What is Good Animal Husbandry Practices Certification Program

Realizing the need to establish a farming management practice that provides greater confidence in consumers’ expectations that animal products and by-products are safe and fit for human consumption, while ensuring the welfare of both farm workers and animals without any degradation to the environment, the Philippine National Standards (PNS): Code of Good Animal Husbandry Practices (GAHP) was developed in 2008.

Through the Administrative Order 10 series of 2008, the GAHP Certification Program was created to ensure that Livestock and poultry farms are adhering to the PNS: Code of GAHP. The AO was signed by then Department of Agriculture (DA) Secretary Arthur C. Yap with the Bureau of Agriculture and Fisheries Product Standards (BAFPS) acting as the program secretariat. Embodied in the AO 10:2008 were the rules for granting, maintaining and withdrawing GAHP certificate to raisers or farm operators.

With the Republic Act 10611 or the Food Safety Act of 2013 approved into law on August 23, 2013, and with its implementing rules and regulations through a Joint Administrative Order 2015-0007 between the DA and the Department of Health (DOH) signed on February 20, 2015, the Bureau of Animal Industry (BAI) was appointed as the Food Safety Regulatory Agency responsible for food derived from animals including eggs and honey production. With this, the GAHP Certification Program was formally transferred from the now Bureau of Agriculture and Fisheries Standards (BAFS) to the BAI on January 2017.
