National Convergence Initiative for Sustainable Rural Development - NCI SRD The DA-DAR-DENR-DILG NCI-SRD is the government's response to address the fragmented delivery of rural development services

The National Convergence Initiative for Sustainable Rural Development (NCI-SRD) is the government's response to the fragmented delivery of rural development services. It is a strategy of joint planning, budgeting, implementation and monitoring, and evaluation of the DA-DAR-DENR-DILG programs, activities, and projects in the convergence areas within a watershed or major river basin through the ridge-to-reef approach.

The National Convergence Initiative for Sustainable Rural Development (NCI-SRD) National Secretariat conducted an orientation with the DENR Forest Management Bureau (FMB) Executive Committee and Assistant Director Atty. Ray Thomas F. Kabigting.

DENR FMB Director Arturo Fradiquela shall serve as the Chairperson of the Agriculture, Forestry, and Fisheries Enterprise Cluster and Business Development Component Working Group (AFFECBD CWG) and as one of the members of the National Technical Working Group (NTWG) starting FY 2027 to FY 2029.

The orientation provided a brief background about the NCI-SRD, FY 2027 activities, targets and terms of reference of the AFFECBD CWG, as one of the component working groups of the NCI-SRD.๐ŸŒฑ

The NCI-SRD conducted the Information, Education, and Communication (IEC) Materials Development Workshop on September 29 to October 1, 2026 via Google Meet. The activity aimed to capacitate the participants on how develop IEC materials for NCI-SRD using the editing softwares Canva and CapCut.

The following topics were discussed and resource persons from the members of the Knowledge Management Component Working Group (KM CWG) shared their expertise:

1. Visual Design 101 by Mr. Ashlee Canilang of DA Agricultural Training Institute (ATI)
2. Overview of Canva and Creating Convergence Area Development Plans (CADP) Profiles using Canva by Ms. Sarah Cacas of DA Information and Communications Technology Service (ICTS)
3. Ethics in the Use of Artificial Intelligence (AI) by Ms. Liberty Asis of DENR Ecosystems Research and Development Bureau (ERDB)
4. Creating short videos / reels using CapCut by Mr. Richard Manlapaz of DA Bureau of Fisheries and Aquatic Resources (BFAR)

During the hands-on training and break-out sessions, the participants produced a CADP Poster and CADP Reel as workshop outputs.

She expressed her gratitude to the participants for their active participation, resource persons for sharing their expertise, and the National Secretariat for organizing the workshop. 1. Amending the NCI-SRD Quality Procedure for the Creation, Approval, and Extension of a Convergence Area Development Plan (CADP) for Implementation and Dissemination to the NCI-SRD Working Groups at the National and Regional Levels;
2. Amending the NCI-SRD Strategy Framework to ensure alignment with the Philippine Development Plan 2023-2028;
3. Amending the Designated NCI-SRD Component Working Group (CWG) Chairpersons for Two Consecutive Terms (FY 2027-2032) subject to the inclusion of a provision requiring the designated chairperson for each CWG to allot a budget for the conduct of their respective capacity building activities and CWG meetings as part of cost-sharing of agencies;
4. Approval of the Western Block of Mangatarem Cluster CADP in Pangasinan for FY 2027-2031; and
5. Approval of the Piddig CADP in Ilocos Norte for FY 2027-2031.

Completing the list, the Mt. Kamhantik Archaeo-ecological Tourism SIte Convergence Area has officially conducted its CADP Launching! The Regional Convergence Initiative Technical Working Group (RCI TWG) CALABARZON and the Local Government Unit of Mulanay, Quezon, spearheaded the launching of the said CADP, which presents a strategic and integrative roadmap for transforming Mt. Kamhantik into a model of sustainable ecotourism, cultural preservation, and inclusive rural development from 2026 to 2030.

The CADP Launching was participated by NCI-SRD National Secretariat, RCI TWG CALABARZON, Provincial Convergence Initiative Technical Working Group (PCI-TWG) Quezon, Municipal Convergence Initiative Technical Working Group (MCI-TWG) Mulanay, and various key agencies and stakeholders in Mulanay.
