP emphasized that these efforts are being carried out through close coordination with partner agencies and in accordance with established procedures, ensuring that enforcement operations remain grounded on the law and respect for the rights of all persons involved.
The operations are consistent with the PNP Focused Agenda, particularly its Enhanced Managing Police Operations (EMPO) component, which strengthens coordinated, intelligence-driven, and responsive police action. The continuing campaign likewise supports the peace and security priorities of President Ferdinand R. Marcos Jr., particularly the protection of communities from threats that undermine public safety.
The PNP will continue working with its law enforcement partners to prevent illegal drugs from moving through the country, strengthen interdiction efforts, and bring those involved in the illegal drug trade before the proper authorities, as part of its continuing commitment to a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

PASAY COP RELIEVED FROM POST OVER VIRAL DOMESTIC ABUSE VIDEO; FACES CHARGES
The Philippine National Police (PNP), under the leadership of Chief, PNP Police General Jose Melencio C. Nartatez Jr., has taken personnel action against a Pasay City police officer accused of domestic abuse after a video of his alleged violence against his live-in partner circulated on Facebook.
The video, uploaded on October 20, 2026, drew widespread public attention. The Pasay City Police Station promptly relieved the officer from Substation 1 at the CCP Complex and reassigned him to the District Personnel Holding and Accounting Section on October 21, 2026. His issued 9mm Pietro Beretta pistol, one magazine, and 14 rounds of live am******on were also turned over to the unit’s supply personnel.
A criminal complaint for violation of Republic Act No. 9262, or the Anti-Violence Against Women and Their Children Act of 2004, was filed before the Pasay City Prosecutor’s Office on October 21, 2026, and remained pending evaluation. Separately, a pre-charge investigation recommended administrative complaints for Grave Misconduct and Conduct Unbecoming of a Police Officer, both classified as grave offenses, for referral to the District Investigation and Detective Management Division.
The investigation cited the complainant’s sworn statement, medico-legal documents, and CCTV footage concerning alleged incidents of physical violence. The officer was directed to submit his explanation in observance of due process.
PGEN Nartatez emphasized that police personnel are bound by the same laws they are sworn to enforce. “No position or uniform exempts any police officer from accountability. Every allegation of abuse must be addressed seriously, with the appropriate disciplinary measures pursued in accordance with established rules and due process,” he said.
“Ang uniporme ay sagisag ng tungkulin at tiwala ng publiko. Dapat itong samahan ng paggalang sa kapwa at pananagutan sa bawat kilos, nasa loob man o labas ng serbisyo,” PGEN Nartatez added.
The PNP Focused Agenda provides the framework for strengthening police accountability and public trust, with Integrity Monitoring reinforcing professional standards and responsible conduct among police personnel.
As the PNP strengthens discipline and accountability under the directive of President Ferdinand R. Marcos Jr., it assures the public of its commitment to “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
