Davao City โ To strengthen safeguards personnelโs capacity to assess risks in proposed agricultural and rural development projects, the Department of AgricultureโPhilippine Rural Development Project (DA-PRDP) Scale-Up held the โSustaining the Safeguards Legacy: Mainstreaming Social and Environmental Safeguards through Capacity Building for DA-SES Interim Unitsโ Workshop on October 13โ16, 2026.
Led by the DA-PRDP Scale-Up Social and Environmental Safeguards (SES) Unit, the second batch of the DA-SES Interim Unitsโ gathered personnel from the National Project Coordination Office (NPCO), Field Operations ServiceโSpecial Projects Coordination and Management Assistance Division (FOS-SPCMAD), and Regional SES Interim Units across Luzon, Visayas, and Mindanao.
Carlene C. Collado, CPA, Deputy Project Director of DA-PRDP Project Support Office (PSO) Mindanao, underscored the role of safeguards personnel in responsible project decision-making.
โThrough your work in screening, risk assessment, stakeholder engagement, grievance redress, monitoring, and reporting, you help ensure that safeguards are not treated merely as compliance requirements, but as essential practices that guide sound and responsible decision-making,โ Collado said.
He emphasized that early safeguards assessment helps project teams identify risks and determine appropriate measures before and during implementation.
The workshop covered the Environmental and Social Framework (ESF), Environmental and Social Standards (ESS), legal bases, safeguards tools and instruments, stakeholder engagement, grievance redress, monitoring, documentation, and coordination with relevant offices.
During practical exercises, groups assessed different subproject (SP) scenarios using the ESS Screening Form, Environmental and Social Management Plan (ESMP) template, and assessment worksheet. They identified potential risks, applicable safeguards instruments, required permits or clearances, and mitigation and monitoring measures. Participants also evaluated whether each SP could proceed as proposed, required additional conditions or redesign, or presented risks that could prevent implementation.
The exercises highlighted the importance of integrating safeguards into project preparation and implementation rather than treating them solely as compliance requirements. Early assessment helps identify necessary consultations, clearances, and mitigation measures, while determining whether proposals need adjustments. Applying these practices across DA programs can extend safeguards beyond PRDP-funded projects.
Angelita D. Martir, DA-PRDP Scale-Up National Deputy Project Director, emphasized the importance of harmonizing safeguards practices across regions and extending them to regular DA programs.
โBy using harmonized tools and processes, we can help ensure that projects meet the necessary requirements and that environmental and social considerations are taken into account before implementation,โ Martir said.
She stressed that consistent safeguards practices can strengthen regional coordination and integrate environmental and social risks into project planning and implementation.
The workshop supports efforts to strengthen safeguards implementation within DA through the establishment of the Interim SES Unit and the designation of personnel to coordinate across offices. # # # (Julie Ace Brandon R. Barao/InfoACE NPCO)
