Reserve Force Development, AFP This is the official page of the ODCS for RFD, J9 MGEN GAGAN is the 35th DCS for RFD, J9. He assumed his post on July 11 2025.

The Office of the Deputy Chief of Staff for Reserve Force Development, OJ9, assists and advises the Chief of Staff of the Armed Forces of the Philippines in formulating plans and policies and all other matters pertaining to the administration, development, organization, training, maintenance, and utilization of the reserve manpower including retired/veteran members of the AFP. The Reserve Force component of the AFP is composed of able-bodied Citizen Soldiers also known as Reservists. The incumbent Deputy Chief of Staff for Reserve Force Development, J9 is MAJOR GENERAL GEROLD N GAGAN PAF.

The Armed Forces of the Philippines (AFP) participated in the Trilateral Reserve Development Working Group with the United States National Guard and the Republic of Korea (ROK) Reserve Force from 8–11 September 2026.

The engagement provided the AFP with valuable insights on reserve force development, training, recruitment, sustainment, and employment, including emerging capabilities in drone and counter-drone operations.

It also highlighted opportunities to leverage new technologies to strengthen the Reserve Force and respond to evolving defense requirements.

Through sustained international partnerships, the AFP continues to learn, adapt, and innovate toward a more capable, agile, and future-ready Reserve Forceβ€”strengthening the AFP Total Force and contributing to a credible and responsive defense posture.

𝐀𝐅𝐏 π‘πžπ¬πžπ«π―πž π…π¨π«πœπž πƒπžπ―πžπ₯𝐨𝐩𝐦𝐞𝐧𝐭 | Strengthening Regional Resilience at Exercise Trident Resolve 2026

The AFP Reserve Force Development family actively participated in the Field Training Exercise of Exercise Trident Resolve 2026, held in Banten Province, Indonesia, from 21–25 September 2026.

The AFP delegation from the Reserve Force Development contingent demonstrated the Reserve Force’s ability to provide additional manpower and specialized capabilities in support of Humanitarian Assistance and Disaster Response (HADR) operations and emerging areas such as Cybersecurity and Military Medicine.

Serving as members of the Multinational Coordination Center (MNCC), the AFP Reservists contributed to effective coordination and information sharing among ASEAN and international partners, strengthening interoperability and regional cooperation.

Their participation highlights the vital role of the AFP Reserve Force in bridging military and civilian efforts during complex humanitarian crises and advancing the Philippines’ commitment to regional resilience and collective security.

The Office of the Deputy Chief of Staff for Reserve Force Development, J9 (OJ9), AFP, led by MGEN GEROLD N GAGAN PAF, conducted State Partnership Program (SPP) engagements in Guam, USA, from 23–26 September 2026, further strengthening the enduring partnership between the Philippines and Guam.

The engagements with the Guam National Guard, U.S. military, Guam ROTC, USO, and Philippine Consulate General in Guam explored opportunities for cooperation in reserve force development, training, cyber defense, UAS capabilities, cadet development, and service-member support.

The delegation also participated in capability briefings and demonstrations highlighting various areas of defense and security cooperation, and enduring Philippines–Guam partnership.

These engagements underscore OJ9’s commitment to building stronger partnerships, enhancing interoperability, and developing a more integrated, capable, and responsive AFP Reserve Force.

Reinforcing the Whole-of-Nation approach to national defense, the Armed Forces of the Philippines (AFP), through the Office for Reserve Force Development, J9, successfully conducted the Regional Reservists Convention at Headquarters WESCOM, Camp General Artemio G. Ricarte, Puerto Princesa City, Palawan.

The convention focused on the West Philippine Sea and the expanding role of Reservists in cognitive operations, alongside briefings on the Active Duty Training Policy, Reserve Force Development thrusts, and Reserve Force Mobilization Process. Discussions also highlighted competency-based training, employment protection, public-private partnerships, and stronger coordination among the AFP, government, private sector, and other stakeholders.

The activity reaffirmed the Reserve Force as an integral component of the AFP Total Force, leveraging civilian expertise and capabilities to address emerging security challenges and underscoring that national defense is a shared responsibility.
