NWRB Staff Joins the Lakbayan Tour 2026

Twenty-five (25) staff members of the National Water Resources Board (NWRB) joined the Lakbayan Tour 2026, organized by the Department of Environment and Natural Resources – National Capital Region (DENR-NCR), on March 24, 2026, as part of the Philippine Water Week and World Water Day 2026 celebration.

"Lakbayan," which means "journey" in Filipino, is an educational water trail that brings participants up close to the water systems we rely on every day — from the source, through treatment and distribution, all the way to wastewater management. The program seeks to build awareness and responsibility among participants on the value of water and the need to protect the environment that sustains it.

The NWRB staff, along with other participants, went to three significant water sites in Metro Manila. They started at La Mesa Ecopark, one of the last remaining forests in Metro Manila and a vital source of clean water for millions of residents. The group then visited Balara Treatment Plant 2 (BTP 2), where water is treated before reaching homes and communities. The tour wrapped up at the Marikina North Sewage Treatment Plant (STP), a facility that helps restore the quality of water flowing back into the Marikina River.

The Lakbayan Tour gave NWRB staff a firsthand look at the water systems that sustain everyday life — and a deeper appreciation for why protecting them matters. This initiative is part of the continuing efforts to develop well-rounded, environmentally-aware water resource management professionals.

ADVISORY TO WATER SERVICE PROVIDERS
March 27, 2026

Early Activation of Water Conservation Measures and Preparedness for Possible El Nino Conditions

In light of the advisory issued by the Philippine Atmospheric, Geophysics and Astronomical Services Administration (PAGASA) indicating a 50% probability of El Nino conditions developing between July and September 2026, all Water Service Providers (WSPs) are advised to initiate early preparedness and response measures.

Possible dry conditions may begin as early as mid-year, potentially affecting water availability in several areas. At the same time, experience from previous El Nino events indicates that enhanced monsoon activity and stronger tropical cyclones may occur later in the year, placing additional stress on water supply systems and flood management infrastructure.

In this regard, all WSPs are strongly encouraged to undertake the following actions:

Activate water conservation and demand management measures early, consistent with proactive strategies implemented in previous El Nino events;
Conduct preparatory activities and continuous monitoring of water sources, reservoirs, and supply infrastructure to anticipate and manage potential water shortages;
Ensure operational readiness to address both dry conditions and possible heavy rainfall events later in the year; and
Report any indications of water stress or supply constraints to the appropriate authorities to facilitate timely and coordinated response actions.

All concerned entities are urged to remain vigilant and proactive in safeguarding the reliability and sustainability of water supply systems.

NWRB Brings WDM Campaign to Butuan City

The National Water Resources Board (NWRB) held a three-day Behavioral Education campaign on Water Demand Management (WDM) in Butuan City from February 23–25, 2026, bringing together local officials, barangay leaders, resort operators, and community members.

Butuan City, classified as a highly urbanized area, faces growing water supply pressures due to urban expansion, tourism growth, and climate change. In 2024, a prolonged El Niño-induced dry spell drastically reduced the Taguibo River's water level, placing the city under a state of calamity. Despite the area’s daily capacity of 110 million liters, distribution only reaches 50–60 million liters. With this, informed and science-based water governance has been the city’s goal.

NWRB resource speakers delivered informative presentations aimed at raising awareness on responsible water use. Topics covered included the current state of Philippine water resources, water conservation strategies, water permit applications, Certificate of Public Convenience, and monitoring and enforcement of water regulations. The campaign empowers the Butuanon community by building a culture of water conservation and responsible water resource management.

In his closing message, NWRB Executive Director Dr. Sevillo D. David, Jr. stressed that real change must begin at the individual level. "Water is a very important and shared resource," he said. "Every household, farmer, business, and institution plays a role in protecting our precious water."

The NWRB expressed hope that through its existing partnership with Butuan City in groundwater monitoring, it will become a city with exemplary water governance practices towards sustainability.

Sen. Loren Legarda graces NWRB Water and Women Forum PH 2026

Leaders and stakeholders gathered in Quezon City for the Water and Women Forum PH 2026, organized by the National Water Resources Board. Anchored on the theme “Women at the Center: Advancing Gender-Responsive Water Governance for Security, Resilience, and Sustainable Development,” the forum highlighted the critical intersection of water access, gender equality, and inclusive development.

In her keynote address, Senator Loren Legarda underscored that water is not just an infrastructure concern, but a matter of dignity, health, and opportunity.

“Water shapes the rhythm of every home, every community, every future. But when water is scarce, when it is unsafe, or distant, the burden does not fall evenly,” the senator expressed.

She emphasized that women, especially in rural and underserved communities, bear the greatest burden in managing household water, yet remain underrepresented in decision-making processes. This disconnect, she noted, limits the effectiveness and inclusivity of water policies and programs.

Philippine Commission on Women Chairperson Ermelita Valdeavilla and DENR Undersecretary for Finance, Information Systems, and Climate Change Atty. Analiza Rebuelta-Teh both echoed in their speech the senator’s message that beyond access, women continue to face barriers in leadership and participation in water governance.

The first session reflected the Philippine reality: gaps in access to safe water and sanitation persist, and these disproportionately affect women. The panelists include DENR Undersecretary for Environmental and Integrated Science Carlos Primo David, Society for the Conservation of Philippine Wetlands Trustee Ms. Ma. Cheryl F. Prudente, and University of the Philippines Diliman College of Science Professor and Deputy Director for Research and Extension & Institute of Environmental Science and Meteorology Innovation Coordinator Dr. Mayzonee V. Ligaray. It was moderated by former DENR Secretary Elisea “Bebet” Gozun.

During the second session, the speakers stressed that addressing water challenges requires recognizing women not only as beneficiaries, but as leaders, innovators, and essential partners in crafting solutions. Among the panel members were Metropolitan Waterworks and Sewerage System Administrator Engr. Leonor Cleofas, World Bank Senior Water Supply and Sanitation Specialist Ms. Ma. Fiorella delos Reyes Fabella, Women in Water and Sanitation (WIWAS) President Engr. Rodora Gamboa, and SafeWaTrS Mobile Water Disinfection System Developer Engr. Prima Joy Margarito. The session was moderated by former NWRB Executive Director and Future Water Asia CEO Ramon “Dondi” Alikpala.

The forum ultimately called for a shift from dialogue to action—integrating gender perspectives in policies, increasing women’s representation, and investing in community-driven initiatives. Equally important was the call to sustain efforts and ensure that successful practices are replicated across communities, encouraging more institutions and local governments to follow suit.

As reiterated throughout the event, the goal is to move forward collectively and ensure that water governance in the Philippines becomes more inclusive, equitable, and responsive.

NWRB RECOGNIZED WATER CHAMPIONS 2026

On March 19, 2026, the National Water Resources Board (NWRB), together with the Department of Environment and Natural Resources (DENR) and Maynilad Water Services, Inc. (MWSI), held the World Water Day Awards Philippines 2026 at the Diamond Hotel in Manila— honoring 24 individuals, organizations, and institutions whose dedication to water conservation, environmental stewardship, and equitable water access continues to make a real difference across the country.

DENR Secretary Juan Miguel Cuna delivered a keynote address highlighting the importance of protecting and investing in the country's water resources. He emphasized that smart investments in monitoring systems, watershed restoration, and modernized water management are key to building resilient water systems for the next generation.

"Water management is like a strategic blueprint. It requires precision, maintenance, and a commitment to the next generation. Every restored watershed and every geo-resistivity survey we conduct is a move toward a more secure and sustainable future. On this World Water Day, we are confident that you will join us in retooling our systems into high-performance engines so our resources remain secure for the next generation," he said.

Among the highlighted awardees were the recipients of the NWRB Water Wise Award, recognized for their exemplary efforts in safeguarding the country’s water resources. The Davao City Water District was commended for its Integrated Watershed Management Program and innovative use of satellite imagery and artificial intelligence for leak detection, resulting in significant reductions in water loss. Boracay Tubi System Inc. was recognized for its AI-powered leak detection and wastewater reuse initiatives, treating and recycling over 270,000 cubic meters of water in 2025. The University of San Carlos Water Resources Center Foundation Inc. received an award for its science-based stormwater management projects that contribute to flood prevention and water quality protection.

The Laguna Lake Development Authority presented the Kampiyon ng Lawa Awards to Green Cycle Innovative Solutions, Inc., the MMDA Flood Control and Sewerage Management Office, and Engineer Liza Celerio of SM Supermalls and SM Prime Holdings, for their respective contributions to solid waste recovery, emergency flood management, and water recycling innovations around Laguna de Bay.

The Local Water Utilities Administration presented the Huwarang Lingkod Tubig Awards to Santa Maria Water District, Guingco-Og City Water District, and Infanta Quezon Water District, recognized for their gender-responsive programs, inclusive governance, and community-centered water service delivery.

The DENR Environmental Management Bureau presented the Women in Action for Marine Plastic Pollution Award to Kalipunan ng Liping Filipina of Donsol, Sorsogon, for empowering women to transform upcycled beach plastics into marketable products while creating sustainable livelihoods in their coastal community.

Maynilad presented the Water Warrior Awards to the City of Imus for its river protection efforts and the University of Perpetual Help System Delta for its water education innovations, including Project DAGAT and a hybrid solar-powered water purification system.

The Society for the Conservation of Philippine Wetlands presented the Bayani ng Katibigan Awards to the Laguna Lake Development Authority, Maria Montessori Foundation Inc. of Alabang, and Feature Media, for their contributions to wetland conservation, nature-based rehabilitation, and environmental documentary storytelling.

The National Irrigation Administration recognized Colawin Palm Irrigation System Association, MACASVIA, and TAMIA Communal Irrigators Association for excellence in irrigation management, equitable water distribution, and inclusive governance.

The Metropolitan Waterworks and Sewerage System presented the Kaagapay sa Tubig Kanlungan Awards to the Sitio Sabang Munti Wash Group of Norzagaray, Bulacan, and the Barangay Magsaysay Wash Group of Pantabangan, Nueva Ecija, for their community-led water and sanitation programs serving thousands of households.

Metro Pacific Water presented the Blue Crest Awards to Okada Manila, Mr. Ruben Almendras of MCWD, and Ms. Aileen De La Vega of LWUA — each recognized for transformative leadership, financial stewardship, and innovation in the Philippine water sector.

The Philippine Water Partnership presented the Woman Watershed Champion Award to Dr. Jessica C. Salas for her decades of work in integrated water resources management, policy development, and community education.

The Women in Water Leadership Awards recognized General Manager Alma Albrazaldo of Bayawan Water District and DENR Assistant Secretary Jacqueline Caancan for their trailblazing leadership and advocacy in the water and environmental sectors.

Beyond the awards, the evening marked the launch of DENR’s ‘Wag Pataksaya campaign, encouraging Filipinos to adopt simple water-saving habits and report water issues through the Wag Pataksaya hotline at SMS/Viber at 0949-884-8927.

The debut of the Rivers for Life Awards in the World Water Day Awards added another layer, spotlighting rivers restored by local communities — with the Sapu Masla River in Region 12 named Grand Champion with the Sapu Masla River of Region 12 named Grand Champion, and Talisay River of Region 3, Alimit River of the Cordillera Administrative Region, Pulangi River of Region 5, and Tandag River of Region 13 recognized for their community-led conservation and river rehabilitation efforts.

Alongside the DENR Secretary, NWRB Executive Director Dr. Sevillo D. David Jr. and MWSI President and CEO Mr. Ramoncito S. Fernandez, bestowed the trophies to all the stewards.

In his closing message, the NWRB Executive Director delivered a heartfelt call to action.

"The responsibility of protecting our water resources belongs to all of us. Every drop of water becomes a pathway to justice and equality. Together, let us build one vision — a Philippines where water is safe, sufficient, and accessible to all. Let us make every day a World Water Day" Dr. David said.

The World Water Day Awards 2026 reaffirmed the collective commitment of government agencies, private sector partners, and communities to advancing water sustainability and environmental protection for present and future generations.

Kick-Off of the Philippine Water Week and World Water Day 2026

Graced by newly sworn-in DENR Secretary, Juan Miguel T. Cuna, CESO I, a Water and Gender Exhibit which served as the kick-off event of Philippine Water Week 2026 was held at the Central Office of the Department of Environment and Natural Resources (DENR) on March 9, 2026.

DENR top management officials, joined by NWRB Executive Director Dr. Sevillo D. David, Jr., proceeded to the ribbon-cutting ceremony to formally open the exhibit area featuring booths from various water sector institutions, DENR attached agencies, and partner organizations.

Among the participating agencies include the NWRB, which showcased a booth highlighting its key initiatives in policy formulation, regulatory, and monitoring and enforcement functions. The display also focused on the inclusive participation of both women and men in water governance. The exhibit featured visual materials documenting the agency’s activities, including groundwater monitoring of NWRB deep wells, consultation meetings with partner agencies, field inspections, and other programs supporting water resource management in the country.

To further engage visitors, the NWRB booth also hosted short trivia games related to the water sector and the agency’s mandate. Participants were able to test and expand their knowledge on various topics such as gender-related water issues, the challenges faced by women and girls in accessing water, and fundamental principles of water governance. Many visitors learned that water resources in the Philippines belong to the State and gained better understanding of the country’s primary water sources, namely surface water and groundwater. In addition to the educational activities, NWRB distributed informational materials and tokens to participants.

Other booths in the exhibit also provided valuable learning opportunities, including presentations on Women’s Month initiatives by DENR, demonstrations of portable desalination equipment, the programs of the River Basin Control Office (RBCO), the Mines and Geosciences Bureau’s presentation of the Groundwater Atlas of the Philippines Second Edition (2025), and water conservation programs showcased by Metropolitan Waterworks and Sewerage Systems (MWSS), Maynilad Water Services, Inc. (MWSI) and Manila Water Company, Inc. (MWCI). Together, these exhibits contributed to raising public awareness and promoting responsible water use among visitors.

The kick-off signaled the beginning of the World Water Day 2026 observance dedicated to raising public awareness on water conservation and governance. This year’s international theme is Water and Gender localizing its tagline Isang Agos para sa Karapatan at Pagkakapantay-pantay.

NWRB Congratulates DENR Secretary Atty. Juan Miguel T. Cuna

QUEZON CITY — The National Water Resources Board (NWRB) congratulates Atty. Juan Miguel “Mitch” T. Cuna, CESO I, on his appointment as Secretary of the Department of Environment and Natural Resources (DENR), following a formal turnover ceremony at the DENR Central Office in Visayas Avenue, Quezon City and via Zoom.

Secretary Cuna has held various key positions from Provincial Officer to Undersecretary for Field Operations under the DENR. As NWRB Board Chairperson, his extensive background in environmental governance paves a strong guide for the agency’s direction on water resource management and policy.

The NWRB likewise expresses its gratitude to outgoing Secretary Raphael P.M. Lotilla for his invaluable guidance and collaborative leadership during his tenure.

The NWRB commits its full support to Secretary Cuna as the DENR works towards a sustainable environment and a more water-secure Philippines.
