The NCI-SRD conducted the Development of Agriculture, Forestry, and Fisheries (AFF) Enterprise Cluster Training of Trainers Phase 2 on April 27-30, 2026 in Bukidnon, Northern Mindanao. The workshop aimed to build capacity of participants in the formation and development of AFF enterprise clusters within convergence areas.

This activity is the continuation of the Development of Agriculture, Forestry, and Fisheries (AFF) Enterprise Cluster Training of Trainers Phase 1 which was held last November 2025. At the end of this two-phase training of trainers, the participants are expected to understand and explain the crucial role of being a Convergence Enterprise Facilitator (CEF) and facilitate the development of an AFF Enterprise Cluster in the Muleta Watershed Convergence Area.

Director Von Mark Mendoza, DAR-PMS, delivered a recorded closing message highlighting the successful completion of the training workshop. He expressed gratitude to all participants for their active involvement, dedication, and valuable inputs, emphasizing their importance in ensuring effective implementation and monitoring of future support services for agrarian reform beneficiaries. Lastly, he encouraged the workforce to sustain their momentum and commitment in implementing agreed strategies on the ground, reaffirming DAR’s mission to deliver efficient, transparent, and high-impact interventions nationwide.

Sa tema ngayong taon, “Pagbibigay-pugay para sa magsasaka’t mangingisda sa gitna ng hamon at krisis,” binibigyang-diin ang katatagan at dedikasyon ng mga magsasaka’t mangingisda upang matiyak ang sapat, ligtas, abot-kaya, at masustansyang pagkain para sa lahat. Itinatampok din ang kanilang patuloy na pagyakap sa inobasyon sa kabila ng mga krisis na kanilang kinakaharap.

✨𝐍𝐂𝐈-𝐒𝐑𝐃 𝐁𝐚𝐤𝐮𝐧 𝐂𝐨𝐧𝐯𝐞𝐫𝐠𝐞𝐧𝐜𝐞 𝐀𝐫𝐞𝐚 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐏𝐥𝐚𝐧 (𝐂𝐀𝐃𝐏) 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩✨

The NCI-SRD conducted the Bakun Convergence Area Development Plan (CADP) Workshop on April 21-24, 2026 in Baguio City, Cordilllera Administrative Region. The workshop aimed to prepare the Regional Convergence Initiative Technical Working Group (RCI TWG) CAR and the Municipal Convergence Initiative Technical Working Group (MCI TWG) Bakun for the development of their CADP.

Atty. Jennilyn Dawayan, CESO III, Regional Executive Director of DA RFO CAR and Chairperson of the RCI TWG CAR delivered the opening remarks. She encouraged the group to move forward with the development of the Bakun CADP, noting that other regions already have established CADPs in place. She acknowledged the significance of convergence and hoped that the workshop be successful in identifying and harmonizing the needs of the Municipality of Bakun.

The DA-DAR-DENR-DILG RCI TWG CAR and MCI TWG Bakun members and representatives were present during the activity. They were able to finalize their Convergence Area Profile with the corresponding analysis on what the municipality needs. They also crafted their Convergence Area Development Framework which will serve as the core of the Bakun CADP.

Mr. Ramon Bag-eo, RCI TWG CAR Regional Focal Person and Head RCI TWG CAR Secretariat, delivered the closing remarks. He commended the efforts of the RCI TWG CAR and MCI TWG Bakun members in developing the first CADP to be implemented in CAR. Mr. Bag-eo looked forward to the succeeding activities included in the timeline and expressed his anticipation of the finalized CADP up to its approval by the National Steering Committee.

The Policy and Advocacy Component Working Group (PA CWG), in collaboration with the DA-DAR-DENR-DILG Department Legislative Liaison Offices (DLLO), held a roundtable discussion and was chaired by Executive Director Bernadette Delos Santos of the DA - Philippine Council for Agriculture and Fisheries (PCAF).

The meeting aimed to discuss the National Convergence Strategy for Sustainable Rural Development (NCS-SRD) House Bills (HB) and Senate Bill (SB) filed at the 20th Congress, and strategize for its passage. Further, the DA, DAR, DENR, and DILG also presented their respective two priority legislations this 20th Congress.

The NCI-SRD Agriculture, Forestry, and Fisheries Enterprise Cluster and Business Development Component Working Group (AFFECBD CWG) conducted an online orientation and buy-in session last April 16, 2026 in preparation for the upcoming Agriculture, Forestry, and Fisheries (AFF) Enterprise Cluster Facilitator Training Workshop: Luzon Cluster Phase I.

The online meeting aimed to engage all relevant parties and selected participants at an early stage, to ensure that stakeholders have a clear understanding of the cluster-based approach to rural development and demonstrate sustained commitment to the program’s long-term success prior the conduct of the training workshop.

Together with the DA-DAR-DENR-DILG Regional Convergence Initiative Technical Working Group (RCI TWG) Ilocos and CALABARZON, the following convergence areas confirmed their commitment and participation in the Phase I training workshop:

1. Dur-Asen Vintaren Convergence Area in Vintar, Ilocos Norte
2. Sinait River Convergence Area in Sinait, Ilocos Sur
3. Caraballo Mountain, San Manuel Convergence Area in San Manuel, Pangasinan
4. Baroro Watershed Convergence Area in Bacnotan, La Union
5. Siniloan Convergence Area in Siniloan, Laguna

The said workshop, which is scheduled in June 2026, aims to build the capacity of participants in the formation and development of AFF enterprise clusters within newly approved convergence areas.
