IPER is a Philippine-based non-government organization pioneering for the genuine democratization of governance and the empowerment of citizenry through parliamentary and electoral struggles. An update (as of May 23, 2020):

MonC underwent surgery last Monday, May 18, 2020. An infection left him unconscious in the ICU for a few days. However, being the fighter that he is, he has shown significant improvements and as of yesterday, he was already transferred to a regular room, in stable condition, recovering, and can now somehow communicate already. To date, we are still awaiting the biopsy results of the mass that was removed.

We would like to express our heartfelt gratitude to those who supported him through prayers, blood donations, and financial assistance.

We continue to ask everyone to unite with us in praying for his fast recovery and complete healing. We also appeal for financial support to help defray the costs of his hospital bills.

Para sa mga kaibigan at nakasama ni Mon Casiple, Executive Director ng Institute for Political & Electoral Reform (IPER), amin pong ipinapaalam na si Mon ay may pinagdaraanang karamdaman na nangangailangan ng kagyat na operasyon.

Noong nakaraang buwan, siya ay isinugod sa hospital dala ng matinding panghihina at internal bleeding. Pagkatapos ng ilang medical tests, may nakita ang mga Doctor na bukol sa kanyang tiyan. Kapag hindi ito matanggal ay mag dudulot ng pangamba sa kanyang kalusugan at buhay.

Dumudulog po kami sa inyo upang makibahagi ng pag suporta sa kanya. Masyadong malaki ang magiging gastusin sa operasyon at treatment at nangangailangan po ng lubos nating pakikibahagi.

House of Representative OKs on final reading the postponement of Barangay Elections.

However, the Consortium on Electoral Reforms (CER) through its Chairperson, IPER Executive Director Ramon Casiple registered opposition to the proposal for postponement during the Committee hearing at the House of Representatives. It has always been the position of CER that Congress should refrain from giving regular mandates to incumbent Barangay and SK officials by way of term extension, or worse, by putting in the hands of the president (or DILG) the power to appoint these officials. There is no extraordinary circumstance to justify the postponement.

It is unfortunate that Congress is fast-tracking the bill due to the request from Malacañang. The latter wants to finish its appointments to key government positions and the undertaking of infrastructure-building, two executive activities that will be curtailed during an election period.
