𝙇𝙊𝙊𝙆 | 𝘼𝙍𝘾𝘿𝙎 𝙨𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣𝙨 𝙩𝙝𝙚 𝙘𝙪𝙡𝙩𝙪𝙧𝙚 𝙤𝙛 𝙞𝙣𝙩𝙚𝙜𝙧𝙞𝙩𝙮 𝙬𝙞𝙩𝙝𝙞𝙣 𝘿𝘼𝙍

Last August 10 and 11, 2026, the ARCDS concluded the conduct of Enhancing Integrity, Transparency, and Accountability Training in Government Service at Wyndham Garden Manila Bay. The training aimed to strengthen DAR personnel's grounding in public service ethics and the agency's compliance with anti-red tape and ease of doing business standards.

Participants revisited the norms of conduct and duties under Republic Act No. 6713, accountability measures under Republic Act No. 3019 and the Revised Penal Code, and DAR's compliance efforts under the Anti-Red Tape Act and the Ease of Doing Business Act.

This activity was headed by Director Agnes B. Mendoza, ARCDS Director IV, together with the learning management team: Don Franco Boniol, Cynthia Bunyi, Angelo Obero, Lalaine Cheska Carpio, and Jaecell Duran.
ARCDS remains committed to a culture of integrity across DAR, where public trust is earned in the everyday work of public service.

From identifying what needs to improve in the Analysis Phase, we now move to the Design Phase—where learning solutions begin to take shape.

The Design Phase involves conceptualizing and mapping out the key elements of an L&D intervention to address identified competency gaps. It builds on the results of the Analysis Phase, including the competency gaps, target learners’ profile, learning results chain, appropriate intervention, and available resources.

This is where the question, “What should the learning intervention look like?” is answered—ensuring that every learning objective, activity, and output is purposeful, relevant, and aligned with organizational goals.

From understanding the need to designing the solution—every effective learning intervention starts with a well-thought-out design.
