Region-wide Basic Incident Command System (BICS) Training in Cagayan de Oro City
25 NOVEMBER 2025 | The National Commission on Muslim Filipinos β Bureau of Muslim Settlement (BMS), led by Director Sultan Masideng M. Salic, together with the NCMF β Northern Mindanao under Regional Director Dr. Abdulnasser P. Masorong, CESO III, formally opened the four-day (November 25 to 28, 2025) Region-wide Basic Incident Command System (BICS) Training at New Dawn Hotel Plus, Cagayan de Oro City.
Conducted in partnership with the Office of Civil Defense β Region X, the training seeks to strengthen disaster preparedness, enhance coordination, and improve response capacities among participants β building safer and more resilient communities.
Notable attendees include Dr. Gary A. Habibon, Director III of Administrative Service, and Atty. Mudzmar A. Muyong, Director III of Finance and Management Service, both of the NCMF Central Office.
This activity marks the 5th batch of BICS Training spearheaded by the NCMF β BMS. The first was held in Antipolo, Rizal (2022), followed by Dipolog City (2023). Two additional batches were conducted in Quezon City (2024), in partnership with the Bureau of Pilgrimage and Endowment.
Director Salic emphasized the importance of the program, saying: βThis is more than just training β it reflects our shared commitment to preparedness, swift response, and ensuring the strength of our communities in times of disaster. The Incident Command System equips us with the tools and teamwork necessary to protect lives.β
Through initiatives like this, the BMS continues to uphold its mission of capacity-building and public welfare, equipping stakeholders with essential knowledge and skills in incident management.

BMS Successfully Holds Mid-Year Assessment and Operational Planning
The Bureau of Muslim Settlement (BMS) successfully concluded its Mid-Year Assessment and Operational Planning on August 6-8, 2025 at Timberland Highlands Resort, San Mateo, Rizal. Close to fifty (50) participants joined the event both onsite and online.
One of the key highlights was the commitment of BMS Director Sultan Masideng Salic to strengthen the settlement programs of the regional offices. This includes the timely transfer of funds to ensure the effective implementation of both existing and future programs. Director Salic emphasized the importance of unity and collaboration between the Central and Regional Offices, as well as responsive communication from the regional side, stressing that only through synergy can the NCMF effectively deliver its services to the public. He further shared that he has instructed his division chiefs to process the necessary documents for the speedy transfer of funds to regional offices for pending projects, including allocations for the upcoming Climate Change Summit.
In support of transparent and accountable program implementation, Settlement Division (SD) Chief Yasmin Alonto-Naga and Relief Assistance and Disaster Coordination Division (RADCD) Chief Aida Madale presented their accomplishments for 2025 and outlined upcoming projects for the remainder of 2025 and for 2026. SD Chief Alonto-Naga reported that funding for the Muslim Registry Program, endorsed by the Philippine Statistics Authority (PSA), has once again been approved, among others. Meanwhile, Acting RADCD Chief Madale highlighted the overwhelming turnout for the Basic Incident Command System training, conducted in partnership with the Office of Civil Defense-NCR. Following these presentations, regional offices also reported their outputs and plans for 2025-2026: NCR (Acting Chief Hientjie Panotolan), Zamboanga (Acting Chief Satra Arasid), Visayas (Chief Hanefa Sultan), SOCCSKSARGEN (Chief Nasroden Calib), General Santos City (PD Aida Seddi), North Luzon (Acting Chief Johara Calbe), South Luzon (Alyana Zaman), Palawan (PD Said-Ali Sha), Northern Mindanao (Chief Najmah Tomawis), Tubod (PD Husni Sarip), Davao (Maimonah Balt-Decampong), Lanao (Chief Mitchel Cadinor), and CARAGA (Chief Abdulhakim Khalid).
Their presentations served as an opportunity to align programs and projects across BMS and its counterpart regional offices for the current year and beyond. The event concluded with the awarding of certificates to both onsite and online participants.

18 JULY 2025 | In observance of the National Disaster Resilience Month 2025, with the theme βKayang Umaksyon ng Mamamayan na Isabuhay ang Kahandaan ng Bawat Isa para Maging Ligtas sa Oras ng Sakuna (KUMIKILOS),β the National Commission on Muslim Filipinos β Bureau of Muslim Settlement (NCMF-BMS), under the leadership of Director Sultan Masideng M. Salic, conducted its first (1st) Hybrid Seminar on Janazah: Islamic Burial Rites During Disasters. The seminar took place at the Office of the Secretaryβs Conference Room, NCMF Central for onsite attendees, and was simultaneously broadcast live via Facebook and YouTube for virtual participants.
This Janazah seminar seeks to equip participants with thorough knowledge of the proper Islamic practices for handling the deceased during emergency situationsβwhether caused by natural disasters like floods, earthquakes, or typhoons, or man-made crises such as armed conflict, mass fatalities, and accidents. It underscores the importance of maintaining the integrity and sacredness of Islamic funeral rites, even in challenging and resource-limited environments, ensuring the departed are honored with dignity, compassion, and religious care.
Attendees of this seminar are expected to acquire knowledge on essential procedures, including Ghusl (ritual washing), Kafan (shrouding), Salat al-Janazah (funeral prayer), and burial techniques, adapted for use under urgent conditions. The seminar also promotes the creation of localized Janazah response teams, strengthening communal preparedness and fostering a spirit of cooperation and faith-driven resilience in service of their fellow Muslims.
The Bureau of Muslim Settlement extends its profound appreciation to Aleem Mahid B. Mangondaya and Shariβah Counselor-at-Law Watha M. Omar for their unwavering dedication, insightful guidance, and exceptional service. Their contributions have made a significant and lasting impact, embodying the principles of Islamic compassion, resilience, and devotion to communal upliftment.
The program achieved success thanks to the guidance and leadership of the esteemed NCMF Secretary, Sheikh Sabuddin N. Abdurahim, whose steadfast dedication centers on the welfare of Muslim Filipinos.

MalacaΓ±ang Reappoints Director Salic as BMS Head
Director IV Masideng M. Salic has once again been reappointed by President Ferdinand Marcos, Jr., marking yet another chapter in his several decades of distinguished career in public service. He ceremonially took his oath of office before Executive Secretary Lucas Bersamin, who happened to be his former law professor, at MalacaΓ±ang Palace on July 11, 2025. Earlier, he also took his oath of office before the Secretary of the Commission, Sabuddin Abdurahim, alongside fellow reappointed official, Deputy Executive Director Atty. Jehan Jehan Lepail.
A traditional leader and respected figure in his community, Director Salic is the Sultan of Tubok in the 2nd District of Lanao del Sur. A Masterβs in Public Administration graduate, he holds a Juris Doctor from the University of the East, and a Bachelorβs degree in Business Administration major in Accounting from National College of Business Administration-Manila.
With decades of government service, his career began at the Office on Muslim Affairs (OMA), where he steadily rose through the ranks starting from Budget Officer I and III, to Chief of the Endowment Division under the Bureau of Pilgrimage and Endowment, and later as Acting Director of the Finance and Management Service.
In 2011, he made a mark as the first presidentially appointed Director IV of the National Commission on Muslim Filipinos (NCMF). Over the span of his stay in the OMA and later on the NCMF, he has led various key bureaus including the Bureau of Pilgrimage and Endowment, Muslim Cultural Affairs, Peace and Conflict Resolution, and Muslim Settlement. With this span, it made him among the most senior officials in the Commission in terms of service today.
The entire BMS family once again warmly congratulates Director Salic on his reappointment.
