The Bureau of Internal Revenue (BIR) officially launched its 2026 Appreciation Week on June 1, 2026 at the BIR National Office, recognizing the contributions of its employees and strengthening a culture of gratitude, appreciation, and excellence in public service.
With the theme, โPagbibigay-pugay sa mga Kawani para sa Serbisyong Mahusay at Dedikasyong Walang Humpay,โ this year's celebration highlights the commitment and dedication of BIR personnel who continuously work to improve taxpayer service and support the Bureau's mandate of nation-building.
The opening ceremony, held at the Revenuers Development and Leisure Center following the flag-raising ceremony, featured a performance by the Tax Session Band, a message of appreciation from Commissioner Charlito Martin R. Mendoza, and the ceremonial opening of the Appreciation Corner where employees may post messages of gratitude and appreciation for their fellow revenuers.
In his message, Commissioner Mendoza expressed his gratitude to all BIR personnel, from frontline and backline employees to allied services personnel stationed in the National Office, Revenue Regions, and Revenue District Offices. He emphasized that fostering a culture of warmth, appreciation, respect, and competence within the organization ultimately translates into better service for taxpayers.
โMas tumitibay, mas lumalakas ang isang institusyon kapag may pasasalamat, may pagpapahalaga at may respeto sa mga kasama natin sa opisina,โ Commissioner Mendoza said.
As part of the week-long celebration, various activities have been lined up for National Office employees, including the Loyalty @30 Awarding Ceremony, distribution of appreciation items, an Appreciation Corner, a DIY Photo Booth, and a Snap and Share activity encouraging employees to celebrate and share meaningful moments with their fellow revenuers.
The annual BIR Appreciation Week is anchored on the Bureau's Enhanced Program on Awards and Incentives for Service Excellence (PRAISE) and its continuing thrust to promote a workplace culture built on gratitude, recognition, mutual respect, and shared commitment to public service.

The Bureau of Internal Revenue (BIR) was recognized by the Anti-Red Tape Authority (ARTA) as the Top 2 Most Improved Agency during the closing ceremony of the 2026 Ease of Doing Business (EODB) Month Celebration held on June 1, 2026, at UP Ayala Technohub, Quezon City.
The plaque of commendation signed by ARTA Director General Secretary Ernesto V. Perez cited the Bureauโs โexceptional commitment to streamlining processes and enhancing frontline service delivery, resulting in a significant and measurable reduction in citizen complaints.โ
Accepting the recognition on behalf of the BIR were Commissioner Charlito Martin R. Mendoza and Resource Management Group Deputy Commissioner Teresita M. Angeles.
โIn President Ferdinand R. Marcos Jr.'s State of the Nation Address last year, he said this about improving government services: 'Kailangan pa natin mas lalong galingan, kailangan pa natin mas lalong bilisan.' At the Bureau of Internal Revenue, we took that call to heart. So, on behalf of the entire workforce of the BIR, we humbly accept this recognition as the Top Two Most Improved Government Agency,โ said Commissioner Mendoza in his acceptance message.
The Commissioner thanked ARTA for the recognition and the taxpayers and stakeholders whose feedback continues to shape the Bureauโs reform efforts.
โMakakaasa po ang ating mga taxpayer that we remain guided by our commitment: 'Mahusay na serbisyo, katumbas ng buwis mo.' Kaya patuloy pa po kaming magsusumikap na lalo pa naming pagbubutihin, gagalingan, at bibilisan ang aming mga reporma at serbisyo sa BIR,โ Commissioner Mendoza said.
Over the past several months, the Bureau has been accelerating reform rollouts to simplify compliance, strengthen frontline services, and expand digital taxpayer services.
Among the initiatives rolled out by the Bureau are the Interactive Digital Tax Calendar, the LOA Verifier through REVIE, Digital TIN via the eGovPH App, BIR Form No. 1701-MS for micro and small taxpayers, the QR-enabled Registration Seal Badge for online businesses, and the soft launch of the Taxpayer Portal for the Large Taxpayers Service.
Alongside these digital initiatives, the BIR pursued regulatory and legal reforms to simplify compliance and make processes more practical and predictable for taxpayers.
These include audit reforms, the launch of the Registered Business Enterprise Taxpayer Service (RBETS), updated guidelines on VAT-exempt medicines, streamlined requirements for socialized housing tax exemptions, clarification of the tax treatment of cross-border services, clarification of tax incentives for education partnerships, and the Ease of Closing Business guidelines that simplified tax clearance and registration cancellation procedures.
These initiatives form part of the Bureauโs broader five-point reform agenda under BIR DARES, which covers digital transformation, audit reform, revenue collection, employee empowerment, and service excellence.
Joining the BIR among the Top 5 recognized agencies were the Department of Foreign Affairs (DFA), the Department of Environment and Natural Resources (DENR), the Securities and Exchange Commission (SEC), and Land Bank of the Philippines (LBP).

The Bureau of Internal Revenue (BIR) has started collecting Quarterly Royalty from large-scale metallic mining contractors and operators under Republic Act No. 12253, otherwise known as the โEnhanced Fiscal Regime for Large-Scale Metallic Mining Act.โ
โMining companies benefit from the use of the countryโs mineral resources. It is only right that the government collects what is due under the law. These royalties help ensure that the gains from mining also support public services and national development,โ Commissioner Charlito Martin R. Mendoza said.
To guide compliance with this new obligation, the BIR issued Revenue Memorandum Circular (RMC) No. 58-2026, prescribing the procedures for the filing and payment of Quarterly Royalty while the dedicated return and corresponding electronic filing and payment facilities are still being finalized. Affected mining contractors and operators are required to file and pay the corresponding Quarterly Royalty within sixty (60) days after the close of each calendar or fiscal quarter. To ensure proper monitoring and compliance, the Circular likewise requires separate filing and payment for each Mineral Agreement, Financial or Technical Assistance Agreement (FTAA), and operating agreement, consistent with the ring-fencing provisions of the law.
The BIR reminds all affected large-scale metallic mining contractors and operators to comply with the prescribed filing and payment procedures and observe the applicable deadlines for the Quarterly Royalty.
